Full Job Description

Providence Public Schools District (PPSD) seeks an exceptional CHIEF COMMUNICATIONS OFFICER who is highly qualified and skillful to join our community of teachers, students and stakeholders.

The Providence Public School District (PPSD) serves approximately 22,000 students attending our 37 schools. PPSD employs more than 3,200 professionals who work in and provide support to our schools, which include 20 elementary schools, 7 middle schools, 11 high schools and 2 public district charter schools. Of our employees, approximately 2,000 are educators, and more than 600 others directly support students and families in our schools.

Our schools are diverse learning communities. Approximately 68% of our students are Latinx, 15% Black, 7% White, 4% Asian, 5.5% Multi-racial and 1% Native American. Approximately 40% of students are multilingual learners, and about 16% of students receive special education services. Approximately 55% of students come from homes where English is not the primary language spoken. Combined, our students and families speak more than 55 different languages and hail from 91 countries of origin.

Under the supervision of the Chief of Opportunity and Access, the Title IX/EEO Officer will assist PPSD in achieving its goals by coordinating the District’s response to matters arising under Title IX, Title VI, and other applicable federal and state civil rights and nondiscrimination laws. This includes conducting and overseeing prompt, thorough, impartial, and objective investigations and ensuring that complaints are addressed in accordance with District policies and established procedures.

The Title IX/EEO Officer is responsible for managing the day-to-day responsibilities associated with PPSD’s nondiscrimination and civil rights compliance processes. This work includes receiving, assessing, tracking, and investigating allegations of harassment, discrimination, sexual misconduct, sexual violence, and other conduct that may limit an individual’s access to the District’s educational programs, activities, services, or employment opportunities.

The Title IX/EEO Officer will also coordinate and manage Title VI matters involving alleged discrimination or harassment based on race, color, or national origin, including shared ancestry and ethnic characteristics. Responsibilities include assessing reports for potential Title VI implications; coordinating appropriate supportive and corrective measures; monitoring investigations, outcomes, and patterns; maintaining required documentation; and working with schools and District departments to address conditions that may create or contribute to a discriminatory or hostile environment.

Under the supervision of the Chief of Opportunity and Access, the incumbent will collaborate with the District’s Human Resources Department, legal counsel, school leaders, and other appropriate personnel to investigate and resolve complaints involving students, employees, families, and members of the public. The Title IX/EEO Officer will support the implementation of the District’s Discrimination Complaint Resolution Process and its Title IX, Title VI, Equal Employment Opportunity, anti-harassment, and nondiscrimination policies.

The Title IX/EEO Officer is further responsible for developing, implementing, and monitoring PPSD’s Title IX and Title VI compliance plans. This includes developing guidance, resources, protocols, and training related to Title IX, Title VI, workplace discrimination, and applicable federal and state civil rights and nondiscrimination laws, regulations, policies, and procedures.

The Title IX/EEO Officer will lead or coordinate Title IX investigations involving students and employees and will oversee the District’s response to Title VI complaints and concerns. The incumbent will analyze complaint and investigation data to identify trends, systemic concerns, and potential disparities; recommend appropriate corrective actions; and develop long-term strategies to prevent discrimination and harassment, strengthen compliance, improve school and workplace climate, and promote equitable access and positive experiences for students, employees, families, and community members. Valid work authorization is required.

This position is designated as on-site/in-person.

EDUCATION REQUIREMENTS:

Master’s degree from an accredited college or university in Human Resources, Public Administration, School Administration, Diversity and Equity, or a field directly related to the major responsibilities of the position.
Certifications: Title IX/Title VI and/or related.

MINIMUM QUALIFICATION STANDARDS:

Minimum of 2 years of experience conducting prompt, thorough, and equitable investigations regarding allegations of harassment, discrimination, sexual misconduct, and sexual violence or equivalent legal experience.
Experience with the development and implementation of training and professional development on Title IX, Title VI, equal employment opportunity, and civil rights laws, with an emphasis on prevention.
Experience presenting educational training on relevant issues.
Experience handling confidential information with tact, discretion, and sensitivity.

DESCRIPTION OF DUTIES & RESPONSIBILITIES:

Investigation and Reporting

Receives and conducts informal and formal investigations of complaints against students, faculty, and staff, asserting violations of PPSD’s Non-Discrimination Policy and/or the Sexual Harassment Policy. Evaluates complaints, develops investigation plans, conducts interviews, identifies and collects relevant information, analyzes evidence and data, applies policy, and prepares a detailed written investigative findings report based on a preponderance of the evidence.
Assures compliance with timelines, acts as an impartial party, maintains a high level of confidentiality and discretion, and ensures a prompt, fair and neutral process for all parties.
Provides supportive and protective measures, guidance, and assistance to complainants and respondents.
Updates the electronic complaint database throughout the investigation process.
Under the supervision of the Chief of Opportunity and Access, works with the Office of the General Counsel, and Human Resource Management to take the appropriate corrective action to violations of District policy.

Training and Development of Best Practices

Develops, coordinates with other departments, and/or implements ongoing training, consultation, and technical assistance on issues related to Title VI, Title VII, Title IX, and VAWA for students, faculty, and staff.
Builds and disseminates educational materials that inform members of the community about the responsibilities of the Title IX/EEO, as well as anti-harassment and non-discrimination laws.
Provides comprehensive training and guidance to search committees and other staff regarding laws, regulations, policies, and procedures for equal employment opportunity, harassment, discrimination, and other areas as directed to ensure fair and equitable recruitment and selection process.
