Job Summary
Manages and provides strategic leadership for all human resources functions within Housing and Residential Experience (HRE), in collaboration with the central Student Affairs Human Resources leadership. Responsible for the planning, coordination, and execution of HR operations, including talent acquisition, onboarding, training and development, compensation, payroll actions, compliance, records management, and separations.
Partners with departmental leadership to develop and implement workforce strategies, supports budget planning related to personnel, and support organizational effectiveness through performance management, employee engagement initiatives, and SOP development. Ensures all HR practices align with university policies, regulatory requirements, and departmental goals, while fostering a positive work environment.

Serves as the primary human resources contact for the Department of Housing and Residential Experience (HRE), partnering closely with the central Student Affairs Human Resources leadership to ensure compliance with university policies and procedures.

Serves as a strategic partner to the Senior Director and departmental leadership on HR-related matters, including policy interpretation, workforce strategy, and organizational effectiveness; researches HR trends and best practices in higher education to inform recommendations; and contributes to the development and execution of the department's strategic plan, including mission, vision, and goals.

Supervises and provides leadership to HRE HR staff, to include an HR Specialist and HR Student Assistant, through assigning and reviewing work, supporting professional development, ensuring operational effectiveness, and fostering a collaborative and high-performing team environment.

Collaborates with departmental leadership and financial partners to support personnel budget planning, including forecasting salary actions and new positions, while managing and coordinating personnel actions throughout the employee lifecycle, including hiring, job changes, compensation actions (e.g., promotions, reclassifications, salary increases, bonuses), and separations and preparing and submitting all electronic personnel action forms.

Oversees and manages recruitment efforts for administrative, staff, student assistant, OPS, and graduate assistant positions, ensuring consistent, and compliant hiring practices; develops and updates position descriptions aligned with workforce planning needs; oversees the recruitment lifecycle, including job postings, candidate screening, and interview process guidance (e.g., SparkHire); and collaborates with departmental leadership on strategic workforce planning, position creation, and organizational structure.

Oversees onboarding processes for administrative and staff employees to ensure a seamless and compliant new hire experience; coordinates and delivers departmental and required trainings for both new and current staff while ensuring new hires attend university onboarding programs; collaborates with Student Affairs and university partners to support ongoing professional development opportunities; and provides guidance to employees on university benefits, policies, and employment resources to support successful integration and continued growth.

Manages the completion of the department's Performance Excellence Process (PEP), holding leaders accountable to established timelines and standards.

Leads employee engagement initiatives, including management of the Employee Engagement Committee, recognition programs (e.g., HEART Awards), and department-wide events, while partnering with leadership to foster a positive workplace culture aligned with departmental values.

Provides payroll guidance and support to supervisors, including training and assistance with timesheets, approvals, and pay-related inquiries, and assists with payroll-related audits and reporting as requested.

Acts as a strategic liaison to supervisors and departmental leaders on employee relations matters, including performance management and disciplinary processes; helps leaders distinguish between issues that can be addressed at the supervisory level and those requiring further discussion or escalation; and supports leaders in navigating Employee and Labor Relations (ELR) processes. Ensures leaders engage directly with ELR on informal and formal consultations, reviews, and determinations, reinforcing ELR's role as the subject matter expert and strategic partner in accordance with university policy.

Maintains HR records in accordance with university policies and applicable state and federal regulations; oversees personnel documentation, emergency contact information, and required records; ensures compliance with I-9 requirements and other employment regulations; develops and updates HR-related Standard Operating Procedures (SOPs); and maintains departmental organizational charts in collaboration with leadership.

Coordinates and manages employee separations to ensure compliance and proper documentation; oversees leave of absence tracking and coordination in partnership with appropriate university offices; and serves as the department's coordinator for workers compensation cases, including reporting, follow-up, and guidance to supervisors and employees.

Serves as a University card user for departmental transactions. Adheres to University credit card policies and procedures.

Performs other related duties as assigned or as directed. The omission of specific duties does not preclude the supervisor from assigning duties that are logically related to the position.
Minimum Qualifications

Bachelor's degree and four (4) years of experience.
Desired Qualifications

A minimum of four years of experience in human resources.

PHR/SPHR or SHRM-CP/SHRM-SCP certification.

Prior experience in a University or public agency setting.
