Position Summary Information

Position Purpose

Conduct

The Associate Director’s responsibilities include enforcement, administration, oversight, assessment, and the continued administration and development of the university’s conduct system at all three Commonwealth University locations (Bloomsburg, Lock Haven, and Mansfield) but whose home campus will be Mansfield. While the home campus will be Mansfield, the Associate Director may be asked to occasionally travel to Lock Haven and Bloomsburg based on the needs of the institution.

Housing and Residence Life

Under the Director of Housing and Residence Life, this position is also responsible for the management of the campus housing process/assignments, occupancy management, and the facility operations for the residence halls related to day to day operations of the Housing and Residence Life Office at the Mansfield campus.

This position is an in-person (on campus) role with little to no work-from-home options with the exception of semester breaks.

This position will report directly to the Executive Director for Title IX and Student Conduct with a dotted reporting line to the Director for Housing and Residence Life for Lock Haven and Mansfield.

Description of Duties

Conduct

Case management- Receives and coordinates the response to all reports of on and off campus incidents, including student conduct reports from Housing and Residence Life and other offices, University and Town Police reports, and reports from students, faculty, staff, out-of-town law enforcement, and other sources. Including, conducting follow-up, overseeing compliance, and monitoring sanction completion. In addition to, serving as a hearing officer, facilitator, or board member for hearings and administer all necessary follow up paperwork/documentation.
Database- Monitor and ensure appropriate use of technology for gathering and maintaining data for reports and office functions in student conduct and other areas of the conduct office. Coordinate and manage the student conduct database (Maxient) and create reports and necessary data retrieval when requested.
Investigation or Inquiry- Investigate conduct cases, which includes interviewing witnesses, gathering other information, and writing reports.
Referrals- Assess student needs and make appropriate referrals for added services and resources (e.g. CARE Team, Title IX, AOD, etc.)
Residence Life- Manage residence life professional staff regarding the status of adjudication of the Student Code of Conduct within the university’s residential facilities.
Proactive Conduct- Meet with students regarding interpersonal and other related concerns in a proactive educational capacity.
Data/Compliance/Assessment- Monitor and assess student conduct statistics, provide information and reporting, student organization and Fraternity and Sorority Life conduct updates and reports, contribute to university anti-hazing efforts including anti-hazing report, statistics for annual security report, and others. Assure compliance with relevant laws including, but not limited to FERPA, the Clery Act, Title IX, Drug Free Schools and Communities Act, the Tim Piazza Hazing Law, and the Stop Campus Hazing Act.
Cross-functional- Interface with university offices, outside agencies, and town police departments when appropriate. (Residence Life, University Police, Dean of Students, Student Success, Orientation, AOD, Athletics, DEIB, Academics). Liaise with the Office of the Dean of Students- CARE Team (or BIT) and provide student conduct consultations as appropriate. Assist with Title IX investigations and serve as the primary hearing chair for Sexual Misconduct hearing processes. Train residence life student and professional staff regarding Code of Conduct implementation within the residential facilities. Work with the Departments of Athletics as appropriate.
Conduct Programming- Create proactive educational campaigns, plan and participate in tabling events, and present at Orientation events. Assist with the creation of online trainings and education about student conduct for students and employees.
Conduct Leadership- Serves in the absence of the Executive Director for Student Conduct. Serves on various campus-wide committees as needed.

Housing and Residence Life Operations

Responsible for and has direct oversight for the development, implementation and maintenance of room selection, new student assignments process and implementation for all aspects of the returning students housing assignment process.
Serves as the liaison for Offices of Financial Aid, University Disability Services, Student Billing Office and the Budget Office on matters related to the student housing and assignment process.
Is responsible for the coordinated process of developing a comprehensive marketing strategy to increase/decrease or maintain residence hall occupancy.
Coordinates the development and preparation of all housing information and publications, assignments and related materials for new and returning students. Responsible for the development of relevant communication related to new student assignments, returning student housing process, and all related housing coordination pieces. Is responsible for the management and effective communication for all Opening and Closing events, procedures and delivery. In addition to, manage the communication, assignments, billing and related services for residence hall, summer housing, and interim semester housing.
Manages the reviews process for student requests for release from the halls and develops strategies for the management of the release system for spring and fall semesters.
Develops and implements a plan for day to day and deferred maintenance repairs and replacement in the residence halls, related to equipment of smaller scale, furniture and heavily used areas.
Manages the program and communication to related offices for the room and safety inspection process.
Responsible for supervising the process of student damage billing and the necessary communication with affected offices for a seamless process.
Responsible for the supervision of staff who provide relevant housing reports to various campus offices.
Responsible for the supervision and maintenance of statistical reports and the necessary recommendations related to housing trends to better accommodate student needs.

Decision Making

Conduct

On a daily basis, the Associate Director will make independent decisions regarding student conduct conferences, student hearings, and investigations. This position can stand-in for the Executive Director for Title IX and Student Conduct regarding all student conduct and can perform outreach and support for student conduct matters.
This position’s decision making could result in a student’s removal from the campus either through an interim measure (suspension or interim suspension) or permanently through an expulsion (through the student conduct process). This position will manage student conduct cases daily, and ensure compliance with application state and federal regulations. The Associate Directors level of decision-making regarding student conduct carries a high-level of liability and opportunity for litigation.
This position will independently serve as an investigator for student conduct and possibly student Title IX cases. Investigations carry a high-level of liability.
All aspects of this role will focus on first student outreach, education, and support; however, this role must also work from a lens of mitigating high-level risk for the University regarding student conduct processes and the application of appropriate policy and procedure.
This position required strong analytical, writing, and critical thinking skills, an ability to problem solve, analyze, summarize, and effectively present data in a sound and supportable manner.
This position’s decision making could have an impact on University liability.

Housing and Residence Life

Responsible for decisions related to day-to-day functionality of the office, housing assignments, housing processes, and specific aspects of training related to housing operations.

Fiscal Responsibility

Conduct

This position does not have ongoing/regular budgetary or fiscal responsibility, but will be responsible for submitting travel costs for reimbursement, and may assist in collecting invoices for service and preparing them for payment.
This position is also responsible for managing the fines and fees process for educational outcomes assigned through the conduct process.

Housing and Residence Life

This position will manage finances regarding room and roommate requests and changes, payments and refunds. This also involves meal plan options and changes. This position will be required to Interface with the Bursar’s Office regarding these fees.
This person will assume the primary decision making for day to day maintenance repair needs and furniture procurement.
