Full Job Description

I. POSITION PURPOSE:

To ensure the integrity and correct application of procedures pertaining to the Election Code. Implement activities that register all eligible voters.

II. RESPONSIBILITIES:

The essential functions of the position include but are not limited to the following:

A. Ensure all office processes are completed in accordance with the election code and guidance from the Department of State.

B. Conduct board of elections meetings and schedule/advertise adgenda and prepare minutes. Assist where needed.

C. Manage and help carry out all aspects of election preparations:

1. Prepare and distribute petition packets to potential candidates

2. Act as a filing office for petitions and campaign finance reports for local level candidates

3. Program all primaries and elections using election management software

4. Create layout and organize content for all paper ballots

5. Perform logic and accuracy testing on all equipment before each election.

6. Communicate with the vendor to have machine maintenance completed as necessary.

7. Ensure proper distribution and handling of absentee/mail-in ballots

8. Coordinate the delivery of voting machines and miscellaneous supplies with the maintenance director

9. Ensure there are enough poll workers, rover technicians, pre-canvass, and support staff available for election day

10. Create/update content for poll worker training and training manual.

11. Schedule and conduct poll worker training before each primary/election day

12. Order supplies for election day.

13. Publish all required notices in papers and on the county website.

14. Field calls and troubleshoot election day issues

15. Ensure all results are brought-in and reported properly and timely

16. Prepare pay sheets to be turned in to the controller’s office for all staff

17. Conduct audits of election

18. Manage grants and complete associated reports for appropriate governing agencies

19. Interface effectively with media sources.

20. Gather and provide information to fulfill Right-to-Know requests where applicable and provide to Solicitor and Right-to-Know Officer.

21. Attend court hearings regarding challenges to election procedures or results as requested.

22. Prepare election budget, including any grant dollars.

23. Back-up to Voter Registration Director as needed.

D. Ensure that candidates are aware of and follow campaign expense policies. Refer potential violations to the District Attorney.

E. Provide effective supervision and leadership to direct reports, including training, counseling, discipline and performance feedback.

III. REPORTS PREPARED:

A. Grant requests

B. State voting reports

IV. INTERFACE:

Internal: Must positively interface with Court employees, Commissioners and County employees.

External: Must maintain a positive interface with political candidates, the general public, media and local, State and Federal government representatives.

V. QUALIFICATIONS:

Education: Associate’s Degree, preferably in business, liberal arts, political science or related area

Experience: 5 years office support, preferably in legal office or county government department

VI. SPECIAL REQUIREMENTS:

A. Ability to obtain a thorough knowledge of Election Code and related regulatory requirements.

B. Maintain extreme confidentiality in performance of job duties.

C. Physically capable of moving voting equipment, packing and lifting election materials and working extended work schedules as required.

G. High degree of self-motivation.

H. Vision and hearing correctible to within normal ranges.
