Full Job Description

JOB SUMMARY:

The Administrator 1 operates under the direct supervision of the Human Services Director and the Deputy Administrator. The CYS Administrator will oversee the management and supervision of the Children and Youth Services Department.

DISTINGUISHING FEATURES OF THE CLASS:

This position is responsible for administrative, supervisory functions and direction of the operation of the CYS Department. The Administrator 1 is directly responsible for the operations of the CYS Department’s programs and services, with major emphasis on those services provided by the Bradford County Human Services Agency.

JOB FUNCTIONS:

1. Develop and implement policies and procedures.

2. Manage and monitor compliance with established federal, state, and local regulations and policies.

3. Represent the CYS Department at various local, county, and state meetings; including but not limited to Children and Youth Advisory Board, Child Protective Services Reviews, Family Engagement Initiative meetings, and Children's Round Table.

4. Assist the Fiscal Director in contract development and monitor provider contract compliance.

5. Monitor and analyze monthly budget reports.

6. Review and approve all CYS Department expenses, including not only invoices and purchase orders, but also authorizations and reauthorizations.

7. Supervise the CYS Department staff and maintain provider oversight.

8. Review and approve all dependency requests, including participation in safety versus risk (SVR) meetings.

9. Serve as the SWAN liaison between the agency’s paralegals, SWAN LSI, and the agency solicitor.

10. Develop and submit the narrative portion of the agency’s Needs Based Plan and Budget (NBB) and assist in development of the fiscal portion.

11. Serve as the primary point of contact for the agency’s licensing activities and respond to any Licensing Inspection Summaries.

12. Complete monthly audits in CAPS and provide feedback to program managers and supervisors, including recommendations for quality improvements and programmatic changes.

13. Review and approve incoming and outgoing Interstate Compact on the Placement of Children (ICPC) packets.

14. Review and approve Adoptions and Terminations of Parental Rights prior to them being filed with the courts.

15. Oversee the CYS Department’s on call system.

16. Respond to requests for information from the Office of Children Youth and Families (OCYF), community stakeholders, parents/caregivers, family members, other Human Services Departments, providers, etc.

17. Complete waiver requests for the agency and forward them to OCYF for approval as needed.

18. Provide feedback to staff regarding screen outs, intake and ongoing cases, placements, kinship options, risk, safety, access orders, non-emergent petitions, etc.

19. Address personnel issues as they arise, including the recommendation to hire, discipline, and terminate employees.

20. Serve as the agency’s primary point of contact for Judge(s), Hearing Officer(s), and Court Personnel.

21. Complete weekly supervision with program managers to address their individual department needs and biweekly supervision with them together to address any issues between departments.

22. Build and maintain relationships with schools and hospitals.

23. Critically analyze data and information to prepare reports, legal documents, and various types of correspondence.

24. Performs other related work as assigned.

PHYSICAL AND MENTAL REQUIREMENTS:

Must have the ability to record, convey, and present information, explain procedures, and follow instructions;

Must be able to sit for long periods of time with frequent periods of standing, walking, and occasional twisting, reaching, pulling, and pushing required for obtaining files, doing inspections or other job duties;

Dexterity requirements range from simple to complex movements of fingers/hands, legs/feet, or torso to carry out job duties;

Sedentary work with occasional lifting, 15-20 pounds;

Must be able to pay close attention to detail and concentrate on work.

REQUIRED KNOWLEDGE, SKILLS and ABILITIES:

Comprehensive knowledge of modern social services practices, casework philosophy, and the administration of homes for foster children; thorough knowledge of Commonwealth statutes and regulations pertaining to the two agencies involved; demonstrated ability to obtain the cooperation of others in difficult and complex work situations; ability to conduct research and to apply the results to the programs of both agencies with a view to providing quality service to clients at all times; ability to understand and interpret laws and regulations; good professional judgment.

MINIMUM EXPERIENCE and TRAINING:

Considerable supervisory experience at a Casework Supervisor and graduation from a college or university of recognized standing with major work in social services, sociology, physiology, or related field, preferably possession of a master’s degree in job related field; or any equivalent combination of experience and training which provides the required knowledges, skills and abilities. Clearance from State Police and Childline required
