This position is designated as Act 93 - Tier D with a salary range starting at $85, 012. Salary can increase based upon education and relevant work experience. The position is located in Doylestown, PA and is an in-person role. The application deadline for this position is August 25, 2026.

Job Summary: A Manager of Interlibrary Delivery Services (IDS) serves as the executive leader of a nonprofit organization, the Interlibrary Delivery Service of Pennsylvania, and is responsible for overseeing operations, advancing strategic priorities, and ensuring high-quality services for members. The Manager collaborates closely with the IDS Board of Directors to guide organizational direction while managing vendor partnerships, financial stewardship, and administrative functions. A strong emphasis is placed on member engagement, organizational growth, and the development of innovative resources, including digital platforms and professional learning opportunities. The Manager of IDS also represents IDS externally, promoting its mission and expanding its impact through outreach, partnerships, and field leadership.

Core Essential Functions:

Regular attendance and reliable on-site presence.

Serve as the executive leader of the Interlibrary Delivery Service of PA, overseeing all operations of the 501(c)3 and ensuring alignment with the mission, strategic priorities, and direction established by the IDS Board of Directors.

Coordinate and support the work of the IDS Board of Directors and its committees, including agenda development, meeting logistics, minutes, official records, and communication; serve as the primary liaison between the IDS Board of Directors and membership.

Lead all interactions with delivery service providers, including contract negotiation, performance monitoring, issue resolution, and continuous improvement of shipping and service operations.

Direct the recruitment, onboarding, and retention of members; ensure high-quality customer service; maintain consistent communication channels; and supervise systems for managing member data and outreach.

Oversee the IDS Administrative Assistant responsible for day-to-day client support and bookkeeping; ensure accurate financial management, including accounts receivable and accounts payable.

Monitor organizational finances, including bookkeeping, cash flow, investments, and budgeting; prepare and present financial and narrative reports to the IDS Board of Directors and external agencies; and ensure completion of audits and IRS filings.

Lead the design, implementation, and continuous improvement of the organization’s website and online member portal, including member databases, self-service tools, and communication platforms.

Develop, curate, and disseminate training materials and resources related to interlibrary loan and delivery services; support members in implementing best practices and improving operational efficiency.

Develop and execute marketing strategies to expand membership and visibility; represent the organization at conferences and professional events as both a vendor and presenter; and promote services through targeted outreach.

Analyze operational data, member feedback, and industry trends to inform decision-making; lead initiatives to improve services, increase efficiency, and enhance member value.

Other Duties: Additional duties, responsibilities, and special projects may be assigned as needed to support departmental and organizational needs. Supervisory Responsibility: Supervisory responsibilities are required for this position and include overseeing staff performance, providing guidance and support, assigning, and monitoring work, conducting evaluations, and ensuring compliance with organizational policies and procedures.

Act 93 Staff Physical Demands: This position requires regular onsite presence and includes a combination of sedentary, supervisory, administrative, and active physical duties performed in educational, operational, and program environments. The employee is regularly required to sit, communicate effectively, use hands for computer and office equipment operation, and perform repetitive hand and wrist movements associated with typing, writing, reviewing documents, and data analysis. Frequent activities include walking, standing, reaching, bending, attending meetings, and moving throughout school buildings, offices, program locations, and event spaces to observe, support, and supervise programs and staff.

The employee must be able to occasionally lift, carry, or move files, office materials, technology equipment, supplies, or presentation materials up to 10 pounds and occasionally up to 25 pounds. Depending on assignment or program needs, responsibilities may also include site visits, classroom observations, operational oversight, crisis response, staff supervision, or participation in school and community events across multiple locations.

This position requires the ability to communicate and interact effectively with students, staff, families, community partners, vendors, and outside agencies in a professional, collaborative, and supportive manner. As a leader, must be able to manage multiple priorities, maintain confidentiality, exercise sound judgment, and respond appropriately to operational, personnel, student, behavioral, safety-related, or emergency situations. Certain assignments may involve exposure to elevated noise levels, emotionally demanding interactions, behavioral situations, or emergency response circumstances within educational or program settings.

Specific vision abilities required include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus. The employee must also be able to hear and interpret verbal communication, environmental sounds, alarms, and other safety-related alerts.

Position Type/Expected Hours of Work: This is a full-time, 260-day calendar position. Days and hours of work are generally Monday through Friday from 8:30 a.m. to 4:30 p.m.; however, hours may vary based on district assignments, program needs, meetings, training, or organizational priorities. Occasional evening and/or weekend work may be required as job duties demand.

Travel: Travel is expected for this position and includes travel to state-level meetings, professional conferences, intermediate unit collaborative meetings, professional conferences, trainings, and other program-related events. Travel between Bucks IU locations and partner organizations may also be required based on operational and program needs.

Qualifications

Education and Experience: Meet the designation of this position by showing evidence of the following:

Bachelor’s Degree Required.

Master’s Degree Preferred.

Experience with state libraries or academic libraries preferred.

Knowledge, Skills, and Abilities:

Knowledge of QuickBooks preferred.

Knowledge of business and financial operations required.

Experience working in a public, educational, or library environment is preferred.

Work Authorization/Security Clearance (if applicable): Citizenship or work authorization to work in the United States required.
