RATES OF PAY: $15.97 per hour
PLACE OF WORK: Borough of Chambersburg and surrounding areas
HOURS OF WORK: This is an as-needed position with less than 20 hours per week, on average, between 7:00 AM to 3:00 PM, Monday thru Friday
POSITION SUMMARY
This is an as-needed position, anticipated to consist of 20 hours per week, or less, on average. Patrol on foot, and ticket violators of the Borough’s parking and snow removal ordinances, as appropriate. Collect money deposited in the parking meters and remit as directed. Use, operate, and care for tools, devices, and equipment related to and necessary for the performance of these duties. Use a vehicle or truck as required, taking full responsibility for the assigned vehicle.
A Parking Meter Reader generally performs the routine functions of parking and snow removal enforcement, consisting of patrolling downtown Borough streets, on foot, for the purpose of issuing tickets to offenders. These duties can take place in adverse weather conditions. Complex, new or unusual problems encountered, are decided by a supervisor.
ESSENTIAL FUNCTIONS OF JOB

- Patrol on foot, and ticket violators of the Borough’s parking ordinances, as appropriate.
- Placard and boot vehicles with excessive outstanding violations, as directed by the Director of Finance or designee.
- Certify parking meters in accordance with applicable standards, and undertake any necessary training to do so.
- Patrol the Borough for the purpose of identifying violations and ticketing violators of the Borough’s snow removal ordinances upon assignment.
- Appear in court on behalf of the Borough, as directed, to testify on enforcement matters.
- May be called on regularly to handle various tasks for the Administrative Services Department, including regular and inter-office mail pick up/drop off, and various other administrative tasks.
- Perform additional duties as assigned or directed.
REQUIRED COMPETENCIES (KNOWLEDGE, SKILLS, AND ABILITIES)
- Must be able to walk or stand for long periods of time, at times up to 8 hours per day, in all weather conditions.
- Ability to accurately interpret, apply, and explain the Borough’s parking restriction Ordinances, including testifying on behalf of the Borough in court proceedings.
- The employee must have the ability to communicate clearly and effectively, both verbally and in writing, to all stakeholders within the department’s scope of accountability.
- Ability to use a computer and modern office software, including Microsoft Word and Excel.
- Ability to understand and follow oral and written directions.
- Ability to get along well with others.
- Mental alertness.
QUALFICIATIONS
Education:
- Completion of a high school diploma or GED program or completed high school grade level work, specifically related to general education or business-related coursework.
Experience:
- Some knowledge of parking meters
Or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.
WORK AUTHORIZATION/SECURITY CLEARANCES
Must be legally authorized to work in the United States and maintain required clearances to hold a position at Chambersburg Borough.
ADDITIONAL ELIGIBILITY REQUIREMENTS
Incumbent must have and maintain a valid driver’s license, three (3) years clean driving history, and be insurable in the independent opinion of the Borough’s motor vehicle insurance underwriter.
Must reside within forty-five (45) driving miles of the Borough of Chambersburg, Borough Hall, within one (1) year of the hire date as their bona fide primary residence, and continue to reside within that area while employed.

TRAVEL REQUIRED
Frequent travel to and from City Hall and surrounding area to perform the essential functions of this position.
