Citywide Community Counseling Services is seeking a Board-Certified or Board-Eligible Child and Adolescent Psychiatrist who wants to combine direct patient care with meaningful clinical leadership.
This is more than a leadership title. You will have the opportunity to shape psychiatric services, mentor providers, improve access to care, and develop innovative programs—while remaining actively involved in clinical practice.
Position Highlights
- Compensation starting at $220+ per hour
- Approximately 60% clinical and 40% administrative

The Opportunity
The Medical Director will maintain an active psychiatric practice while providing clinical leadership across Citywide’s outpatient programs.
You will work closely with the Chief Medical Officer, psychiatrists, psychiatric mental health nurse practitioners, psychotherapists, clinical supervisors, social workers, behavioral health professionals, administrative leadership, and outside medical providers.
Key areas of involvement include:
- Psychiatric clinical care
- PMHNP supervision and mentorship
- Clinical operations and scheduling
- Patient access and continuity of care
- Treatment-program development
- Group psychotherapy expansion
- Integration of psychiatric and medical care
- Metabolic-health initiatives
- Quality Improvement and QAPI projects
- Community outreach
- Development of evidence-based clinical standards
Clinical Responsibilities
- Conduct comprehensive psychiatric evaluations.
- Diagnose psychiatric conditions and develop treatment plans.
- Provide medication management and evidence-based psychopharmacological treatment.
- Primarily treat children and adolescents.
- Evaluate and treat adult and older adult patients as part of Citywide’s outpatient model.
- Manage psychiatric conditions across the lifespan.
- Participate in complex-case consultations.
- Collaborate with therapists and other behavioral health professionals.
- Coordinate care with primary care and outside medical providers when appropriate.
- Participate in treatment planning and continuity-of-care initiatives.
- Promote measurement-informed and evidence-based psychiatric care.
- Maintain timely, accurate, and clinically appropriate documentation.
Clinical Leadership and PMHNP Supervision
The Medical Director will provide leadership, consultation, supervision, and professional support to Citywide’s PMHNP team.
Responsibilities may include:
- Consulting on complex cases
- Supporting psychiatric assessments and diagnostic formulation
- Promoting evidence-based prescribing practices
- Supporting appropriate controlled-medication prescribing
- Developing and reviewing clinical protocols
- Monitoring documentation and clinical quality
- Mentoring providers and supporting professional development
- Promoting consistent standards of psychiatric practice
- Collaborating with the Chief Medical Officer regarding provider performance and clinical quality
Clinical Operations and Patient Access
The Medical Director will help improve outpatient psychiatric operations while maintaining a strong focus on clinical quality and patient experience.
Areas of involvement may include:
- Provider scheduling and productivity
- Patient access and appointment utilization
- Continuity of care
- Clinical workflows and treatment engagement
- Reducing avoidable delays and missed appointments
- Coordination between psychiatric and psychotherapy services
- Development of efficient clinical pathways
The goal is to improve both the patient experience and the quality of care—not simply to increase volume.
Program Development
The Medical Director will have the opportunity to help create and expand sustainable, evidence-based treatment programs.
Group-Based Services
Potential programs may include:
- Psychiatric group programming
- Psychoeducational groups
- Skills-based groups
- Population-specific behavioral health groups
- Collaborative psychiatry and psychotherapy groups
- Measurement of clinical and operational outcomes
Integrated Psychiatric and Medical Care
A major area of interest is strengthening the connection between psychiatric care and physical health.
The Medical Director may help develop outpatient programs addressing metabolic syndrome and cardiometabolic risks associated with psychiatric conditions and psychotropic medications.
This may include:
- Identifying and monitoring metabolic risks
- Developing appropriate laboratory and clinical-monitoring protocols
- Coordinating care with primary care providers
- Supporting lifestyle and behavioral interventions
- Providing patient education
- Leading cardiometabolic Quality Improvement initiatives
This is an opportunity for a psychiatrist interested in advancing a whole-person approach to behavioral healthcare.
Quality Improvement and Clinical Excellence
The Medical Director may lead or participate in Quality Improvement and QAPI initiatives related to:
- Patient safety
- Medication management

Patient Population
Citywide provides outpatient behavioral-health services to a diverse and underserved population throughout the Greater Philadelphia area.
The Medical Director will primarily work with children and adolescents, while also being willing and able to evaluate and treat:
- Children
- Adolescents
- Adults
- Older adults
Experience serving diverse and underserved populations is highly valued. Experience working with Latino and Hispanic communities is especially welcome.
Bilingual English and Spanish proficiency is preferred but not required.
Schedule and Work Model
This position offers a flexible hybrid structure:
- Minimum of three days per week onsite
- Up to two remote days per week, depending on assigned clinical and administrative responsibilities
- Work across three outpatient locations in the Greater Philadelphia area
- No routine on-call responsibilities
Optional weekend patient appointments may be available for physicians who would like to increase their clinical earnings. Weekend work is completely optional and is not required for the Medical Director role.
Compensation
Starting at $220+ per hour
This is a 1099 independent-contractor position. Additional earning opportunities may be available through optional clinical sessions, including weekend availability.
Required Qualifications
- MD or DO degree from an accredited medical school
- Completion of an accredited Psychiatry residency
- Completion of an accredited Child and Adolescent Psychiatry fellowship
- Board Certified or Board Eligible in Child and Adolescent Psychiatry
- Active Pennsylvania medical license or eligibility for Pennsylvania licensure
- Ability to practice independently in Pennsylvania
- Active DEA registration or eligibility to obtain one
- Demonstrated competence in Child and Adolescent Psychiatry
- Willingness and ability to evaluate and treat adult and older adult patients
- Strong clinical judgment
- Excellent communication and interpersonal skills
- Ability to work effectively within an interdisciplinary behavioral-health team
- Commitment to evidence-based, standard-of-care psychiatric practice
- Commitment to maintaining a respectful, positive, and professional workplace

Candidates must maintain eligibility for Board Certification and are expected to pursue Child and Adolescent Psychiatry Board Certification within approximately 18 months of hire, consistent with applicable ABPN eligibility and examination requirements.
