100% employer-paid health insurance for employee-only coverage and 60% employer-paid health coverage for eligible dependents.

$25,000 in employer-paid life insurance.
Additional affordable voluntary benefits are available, including supplemental life insurance, dental, vision, accident, cancer, and AD&D coverage.
Employees enrolled in Florida Blue also have access to additional wellness benefits such as discounted gym memberships, health and fitness programs, preventive care incentives, and other member discounts offered through the insurance provider.
The City participates in the General Employees’ Pension Plan (mandatory 10% employee contribution), which provides a 10-year vesting period, full retirement eligibility at 25 years of service or at age 65, and an optional 457(b) retirement investment plan.
Optional 457(b) plan with an employer match of up to 7 percent.
Accrued paid vacation, sick leave, and holiday time and observe the City’s paid holidays, which include:

Full-time employees are also eligible for overtime pay or compensatory time in accordance with City policy
Eligibility to annual merit increase (1-3%) in addition to annual Cost of Living Adjustments
Employees also have access to the City’s Employee Assistance Program, which provides confidential 24/7 counseling availability, short-term mental health support, legal and financial services, resource referrals, and crisis assistance. In addition to the EAP, the City provides up to three free sessions per year with a local licensed therapist with specialties suited to the employee’s needs.
Depending on the position, full-time employees may also be eligible for job-specific allowances such as the safety boot allowance-up to $200 annually.
The City additionally offers up to 100% tuition reimbursement for approved coursework in accordance with City policy. As well as job-specific certifications and training.

JOB DESCRIPTION

JOB SUMMARY

The IT Director provides vision and leadership for the development and implementation of information technology initiatives, and the ongoing technology needs of the City of Milton. The position directs the planning, implementation, operation, and management of enterprise information technology systems in support of City operations, with the goal of improving cost effectiveness, service quality, operational efficiency, security, and organizational performance. The IT Director is responsible for alservects of the City’s information technology systems and resources and serves as a member of the City’s leadership team.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Participates in strategic and operational governance processes as a member of the City’s senior leadership team and ensures departmental goals and objectives align with the City’s vision, mission, and values.
Leads strategic and operational information technology planning to achieve organizational goals by fostering innovation, prioritizing IT initiatives, and coordinating the evaluation, deployment, management, and support of current and future technology systems.
Develop and maintain an IT organizational structure that effectively supports the operational needs of the City.
Establishes departmental goals, objectives, priorities, policies, standards, and operating procedures.
Identifies opportunities for appropriate and cost-effective investment in IT systems and resources, including staffing, sourcing, purchasing, contracting, and in-house development.
Assesses and communicates risks associated with IT investments, systems, infrastructure, cybersecurity, and operational continuity.
Develops, tracks, manages, and controls the Information Technology Department’s annual operating and capital budgets.
Develop business case justifications and cost-benefit analyses for IT expenditures, projects, contracts, and initiatives.
Directs the development, maintenance, testing, and execution of enterprise-wide disaster recovery and business continuity plans.
Assesses the effectiveness of the City’s IT operations and makes recommendations for improvement, modernization, restructuring, or re-engineering.
Coordinates and facilitates consultation with City departments and stakeholders to define operational, business, and system requirements for technology implementations.
Approves, prioritizes, coordinates, and oversees IT projects and the IT project portfolio, including the selection, acquisition, development, implementation, and installation of major information systems.
Reviews hardware, software, service, licensing, acquisition, and maintenance contracts and pursues opportunities for master agreements, standardization, and economies of scale.
Defines and communicates Citywide plans, policies, procedures, and standards for the acquisition, implementation, security, use, and operation of information technology systems.
Ensures continuous and reliable delivery of IT services through oversight of service levels, system availability, vendor performance, and IT system performance.
Ensures IT system operations comply with applicable laws, regulations, ordinances, policies, security requirements, and industry standards.
Establishes appropriate lines of control, access, accountability, and oversight for current and proposed information systems.
Maintains current knowledge of trends, emerging technologies, cybersecurity issues, industry practices, and technology costs and advises City leadership regarding operational and financial impacts.
Promotes and manages strategic relationships between internal IT resources and external entities, including governmental agencies, vendors, contractors, consultants, and partner organizations.
Directs and supervises the recruitment, development, performance, retention, and organization of IT staff in accordance with City policies and approved budgetary objectives.

Ensures the welfare and safety of employees and protects the City’s interests by maintaining a safe and secure working environment.

ADDITIONAL DUTIES:

Provides strategic technology guidance and recommendations to the City Manager, City leadership, department heads, and other City stakeholders.
Represents the City and the Information Technology Department in meetings with governmental agencies, vendors, contractors, consultants, and partner organizations.
Maintains awareness of emerging technologies, cybersecurity threats, market conditions, and technology pricing that may affect City operations.
Responds to technology emergencies, system outages, cybersecurity incidents, disaster recovery events, and other critical operational needs as required.
Travels to City departments, facilities, and other locations as necessary to oversee IT operations, projects, systems, and services.
Performs other related duties and special assignments as directed by the City Manager.

WORKING CONDITIONS AND PHYSICAL REQUIREMENTS:

The employee in this position is in frequent communication with coworkers, elected officials, City leadership, vendors, contractors, and the public. The employee must be able to communicate clearly and effectively and exchange accurate information in person, electronically, and by telephone. The employee must be able to review and interpret documents, reports, technical information, contracts, and data in paper and electronic form.

The position requires routine use of computers, keyboards, mobile devices, and other office and information technology equipment. The employee regularly lifts and/or moves up to 10 pounds and occasionally lifts and/or moves up to 20 pounds. The position requires travel to City departments, facilities, and other City locations throughout the workday. The employee must be able to access the IT control room and other areas containing City technology infrastructure and equipment.

JOB QUALIFICATIONS

MINIMUM QUALIFICATIONS, EXPERIENCE

Minimum of five (5) years of progressively responsible professional experience in information technology, including direct or participatory management experience in areas related to the duties and responsibilities of the position. Experience should demonstrate progressively increasing responsibility in information technology operations, strategic planning, systems management, infrastructure, enterprise applications, project management, budgeting, cybersecurity, vendor management, or related areas.
An equivalent combination of education, training, and directly related professional experience sufficient to successfully perform the essential duties of the position may be considered.

MINIMUM QUALIFICATIONS, EDUCATION

Bachelor’s degree in information systems, computer science, information technology, cybersecurity, accounting, mathematics, public administration, business administration, or a closely related field is preferred.
Master’s degree in one of the above disciplines or a closely related field is desirable.

REQUIRED CERTIFICATIONS AND LICENCES

Valid State of Florida driver’s license.
Must be able to obtain and maintain Level 4 Criminal Justice Information System (CJIS) Security & Awareness Training certification.
Must obtain and maintain any additional certifications, licenses, or security clearances required by law, regulation, City policy, or the operational responsibilities of the position.

SAFETY AND COMPLIANCE CLASSIFICATIONS

EMERGENCY RESPONSE PLAN (ERP) CLASSIFICATION

Every City of Milton employee has emergency response responsibilities. Although not every position will require assignments during an emergency event, all employees may be subject to some requirements during or after emergency operations, which may involve irregular work hours, relocation to emergency sites, and duties beyond those specified in the official job description. Emergency assignments may involve physically and operationally challenging conditions with little or no advance notice. This position is classified as ESSENTIAL to emergency operations and is not usually required to remain on site during an emergency but must be prepared to return to work immediately following the emergency.

DRUG TESTING CLASSIFICATION

This position is assigned to a Drug Screening Class under the City’s Drug-Free Workplace Policy. The classification determines whether the position is subject to pre-employment, random, reasonable suspicion, post-accident, or other required testing. Classifications are based on the actual duties of the position, applicable federal and state law, and the level of safety risk associated with the work performed.

This position is classified as CATEGORY IV: Non-Safety, which includes positions whose duties do not meet the statutory criteria for mandatory testing or safety-sensitive positions under Florida Statute 440.102. These roles do not involve duties where impairment would create an immediate physical threat to the employee, coworkers, or the public. Employees in this category are not eligible for random or pre-employment drug testing under Florida law. Testing may only occur when lawful grounds exist, such as reasonable suspicion, post-accident circumstances, or when required by federal or state regulation. Non-safety positions typically include administrative, clerical, financial, IT, planning, HR, communications, and other office-based roles where impairment, while unacceptable, does not rise to the level required for mandatory testing.

The full drug-free work place policy will be provided at the time of hire.

DRIVER CLASSIFICATION

Positions are assigned a Driver Classification based on whether driving is an essential part of the job and the level of responsibility involved in operating a City vehicle or driving for city-related business. Driver classifications determine the type of license required, the level of training needed, type and frequency of Motor Vehicle Record checks, and the safety and compliance expectations for the position.

This position is classified as SECONDARY DRIVER, which includes positions that may occasionally operate a City vehicle or drive on behalf of the City, but for which driving is not a primary or regular essential duty. Employees in this category must maintain a valid driver’s license, comply with the City’s Vehicle Use and Driver Safety Policy, and may be subject to periodic motor vehicle record review when assigned driving responsibilities. Loss of driving privileges may affect the employee’s ability to perform certain duties but does not typically prevent performance of the overall position. Employees in this classification are required to report any driving Impairment, unsafe driving, or loss of driving privileges that may directly impact the employee’s ability to perform the essential duties of the position immediately to their supervisor and Human Resources.

Background and Security

The City of Milton conducts background checks on all final candidates as part of the hiring process. A criminal record does not automatically disqualify an applicant from employment. The City evaluates each background on an individualized basis, considering factors such as the nature and seriousness of the offense, the time that has passed since the conviction, the responsibilities of the position, the candidates rehabilitation efforts, progress and statements, and whether the offense is relevant to the duties to be performed.
