Full Job Description

Overview
HOPESS (Homes of Personal Enrichment & Sobriety Services) serves some of Arizona’s highest‑need individuals through its 175‑bed Behavioral Health Residential Facility (BHRF) and Intensive Outpatient Program (IOP) in North Central Phoenix, with a strong focus on people living with Serious Mental Illness (SMI) and justice‑involved individuals.

The Food Service Manager oversees all dietary operations for HOPESS's residential treatment program and Intensive Outpatient Program (IOP), ensuring meals are prepared, stored, and served safely, on time, and in compliance with ADHS, CARF, OSHA, and food safety regulations. This role supervises a kitchen team of approximately 3–6 staff and is responsible for producing roughly 300-600 meals per day, seven days a week. The Food Service Manager also leads menu development with the consulting dietitian, manages inventory and budget, maintains sanitation and safety standards, and may supervise residents participating in kitchen-based vocational programming.

Essential Duties & Responsibilities

Kitchen Operations & Staff Supervision

Oversee daily kitchen operations and ensure all meals are prepared and served on schedule.
Supervise, train, coach, schedule, and evaluate kitchen staff (approx. 3–6 employees); participate in hiring and disciplinary decisions with leadership.
Enforce staff hygiene and food-handling standards (handwashing, gloves, hairnets) through routine observation.
Arrange on-call or backup coverage for holidays, call-outs, and weekends.

Vocational Program Supervision (Residents)

Supervise residents assigned to kitchen work as part of HOPESS vocational programming, assigning tasks appropriate to skill level and clinical status.
Restrict resident access to knives, sharps, and chemicals per safety protocol; maintain direct supervision during resident work shifts.
Document resident participation, attendance, and skill progress; coordinate with case management/vocational staff on any concerns.

Menu Planning & Nutrition

Collaborate with the consulting Registered Dietitian to develop, review, and update menus meeting nutritional standards.
Ensure physician-ordered diets, allergies, and food sensitivities are followed accurately, including diets affected by psychiatric medications (e.g., MAOI dietary restrictions, metabolic/weight monitoring for antipsychotics).
Accommodate religious, cultural, and therapeutic diets (vegetarian, diabetic, renal, texture-modified, etc.).
Post menus in advance per licensing requirements and log any substitutions.
Monitor food quality, portion control, and presentation; gather resident feedback on meal service.

Food Safety & Sanitation

Maintain ServSafe-compliant food safety practices: safe handling, temperature monitoring, cross-contamination prevention.
Maintain accurate production, temperature, and sanitation logs and cleaning schedules.
Ensure proper receiving, labeling, dating, and FIFO rotation of food products.
Coordinate pest control services and maintain a clean, code-compliant kitchen.

Safety & Security

Maintain sharps inventory and secured storage (knife counts and logs).
Maintain secured, inventoried storage of cleaning chemicals.
Control and monitor kitchen access for residents and visitors.
Maintain an emergency food supply per licensing requirements and support facility emergency preparedness and response.

Inventory, Purchasing & Budget

Purchase food, supplies, and equipment within budget; negotiate with and manage vendors.
Maintain inventory levels, minimize waste, and track cost per resident/client day.
Monitor departmental spending and identify cost-saving opportunities.

Compliance & Administration

Maintain compliance with ADHS, CARF, OSHA, and local health department requirements; assist during inspections and surveys.
Maintain confidentiality per HIPAA and agency policy.
Maintain required documentation, certifications, and continuing education.
Participate in quality improvement initiatives and corrective action plans.
Attend required meetings and trainings; perform other duties as assigned by the Director of Operations.

Qualification

Required

High school diploma or GED.
Minimum 2 years of food service experience.
1+ years of supervisory or management experience.
Current ServSafe Manager Certification
Current Arizona Food Handler Card.
Valid Arizona Driver License.
Minimum 21 years of age.
Valid Arizona Fingerprint Clearance Card.
Negative pre-employment drug screening; TB screening and risk assessment.
Ability to pass all required background checks.

Preferred

Experience in healthcare, behavioral health, residential treatment, or institutional food service.
CPR/First Aid Certification (or obtained within required timeframe).

Knowledge & Skills

Large-volume meal production, menu planning, portion control, and therapeutic/special diets.
Food safety, sanitation, and cross-contamination prevention.
Staff supervision, coaching, scheduling, and conflict resolution.
Inventory, purchasing, and budget management.
Strong written and verbal communication with residents, staff, vendors, and surveyors.
Basic computer proficiency.
