The Office of the County Executive is responsible for implementing the policy direction of the Marin County Board of Supervisors and supporting the effective delivery of public services across 22 departments. The office provides leadership on countywide initiatives, coordinates interdepartmental and cross-jurisdictional programs.
Our work includes advancing the Board’s strategic priorities, overseeing the County’s $865 million budget, and leading cross-cutting efforts in housing, climate, equity, emergency preparedness, homelessness, and more.
The County of Marin’s Economic Vitality Program is a new function within the Office of the County Executive - as Community and Economic Vitality was recently added as a Board priority.
ABOUT THE POSITION
The Economic Vitality Division was established in 2024 to strengthen and sustain a diverse, inclusive, and thriving economy in Marin County. Guided by the County’s commitment to fostering healthy, safe, sustainable, and equitable communities, this work focuses on aligning economic opportunity with community well-being - so people of all ages and backgrounds can live, work, create, and thrive in Marin.
Marin is at a pivotal moment. The County has extraordinary natural assets, strong community pride, and globally recognized quality of life - yet faces real challenges: an aging population, insufficient workforce housing, limited pathways for young people and essential workers, under-activated downtowns and corridors, fragmented leadership structures, and a lack of shared narrative connecting economic vitality to community benefit.
The County is responding by moving from disconnected initiatives to a coordinated, place-based, and people-centered approach to economic and community vitality.
This role is informed by Marin’s recent learning exchange with San Luis Obispo , which demonstrated the power of cross-sector collaboration, place-based investment, courageous leadership, and shared purpose. The Economic Vitality Manager will help translate those lessons into a Marin-specific model, grounded in local identity, values, and community priorities.
What the position will lead:
Developing a New Countywide Economic Vitality Strategic Plan
- Work with a consultant (starting spring 2026) to develop Marin’s new countywide Economic Vitality Strategic Plan.
- Help design and run a broad stakeholder engagement process across cities, towns, business, education, nonprofits, and community groups.
- Support data gathering, issue framing, and synthesis of community and partner input.
- Help shape a clear, actionable strategy that reflects Marin’s values, assets, and challenges.
Convening and Coordination
- Serve as a convener that brings together County departments, Marin’s 11 cities and towns, and other external partners around shared goals.
- Support alignment across jurisdictions, chambers, education, and community organizations.
- Help translate big ideas into coordinated next steps.
Place, Workforce, and Community Vitality
- Support County efforts that link place, workforce, housing, culture, and small business.
- Contribute to early pilots, learning projects, and cross-department collaboration.
- Elevate the idea that economic vitality is about people, places, opportunity and innovation.
Storytelling and a Culture of “Yes”
- Help advance a shared narrative about Marin’s future that balances preservation and progress.
- Support efforts to improve coordination, customer service, and problem-solving across departments.
Over time, this role will shift from helping develop the Economic Vitality Strategic Plan to supporting its long-term implementation in partnership with County departments and community partners.
This position works full time on-site in the historic Frank Lloyd Wright-designed Civic Center, with flexibility for remote work one day per week. The position will also have the opportunity the hire an Analyst to support the work of the Economic Vitality division.

Minimum Qualifications: Any combination of education and experience that would provide the knowledge and skills listed in the class specification . A typical way to qualify is equivalent to graduation from a four-year college or university with major coursework in business or public administration, public policy, computer science or a field related to the work and four years of experience in assignment area performing professional-level administrative, budgetary, operational or organizational analysis. One of the years of experience must have included functioning in a lead and/or project lead capacity.
