Company Overview

The Community Action Agency of Delaware County Inc. has been dedicated to serving economically disadvantaged residents for over forty years. As a trusted non-profit organization, it provides a wide range of social services aimed at fostering self-sufficiency and strengthening the community through innovative programs and community partnerships.

Position Summary:

This position is responsible for all stages of coordination and implementation of the out-of-school youth workforce development program serving disconnected youth in Delaware County.

Primary Duties and Responsibilities:

Coordinate WIOA Youth Certified Clinical Medical Assistant Program.
Coordinate the recruitment of out-of-school youth and develop a screening process to identify youth who are likely to comply with the program requirements, attain intended credentials or certifications, and attain program goals.
Ensure that eligibility criteria are met and are properly documented for all program participants.
Coordinate with the Delaware County Workforce Development Board (DCWDB) and PA CareerLink to provide partner services designated in the Local Workforce Development Board (LWDB)/One-Stop Partners Memorandum of Understanding.
Manage a caseload of 20 new enrollments to ensure that participants complete the program.
Provide intensive case management to identify and remediate participants’ barriers to success.
Enter case notes and services into the Commonwealth Workforce Development System (CWDS) as required by local policies.
Complete the participants’ Individual Service Plans in CWDS and update the plan as required by the DCWDB,
Complete weekly attendance sheets for each participant.
Build partnerships with potential externship sites and coordinate externship placement for program participants.
Develop necessary relationships with employers in relevant fields and establish partnerships to ensure job placement for program participants.
Incorporate into program design and provide to program participants the following integral program elements: life skills, financial literacy, job readiness, job development, tutoring, leadership development, and mentorship.
Initiate strategic steps to overcome any program barriers, including performance deficits.
Support in the management of the program budget; review spending, prepare budget revision to balance the budget for optimum spending based on program needs.
Provide follow-up services to participants to ensure retention of employment and assist with advancement of career/educational opportunities.
Oversee all facets of the program and ensure compliance with program guidelines, goals, and reporting requirements.
Responsible for ensuring all aspects of data quality including: eligibility documentation, signatures, uploading eligibility documentation into CWDS, managing eligibility documentation and storage ensuring physical and digital documentation matches, reviewing ISS documents to ensure completeness and that updates are added within the required timeline, leading the participant exit process with DCWDB, reviewing and responding to DCWDB data reports and acting as a point of contact for file review and the data validation process of PA Labor and Industry.
Identify gaps in service areas and develop creative solutions to address those gaps.
Cultivate relationships with employers that will benefit the program and develop into future partnerships.
Develop a network of social service providers, refer program participants to appropriate resources, and provide advocacy and support.
Identify, document, report, and brainstorm creative ways to overcome systemic barriers to self-sufficiency.
Monitor appropriate and accurate documentation of participant goal progress, plan updates, and contacts.
Document ongoing work with each participant including goal progress, plan updates, and client contacts.
Complete program reports, including a monthly report to the CEO.
Participate in bi-weekly supervision and monthly staff meetings.
Other duties as required.

Position Objectives:

Develop and utilize a broad network of resources to effectively serve participants.

Maintain accurate and up to date files on all participants.

Qualifications:

This position requires a minimum of a bachelor’s degree in human services, or a related field from an accredited college or university. Requires a minimum of five years of progressively responsible experience in the human services field, with at least two years supervisory or program management experience or an appropriate combination of education and experience that fulfills the knowledge and experience base required for this position.

The individual in this position must demonstrate outstanding organizational skills, and the ability to manage multiple priorities and concerns. The individual must have excellent communication skills, both oral and written, combined with strong interpersonal skills. The ability to work well with people from diverse cultural and socio-economic backgrounds is crucial to this position. A valid driver’s license and a solid driving history are required.

The physical demands described in this section are representative of those that must be met by an employee to successfully perform the essential functions of this position. While performing the duties described herein, the employee is regularly required to talk, hear, stand, walk, maneuver stairs, sit, stoop, kneel, crouch, and crawl. The employee must occasionally lift and/or move up to 15 pounds. Specific vision capabilities required by this position include close vision, distance vision, peripheral vision, depth perception, and ability to adjust focus.

Pay: $48,000.00 - $56,000.00 per year
