Full Job Description

Goal of Position

The Shelter Safety Manager is responsible for ensuring the overall safety, security, and smooth
operation of the Safe Haven Crisis Residential Program. This position provides direct
supervision and leadership during assigned shifts while maintaining a trauma-informed, youth centered
environment that promotes safety, stability, accountability, and well-being for youth
and staff. The Shelter Safety Manager serves as the primary point of contact for operational and
safety-related concerns and responds proactively to crises, emergencies, and behavioral
incidents.

Responsibilities and Essential Duties

Safety and Security

Conduct routine rounds throughout the facility and monitor security systems and cameras to ensure the safety and security of youth, staff, and visitors.
Maintain a safe, structured, and healthy environment consistent with Covenant House values, policies, and trauma-informed care principles.
Utilize crisis intervention and de-escalation techniques to effectively respond to behavioral incidents, emergencies, and conflicts.
Respond to incidents promptly and communicate concerns to appropriate leadership in accordance with agency protocols.
Ensure compliance with all safety, security, and emergency procedures.

Youth Engagement and Program Support

Build and maintain positive, professional relationships with youth while modeling appropriate boundaries and behavior.
Facilitate and monitor daily program activities, meals, groups, recreation, and other support services.
Assign staff to provide individualized support and supervision to youth as needed, including escorts to appointments, interviews, and activities.
Support youth in achieving program goals by fostering a safe and supportive environment.
Participate in team case management meetings, case reviews, transitions, and other interdisciplinary meetings.

Leadership and Operations

Provide shift leadership and oversight of staff activities to ensure effective program operations.
Coordinate staffing coverage and communicate operational concerns to the Program Coordinator or designee.
Monitor program supplies and communicate resource needs in a timely manner.
Address operational issues proactively and escalate concerns appropriately when necessary.
Assist with the development and implementation of program resources and services that support youth success.

Documentation and Compliance

Ensure accurate, timely, and comprehensive documentation of all youth interactions, incidents, critical events, and shift activities.
Complete incident reports, daily logs, and other required documentation in accordance with agency standards.
Ensure responsible allocation, monitoring, and documentation of petty cash and program resources.
Maintain confidentiality and compliance with agency policies, licensing requirements, and applicable regulations.

Professional Expectations

Demonstrate professionalism, accountability, and ethical conduct in all interactions with youth, colleagues, community partners, and stakeholders.
Participate in required trainings, staff meetings, and professional development activities.
Maintain flexibility to meet the evolving needs of the youth and program.
All program staff may be required to remain on duty beyond their scheduled shift when coverage is unavailable due to emergencies, staff call-outs, inclement weather, or other operational needs. This requirement applies to all shifts, weekends, and holidays.
Perform other duties as assigned.

Required Qualifications

Education

High School Diploma or GED required.
Bachelor’s Degree in Criminal Justice, Human Services, Social Work, Psychology, or a related field preferred.
Police Academy training, private security certification, or related public safety training is a plus.

Experience

Minimum of three (3) years of supervisory, shift leadership, or management experience in a residential, shelter, behavioral health, juvenile justice, or human services setting required; or
Minimum of four (4) years of experience working directly with at-risk youth in a residential environment.
Previous experience in private security, law enforcement, crisis intervention, or residential youth services preferred.

Knowledge, Skills, and Abilities

Strong understanding of trauma-informed care and positive youth development practices.
Knowledge of crisis management, conflict resolution, and de-escalation techniques.
Ability to work effectively with youth experiencing homelessness, trauma, behavioral health challenges, and complex life circumstances.
Strong leadership, communication, and decision-making skills.
Ability to remain calm and exercise sound judgment in high-pressure situations.
Proficiency in electronic documentation and case management systems.
Strong organizational skills and attention to detail.

Ability to maintain professional boundaries while fostering positive relationships
