This is Emergency Medical Services (EMS) work directing either the operations component of the Fire Department EMS program through a staff of Fire Paramedics or the administration of the EMS Regional Office through subordinate fire paramedic officers and administrative and medical support personnel. In the operations function, an employee in this class directs, through subordinate fire paramedic officers, the coordination and deployment of equipment and personnel to emergency scenes and the training of fire paramedic personnel in accordance with state and departmental regulations. Responding to emergency scenes and maintaining command of EMS operations until the arrival of a higher level officer are significant aspects of the work. In the administration function, an employee in this class insures compliance with EMS regulations and directs the activities of the EMS Regional Office, developing and maintaining a comprehensive EMS plan, including the designation of primary response areas for the region. Contacts with state regional and local jurisdictions and coordination with contractors, hospital administrators, and other providers of pre-hospital care activities are significant aspects of the work.
Work is performed under the general supervision of the Deputy Commissioner for Fire Operations.

ELIGIBLE LIST: DEPARTMENTAL-ONLY PROMOTIONAL
Only a departmental promotional eligible list for the Philadelphia Fire Department will be established as a result of this examination.
Candidates who pass the exam and are placed on the civil service list will be retained on the list for a minimum of one year and a maximum of two years after the establishment of the Eligible List.
PREFERENCE FOR PHILADELPHIA RESIDENTS
Candidates who have maintained a bona fide residence in Philadelphia for at least one year prior to the date of the civil service examination shall have priority over all other people receiving an identical test score.
To receive such preference, candidates must respond to the question regarding residence later in this form. The response on this application will be used to determine eligibility for preference for residents. Documentation of residence may be required if there is any question as to whether you meet the residency preference requirements.
If an applicant does not respond to the appropriate residence question, it will be assumed that the applicant does not qualify for residence preference. Eligibility for residence preference must be determined by the date of the test administration. No requests for residence preference will be granted after the test administration.
MILITARY LEAVE

FIRE PROMOTIONAL EDUCATIONAL POINTS
Effective May 21, 2018, for all Fire promotional examinations administered and eligible lists established after the issuance of the May 2018 Act 111 interest arbitration award, candidates who otherwise achieve eligibility for promotion to a higher rank and who have successfully completed a course of study in any major at an accredited college or university will have .50 points added to their final score if the highest degree received is an Associate’s Degree, 1.0 point added to their final score if the highest degree received is a Bachelor’s Degree, and 1.5 points added to their final score if the highest degree received is a Master’s Degree.
To receive these points, candidates MUST submit a copy of their official college transcripts which indicates the conference of a degree or have completed a minimum of sixty (60) credits that have been accepted toward the completion of a degree.

Only those competitors who have a passing grade in an examination shall receive additional credits to which they may have been entitled. The following requirements must be satisfied for a candidate to receive additional credits:

The degree or credential must have been conferred, or the education or experience must have been completed no later than the first part of the exam.

An applicant may claim the additional credit at any time after the date that the examination is announced until 30 days after the Published List of Candidates is approved by the Director or his/her designee. If an eligible candidate does not request additional credits or does not submit a transcript or other required documentation until after certifications and appointments have been made, the granting of additional credits shall have no effect on prior certifications and appointments.

TIE BREAKING PROCEDURE FOR UNIFORM FIRE PROMOTIONAL EXAMINATIONS
When two or more competitors have the same final average (including credits), and the examination parts are of equal weight, rank order among the tied competitors shall be determined by ranking their names:

by their grades on the part of the examination that was administered first,
-
by their grades on the part of the examination that was administered next, until all portions are considered in order of administration,
-
by seniority points and
-
by computer assigned random numbers, or such other appropriate procedure as the Director may determine.

In accordance with Civil Service Regulation 9.091B, candidates will have 30 days after the results have been mailed to review their test and to file appeals. In accordance with Civil Service Regulation 9.11, only candidates who have failed the oral examination may appeal to the Civil Service Commission upon the grounds of irregularity, bias, or fraud in the conduct of the oral test.
