Job Overview

We are seeking a highly organized and detail-oriented HSE Administrator & AZ811 Coordinator to support our safety program and coordinate underground utility locating activities.

This position will maintain HSE and employee training records, coordinate required safety training, support compliance efforts, and manage AZ811 utility locate requests. The ideal candidate is organized, dependable, detail-oriented, and comfortable working with both office and field personnel in a fast-paced construction environment.

Key Responsibilities

HSE Administration & Training

Maintain accurate employee, project, and HSE records.
Track employee safety training, certifications, licenses, and expiration dates.
Coordinate new-hire safety orientations and required training.
Schedule OSHA, equipment, excavation, first aid/CPR, and job-specific training.
Maintain training records, certificates, sign-in sheets, and training matrices.
Monitor upcoming and expired training and notify supervisors as needed.
Maintain records for toolbox talks, safety meetings, JHAs/JSAs, inspections, audits, and corrective actions.
Assist with incident, injury, near-miss, and property damage documentation.
Maintain OSHA 300/300A/301 records and assist with required reporting.
Prepare HSE reports, spreadsheets, and compliance information for management.
Assist with internal and external safety audits.
Maintain organized, confidential, and audit-ready HSE documentation.

AZ811 / Utility Coordination

Submit and coordinate AZ811 utility locate requests for excavation and underground work.
Track ticket numbers, expiration dates, responses, and utility notifications.
Communicate locate status with project managers, superintendents, foremen, and field crews.
Review locate information and identify missing responses, discrepancies, or potential utility conflicts.
Coordinate with utility owners, inspectors, engineers, subcontractors, and project personnel to resolve conflicts.
Request updates, refreshes, re-marks, and additional locates as needed.
Maintain documentation for AZ811 tickets, utility markings, maps, conflicts, and resolutions.
Escalate unresolved utility conflicts or concerns to appropriate management.
Support documentation and investigation of utility strikes and near misses.
Help ensure required utility locating procedures are completed before excavation begins.

Qualifications

1+ year of experience in heavy civil construction, utility construction, safety administration, or a related field preferred.
Experience with AZ811 or utility locating coordination preferred.
Experience maintaining employee training and certification records.
Knowledge of OSHA construction regulations and general HSE practices.
Strong organizational and document-control skills.
Excellent attention to detail and ability to manage multiple priorities.
Strong written and verbal communication skills.
Proficiency with Microsoft Office, Excel, Word, Outlook, and Teams.
Ability to learn and use safety, training, utility locating, and project management systems.
Ability to communicate effectively with field crews, supervisors, project managers, subcontractors, utility companies, and management.
Ability to work independently and as part of a team.
Construction experience strongly preferred.

Preferred Qualifications

OSHA 30-Hour Construction certification.
Experience with safety or training management systems.
Experience with incident reporting and OSHA recordkeeping.
Knowledge of excavation, trenching, shoring, underground utilities, and heavy civil construction.
Bilingual English/Spanish skills are a plus.
Ability to work at a computer for extended periods.
Ability to communicate by phone, email, and in person.
Ability to walk active construction sites and uneven terrain.
Ability to safely navigate active construction environments while wearing required PPE.
