ABOUT THIS POSITION

The City of Phoenix Human Services Department (HSD) enhances the health, wellness, and quality of life for Phoenix residents by providing a comprehensive array of services to help people meet emergencies. Short- and long-term needs; and to help every individual reach their highest level of self-sufficiency. HSD offers a wide variety of programs of children, adults and families at numerous locations throughout the city.

The Community Services Program offers a variety of social services to low-income households experiencing crisis. Services are provided through three family services centers. Each center offers a comprehensive range of assistance, including urgent needs and short-term and long-term case management services.

The Caseworker I position in the Human Services Department will provide moderately complex eligibility determination, low-intensity case management, as well as information and referral for residents requesting social service assistance. A Caseworker I should have a wide range of knowledge of social services programs, networking, and information and referral resources. Responsibilities require considerable contact with diverse low-income groups, other agencies, anti-poverty workers, and the general public.

The Caseworker I position will be responsible for interviewing clients, conducting assessments to determine eligibility for federally funded programs, identifying necessary assistance, and making referrals to appropriate service agencies. They also conduct follow-ups with clients to ensure continued support. Engages in frequent community-based outreach, requiring regular mobility to events and partner sites, while assisting clients with comprehensive benefit navigation and access. This role involves working with diverse groups from various races, ethnicities, cultural backgrounds, disabilities, genders, gender identities, sexual orientations, and health statuses - including individuals affected by HIV/AIDS. This position may require working after hours, weekends, or flexible scheduling to support community events. This includes not only working with but also promoting causes that align with these groups. It often involves responding to emergencies and engaging with the public to promote and deliver departmental resources - at times outdoors and in various weather conditions.

These temporary positions are grant funded through June 2027. The temporary positions will have benefits, but will not earn city retirement credits or participate financially in the city's retirement program. If the successful candidate is a current City employee, all benefits will still be applicable, and the employee will still continue to contribute to their pension. Temporary positions are not covered under civil service rules and thus employment is considered at-will, and employees may be separated at any time.

IDEAL CANDIDATE

Ability to work in crisis intervention within a case management setting tasked with providing social service information and referrals/resources.
Ability to develop programming case plans that include drafting detailed case note documentation.
Ability to provide exceptional customer service to a diverse and vulnerable population.
Knowledgeable in case management services and processes.

SALARY

Pay Range: $20.92 - $37.58 per hour.

Hiring Range: $20.92 - $26.70 per hour.

Pay range is the entire compensation range for the position classification.
Hiring range is an estimate of where you can receive an offer. The actual salary offer will carefully consider a wide range of factors, including your skills, qualifications, experience, education, licenses, training, and internal equity.

Internal Only: Please understand that this is pay grade 345. If selected, your salary offer will be based on the applicable promotion or demotion worksheet in accordance with the City Pay Ordinance.

Promotions occur when the last two digits of the pay grade increase.
Demotions occur when the last two digits of the pay grade decrease.
Lateral transfers occur when there is no change to the last two digits of the pay grade.
When there is a change in the first digit of the pay grade, there may also be a change to your classification or unit.

MINIMUM QUALIFICATIONS

Two years of experience in a social service programs.
Associate's degree in social work, sociology, social services, or a related field.
Other combinations of experience and education that meet the minimum qualifications may be substituted.
Employees in this classification who are skilled in a second language may be called upon to utilize that skill in the routine performance of their duties.
Additional requirements include:
- Working irregular hours, weekends, and evenings.
- Candidates must have a minimum of one year of driving history and be able to provide proof at the time of the interview.
- Candidates who receive a conditional offer of employment must be fingerprinted and will have their fingerprints used to check the Criminal History Records of the State of Arizona Department of Public Safety and the Federal Bureau of Investigation. Candidates will be required to possess a valid fingerprint clearance card upon hire. Any records returned will be reviewed to determine the candidate's suitability for the job.
All finalists for positions are subject to a criminal background check applicable to the department or position.
These positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.

PREFERRED QUALIFICATIONS

The minimum qualifications listed above, plus:

Basic computer proficiency using Microsoft Office.
Two years of experience with the following:
- Collaborating with community agencies.
- Providing crisis intervention services within a case management setting.
- Providing social service information and referrals/resources.
- Developing case plans in a case management setting.
- Completing case note documentation.
- Providing customer service to a diverse population.
- Determining eligibility for social services within a federally funded program.
