Overview
HOPESS (Homes of Personal Enrichment & Sobriety Services) serves some of Arizona’s highest‑need individuals through its 175‑bed Behavioral Health Residential Facility (BHRF) in North Central Phoenix, with a strong focus on people living with Serious Mental Illness (SMI) and justice‑involved individuals. As part of our commitment to long‑term recovery and continuity of care, HOPESS is developing an Intensive Outpatient Program (IOP) to provide a structured step‑down level of support for individuals transitioning from residential treatment. This program is designed to strengthen stability, support community reintegration, and improve long‑term recovery outcomes by ensuring clients remain connected to high‑quality, coordinated mental health care.

The Quality and Compliance Manager is responsible for the overall direction, coordination, and oversight of the organization’s quality management, regulatory compliance, and accreditation efforts. Reporting directly to the CEO and serving as a member of the HOPESS Leadership Team, this position provides strategic leadership to ensure full compliance with state licensing, federal and payer regulations, and CARF accreditation standards.

The Quality and Compliance Manager leads continuous quality improvement (CQI) initiatives, prepares the organization for audits and re‑accreditation, and fosters a culture of accountability, excellence, and continuous improvement across all departments.

Essential Duties & Responsibilities

Regulatory Compliance & Licensing

Provide organizational oversight to ensure compliance with all applicable federal, state, county, and payer regulations, including state licensing requirements and Medicaid/AHCCCS standards.
Serve as the primary lead for all state licensing activities, renewals, applications, surveys, and corrective actions.
Ensure timely and accurate submission of required reports, notifications, and documentation to regulatory agencies and payers.
Monitor regulatory changes and recommend organizational responses to maintain compliance.

Accreditation & Audit Readiness

Lead organizational preparedness for CARF accreditation and re‑accreditation, including standards implementation, documentation, and ongoing readiness activities.
Serve as the primary point of contact for CARF, licensing agencies, and external auditors.
Coordinate, conduct, and oversee internal audits, mock surveys, and compliance reviews to proactively identify gaps.
Lead development, implementation, and monitoring of corrective action plans when deficiencies are identified.

Quality Management & Continuous Quality Improvement (CQI)

Design, implement, and oversee the organization’s Quality Management and Continuous Quality Improvement (CQI) program.
Collect, analyze, track, and trend quality and compliance data, including incidents, grievances, performance indicators, and outcome measures.
Present quality and compliance findings, trends, and recommendations to the CEO and Leadership Team.
Use data‑driven approaches to improve service delivery, operational effectiveness, and client outcomes.

Policy, Procedure & Risk Management

Oversee development, review, and ongoing maintenance of organizational policies and procedures to ensure alignment with regulatory requirements, accreditation standards, and best practices.
Ensure consistent implementation of policies across departments.
Oversee incident management processes, ensuring proper reporting, investigation, trending, and corrective follow‑up in accordance with contractual and regulatory timelines.
Identify, assess, and reduce organizational risk through proactive compliance and quality strategies.

Training, Education & Staff Compliance

Provide leadership and oversight for staff training related to compliance, documentation standards, confidentiality (HIPAA), risk management, and accreditation requirements.
Ensure systems are in place to monitor staff compliance with required trainings (e.g., Relias or similar platforms).
Partner with leadership and supervisors to promote accountability and continuous learning.

Leadership & Collaboration

Serve as a strategic advisor to the CEO and Leadership Team on quality, compliance, and regulatory matters.
Collaborate across departments to integrate quality and compliance into daily operations.
Promote a culture of ethical practice, transparency, continuous improvement, and client‑centered care.

Experience/Skills and Knowledge

Strong leadership, analytical, and problem‑solving skills
Ability to interpret, apply, and operationalize complex regulations and accreditation standards
Excellent written and verbal communication skills, including report and presentation development
Strong organizational, project management, and time management abilities
Proficiency in Microsoft Office and electronic health record (EHR) systems
Ability to work independently while leading cross‑functional initiatives

Qualification

Bachelor’s degree in Healthcare Administration, Public Health, Nursing, Social Work, or related field (or equivalent experience); Master’s degree preferred
Minimum of 3–5 years of progressive experience in healthcare compliance, quality management, or regulatory oversight (behavioral health preferred)
Demonstrated experience with state licensing, accreditation (CARF strongly preferred), audits, and corrective action planning
Working knowledge of state and federal healthcare regulations (AHCCCS/Mercy Care experience a plus, if applicable)
Strong understanding of HIPAA, confidentiality, and risk management principles
