Summary
The Grants Manager (Grades 612) is responsible for the administration, compliance, monitoring, implementation, and reporting of 21st CCLC grant-funded programs serving students in grades 612. The Grants Manager ensures that all program activities align with federal, state, and district requirements while supporting the successful operation of after-school, summer, extended learning, college and career readiness, credit recovery, enrichment, family engagement, and youth development initiatives.
This position serves as the primary grant administrator for middle and high school 21st CCLC programming and works collaboratively with district leadership, site coordinators, school administrators, community partners, vendors, evaluators, and fiscal staff to ensure program goals, performance measures, and compliance requirements are achieved. The position is modeled after the PDE 21st CCLC Program Director framework with a specific focus on grant management, compliance, budgeting, and program oversight.

- Prepare reports, budget revisions, reimbursement requests, and grant documentation.
- Utilize student information systems, data management systems, and grant reporting platforms.
- Communicate effectively with students, families, staff, administrators, community partners, and state agencies.

- Support continuous improvement through data-driven decision making.
Essential Duties and Responsibilities
Grant Administration and Compliance

Manage all aspects of assigned 21st CCLC grants serving grades 612.
- Ensure compliance with all federal, state, district, and grant-specific requirements.
- Monitor program implementation to ensure alignment with approved grant applications, budgets, and performance measures.
- Maintain all required grant records, documentation, and supporting evidence for monitoring and audit purposes.
- Prepare and submit grant reports, performance reports, budget revisions, and other required documentation.
- Coordinate responses to monitoring visits, audits, corrective actions, and compliance reviews.
- Ensure staff clearances, certifications, and required trainings are maintained in accordance with program requirements.
Program Oversight

Oversee middle and high school afterschool, summer, and extended learning programs.
- Monitor program quality and fidelity of implementation.
- Work with Site Coordinators to ensure programming aligns with grant objectives and student needs.
- Monitor attendance, participation, and student outcomes.
- Develop strategies to improve student recruitment, retention, and attendance.
- Ensure all required family engagement, academic enrichment, and youth development activities are implemented.
Fiscal Management

Develop, manage, and monitor program budgets.
- Track expenditures to ensure spending aligns with approved grant budgets and timelines.
- Review invoices, purchase orders, contracts, and reimbursement requests for compliance and allowability.
- Coordinate with district finance staff regarding budgeting, purchasing, and financial reporting.
- Assist with grant amendments and budget modification requests.
- Ensure expenditures comply with Uniform Grant Guidance (UGG), district procurement procedures, and PDE requirements.
Data Collection and Reporting

Monitor student participation, attendance, and academic performance data.
- Maintain accurate records in required state and district reporting systems.
- Coordinate collection of evaluation data and surveys.
- Collaborate with external evaluators and PDE-designated evaluation teams.
- Analyze program outcomes and prepare reports for district leadership and stakeholders.
- Use data to identify trends and recommend program improvements.
Staff Supervision and Support

Assist with recruitment, hiring, onboarding, and training of program staff.
- Provide supervision and guidance to Site Coordinators and support personnel.
- Conduct program monitoring visits and observations.
- Support professional development activities.
- Assist staff in implementing program requirements and meeting grant objectives.
Partnership and Community Engagement

Coordinate with community organizations, vendors, and service providers.
- Monitor partnership agreements and contracted services.
- Facilitate communication between schools, families, community partners, and program stakeholders.
- Support family engagement and community outreach initiatives.
- Represent the district and program at meetings, conferences, and community events.
Strategic Planning and Sustainability

Assist in developing sustainability plans for grant-funded programs.
- Research additional funding opportunities.
- Support grant writing and continuation applications.
- Recommend program improvements based on data and stakeholder feedback.
- Assist with expansion and enhancement of grades 612 programming.
Other Duties

Support summer programming operations and administration.
- Attend required state, regional, and district meetings and training courses.
- Perform other duties as assigned by the Director of Federal Programs or Program Director.
Qualifications
Required
-
Bachelor's Degree from an accredited institution.
- Demonstrated experience with grant compliance, budgeting, and reporting.
- Strong written and verbal communication skills.
- Proficiency with Microsoft Office, Google Workspace, and data management systems.
- Ability to work independently and manage multiple priorities.
Preferred
-
Master's Degree in Education, Educational Leadership, Public Administration, Business Administration, or related field.
- Minimum of three (3) years of experience managing educational programs, grants, or federally funded initiatives.
- Pennsylvania Principal Certification or Administrative Certification.
- Experience managing 21st CCLC, Title Programs, Ready to Learn, or other federal education grants.
- Experience supervising staff and coordinating large-scale educational programs.
- Experience with grant writing and grant development.
- Knowledge of PDE reporting systems and federal grants management requirements.

Terms of Employment

Twelve-month position (or grant-funded summer assignment as approved).
- Salary and benefits in accordance with district-approved compensation schedules and available grant funding.
- Continued employment contingent upon grant funding availability and satisfactory performance.
Performance Responsibilities Specific to Chester Upland School District
-
Oversee Grades 68 and 912 21st CCLC programs, including summer and afterschool operations.
- Coordinate compliance for Cohort 12 and future 21st CCLC grants.
- Manage vendor contracts, enrichment providers, transportation coordination, and program expenditures.
- Ensure PDE attendance, reporting, and evaluation requirements are met.
- Support implementation of college and career readiness, credit recovery, STEM, arts, wellness, mentoring, and workforce development activities.
- Serve as the district's primary administrator for 612 21st CCLC grant operations in collaboration with the Director of Federal Programs.
