Position Overview
Whitemarsh Township is seeking a motivated and collaborative professional to serve as Assistant Township Manager. This position supports the Township Manager in overseeing daily operations, coordinating departments, and advancing key initiatives.

Key Responsibilities
- Assist with management of Township operations and departmental coordination
- Support budgeting, financial analysis, purchasing, and contracts
- Manage communications and information technology including website, social media, and newsletters
- Oversee hiring and personnel processes
- Coordinate grants and special projects
- Attend Board and community meetings (evenings/weekends required)
- Serve as Acting Township Manager as needed
Qualifications
- Bachelor’s degree in public administration, business, or related field (Master’s preferred)
- 3–5 years of local government or related experience
- Strong communication and organizational skills
- Experience with budgeting, HR, and project management preferred
- Proficiency in Microsoft Office; GIS a plus
- Valid driver’s license required

Compensation
Competitive salary range: $115,000 to $130,000. Actual placement within this range is determined by the specific qualifications and experience.

POSITION TITLE: Assistant Township Manager
DEPARTMENT: Administration

GENERAL DUTIES:
The Assistant Township Manager shall be responsible for assisting in the administration, direction and supervision of all departments and other daily activities of the Township. This individual shall be responsible for support in directing, supervising, and monitoring the day-to-day activities of assigned departments and for providing special assistance in personnel, administration, finance, planning/zoning, research, grant management, communications, and all other related functions.
The Assistant Manager is further responsible for supporting the Township Manager in
coordinating staff services in specific project management, research, planning, and development
projects. The Assistant Manager will help the Township Manager in interfacing the efforts of all
department and volunteer boards, agencies, and commissions of the Township to effectively
communicate with the public and to promote efficient service, which includes
attendance at daytime, evening, and occasional weekend meetings, or events.
Work requires the exercise of independent judgment and the application of considerable
knowledge of municipal organization and programs in meeting a wide variety of work problems
involving continual public, inter-governmental, and inter-departmental relations.

SUPERVISION RECEIVED:
The Assistant Manager shall be appointed by and responsible under the direct supervision of the Township Manager.
SUPERVISION EXERCISED:
Supervises Whitemarsh TV Station and front desk administrative staff. Acts as Township Manager to all departments in the absence of the Township Manager.

TYPICAL DUTIES:
Administrative Duties:
Assists in the development and implementation of policies, procedures, rules, and regulations
concerning the administration of the Township.
Represents the Township while attending various Board, Commissions, Committees, and Community Meetings, as well as when interacting with County and State agencies and local municipalities.
Research, plans, and help develop new programs that reflect changing conditions within the
Township and to aid the Township Manager and Board of Supervisors in establishing accurate
long-rang objectives.
Supervises and assists Department Heads on administrative and technical problems and
procedures in assigned areas.
Assists in special programs funded by inter-governmental revenues; prepares necessary
documentation; confers with officials of other governmental levels; provides local liaison and
inter-departmental administration; reviews progress and takes necessary actions to overcome
problems.
Responsible for the management of a comprehensive grant program, all bidding procedures for
municipal purchases, the Township trash and recycling collection program, and special projects assigned.
Attends and participates in all Board Meetings, assigned committee meetings, and township
events on a regular basis which includes daytime, evening, and occasional weekends.
Assists the liaison to the Environmental Advisory Board, Media and Communications Advisory Board, Shade Tree Commission, Abolition Hall Steering Committee, and Emergency Services Board. The Assistant Manager will assists board and commissions with the preparation of meeting agendas, attends meetings as needed, and posts meeting materials in accordance with Sunshine Act requirements.
Information Technology and Communication:
Oversee the technical infrastructure with third-party vendor by managing the installations, configurations, and maintenance of hardware, software and networks.
Allocating funds for technology initiatives and negotiating with service providers on pricing. Establishing short and long term plans for technology in the Township.
Drafts and publishes the Township’s semi-annual “Whitemarsh Living” newsletter each spring
and fall.
Provides, reviews and sign-off on all information for the “Whitemarsh Weekly” E-newsletter to communication team for township updates, news, and events.
Maintains the Township website and all social media platforms.
Reviews and approve all public outreach and communication efforts for all Township
departments.
Budget and Finance:
Reviews and approves financial transactions such as purchases, payments, and budget transfers
relative to the approved budget for the assigned departments.
Assists in collection and preparation of financial data necessary for the assembly of the Township Budget.
Prepares and assists in the preparation of contract negotiations, public bids, RFQs/RFPs, capital
purchases, and the coordination of any high-level purchases and/or expenditures.
Assists Finance Director in budget analysis and financial forecasting and providing financial
reports to the Township Manager and Board of Supervisors.
Works with third-party contractors to ensure that outsource services are functioning
appropriately. Periodically reviews contracts to identify efficiencies and potential cost savings.
Personnel:
Manages the entire hiring process. Advertising job openings, interviewing candidates,
conducting background checks, scheduling pre-employment hiring requirements, and
recommending appointments to the Township Manager.
Prepares documentation to Township Staff and aids employees during separation process due to retirement or any other departure from employment.
Assists in the research, development, and administration of personnel policies and programs, including employment, labor relations, compensation, training, benefits, and employees’ services.
Assists in general personnel administration, including training of supervisory and administrative
personnel, evaluation of benefit and compensation program.
Conduct yearly performance reviews and bi-weekly time sheets for assigned personnel.

JOB LOCATION:
Primary Office location is at the Township Administration Building located at 616 Germantown Pike, Lafayette Hil, PA 19444; however, will need to be able to operate a vehicle to visit various sites within and outside the Township periodically.

MINIMUM EDUCATION, TRAINING AND EXPERIENCE DESIRED:
Requirements include a Bachelor’s Degree (Master’s Degree preferred) from an accredited institution in public administration, public policy, business, or related field and 3-5 years’ progressively responsible experience in local government administration. Supervisory experience preferred.
A valid Driver’s License is required.
