Full Job Description

Overview

This position leads and supervises all Juvenile Welfare Board (JWB) grants. Position requires the ability to supervise define roles, identify each team member's responsibilities, and conduct ongoing reviews of work to ensure programs are monitored for quality, service delivery, and alignment with grant requirements. Provides community, partner, and provider collaboration and education about JWB grant services. Handles all contract administration, budgeting oversight, and reporting.

Responsibilities:

● Monitors contracts, agreements, amendments and special conditions with the funder to ensure adherence to JWB’s funded program policies.

● Monitors adherence to all local, state and federal regulations.

● Serves as lead program contract liaison with (JWB).

● Compiles and forward program monitoring reports for accuracy and professional presentation.

● Create and forward reimbursement requests as well as program reports as required/requested.

● Supervises program staff and meets regularly to ensure smooth and efficient program operation.

● Develop/revise JWB grant funded programs procedures and program policies; oversees data quality for program reports to funder.

● Follows appropriate telephone etiquette when making and receiving calls, when leaving messages or sending text messages. Treats all with dignity, respect, courtesy and sensitivity.

● Complies with HIPAA requirements regarding confidentiality of protected health information.

● Develop and maintain a comprehensive understanding of maternal/familial/child health issues that are risk factors during pregnancy and early childhood. This includes medical, family violence, mental health, father, and co-parenting services in the community.

● Develop and maintain positive working relationships with partner programs, medical providers, and the Pinellas MCH community. Work with Program Supervisor and other Coalition staff to support and resolve issues.

● Generate necessary correspondence in compliance with program guidelines and expected communications with sub-contractors, providers, and participants.

● Develop and maintain excellent working knowledge of electronic record system and funders standards and guidelines.

● Demonstrates ability to function effectively as part of a team: (1) provides prompt communication to team members regarding consumer issues; (2) attends and is prepared for all scheduled team meetings; (3) understands role of other team members (4) displays willingness to cover duties for other team members when necessary.

● Incorporates knowledge of risk factors into daily activities.

ADDITIONAL RESPONSIBILITIES AND PERFORMANCE EXPECTATIONS:

The Additional Responsibilities are marginal tasks that the employee may be asked to perform from time to time even though they may not be central to the position itself. The employee will be expected to maintain other performance standards as described.

KNOWLEDGE, SKILLS, AND QUALIFICATIONS:

The Knowledge, Skills, and Qualifications pertinent to this position are detailed below, and may be listed as “Required” or “Preferred.”

Required:

● Master’s Degree preferred, Bachelor’s Degree required in Social Work, Education, Psychology Sociology, Public Administration or related field

● Minimum of five (5) years’ experience in nonprofit program management

● Minimum of three (3) years’ experience in the above field in a supervisory capacity

● Knowledge of best practices in procurement, risk management, and contract management

● Knowledge of budgeting as it relates to programs and contracts

● Knowledge and understanding of data systems, data collection, and program evaluation.

● Excellent written and verbal communication skills

● Ability to manage multiple projects and work with a variety of stakeholders

● Can demonstrate sound judgment, dependability, and good teamwork and communication skills. Must be able to handle sensitive and confidential situations with discretion.

● Is capable of meeting the physical demands of the position as outlined below.

● Has the ability to work flexible hours as needed, including evenings/Saturday.

● Can travel within Pinellas County and state as needed; must be flexible with respect to daily work location
