ELEMENTARY SCHOOL COUNSELOR

Job Description

ABOUT THE DISTRICT:

The Wilkinsburg School District is a small, urban public school district serving approximately 500 students. The district operates two elementary schools, offering education from Pre-Kindergarten through Sixth Grade. Through an educational partnership, students in grades 7–12 attend Pittsburgh Public Schools, gaining access to expanded academic programs, extracurricular activities, and support services. The Wilkinsburg School District is dedicated to advancing academic excellence and promoting the social and emotional well-being of all its students.

POSITION OVERVIEW:

The School Counselor plays a vital role in supporting the academic, social-emotional, behavioral, and career development of all students. Using the American School Counselor Association (ASCA) standards as a guide, the School Counselor develops and implements a school counseling program and works collaboratively with students, families, teachers, administrators, and community partners to create a safe, inclusive, and supportive learning environment where every student can thrive. The School Counselor serves as a student advocate, helping to remove barriers to learning, promote positive school culture and climate, and ensure equitable access to opportunities and supports for all students. In addition to leading tier I SEL instruction throughout the building, the School Counselor serves in multiple capacities across the MTSS, PBIS, SAP, Crisis, and school leadership teams. The Elementary School Counselor is a member of the Wilkinsburg Education Association (WEA) and is subject to the conditions of employment as outlined in the negotiated contract. The position reports directly to the building principals.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

1. Student Support and Counseling

a. Provide individual and small-group counseling to support students' social, emotional, behavioral, and academic needs.

b. Deliver classroom lessons focused on social-emotional learning, self-regulation, conflict resolution, goal setting, and character development.

c. Support students experiencing challenges related to attendance, behavior, peer relationships, trauma, grief, family transitions, and mental health concerns.

d. Conduct needs assessments and implement targeted interventions for students requiring additional support.

2. Academic Development

a. Collaborate with teachers and administrators to identify and address barriers to student achievement.

b. Support students in developing executive function and self-advocacy skills.

c. Monitor student progress and participate in MTSS and SAP teams.

d. Assist in developing and implementing strategies to improve attendance and engagement.

3. Social-Emotional Learning and School Climate

a. Promote a positive, inclusive, and culturally responsive school environment.

b. Support implementation of schoolwide behavioral and social-emotional initiatives, including PBIS, restorative practices, and SEL programming.

c. Assist in developing programs that foster belonging, resilience, leadership, and student voice. d. Provide crisis response, threat assessment, and support during emergencies or critical incidents.

4. Family and Community Engagement

a. Build strong partnerships with families to support student success.

b. Connect families with school, district, and community resources.

c. Participate in family engagement activities, workshops, and outreach efforts.

d. Collaborate with community agencies and mental health providers to coordinate student services.

5. Collaboration and Consultation

a. Partner with teachers, administrators, the school psychologist, the social worker, and other support staff to address student needs.

b. Participate in MTSS, attendance, PBIS, and other student support teams.

c. Provide consultation and recommendations to staff regarding student social-emotional and behavioral needs.

d. Support transition activities for students entering, moving within, or exiting the elementary school setting.

6. Data and Program Management

a. Use student data to identify needs, evaluate interventions, and inform decision-making.

b. Maintain accurate and confidential student records using the district SIS and other educational technology resources, in accordance with district, state, and federal regulations.

c. Serve as the school's Section 504 Coordinator by facilitating eligibility meetings, developing and monitoring accommodation plans, maintaining compliance and documentation, and collaborating with staff and families to ensure students have equitable access to educational opportunities.

d. Coordinate the Student Information System (SIS) with the Principal(s), School Secretary, and the Records Management Secretary.

e. Prepare schedules, reports, and required documentation

7. Other duties as assigned by the Principals and/or Superintendent.

EDUCATION AND EXPERIENCE:

1. Bachelor’s degree in Education, School Counseling, and a valid Pennsylvania Education Specialist Certificate: School Counseling, eligible for Kindergarten through 6th-grade support, or a related field is required; a Master’s Degree is preferred.

2. Demonstrated expertise in tiered systems of social-emotional learning, instruction, and support.

3. Demonstrated knowledge of both ASCA and PA standards.

4. Ability to gain all clearances and requirements set forth by federal, state, and local regulations

5. Any addition to the above qualifications/skills as determined by the Board of School Directors/Superintendent
