JOB PURPOSE/SUMMARY:
The Program Director II – Specialized Services provides operational leadership and direction to ensure that highly individualized, quality, and comprehensive services are offered to consumers receiving Autism Outpatient, PCIT, Creative Arts, Parentwise, & Neighborhood Family Counseling. The position is responsible for the leadership and management of core clinical processes for these services and is also responsible for all administrative and financial processes related to these programs. The incumbent works closely with other Program Directors to ensure that Autism Outpatient, PCIT, Creative Arts, Parentwise, & Neighborhood Family Counseling support other agency programs, design Specialized Services interventions that work with specific populations and/or venues, and coordinate/streamline processes from intake through a clean billable claim, increasing efficiencies and collection rates. The Program Director II – Specialized Services is responsible to ensure licensure compliance and fiscal sustainability.
The essence of the day-to-day function of the position entails managing clinical services at specific locations, supervising managers, program supervisors, and other program staff as assigned. Administrative responsibilities include strategic planning, staffing, supervising, leading, and evaluating the work of clinical teams.
MINIMUM QUALIFICATIONS:
Education: Master’s degree in social work, mental health, nursing, psychology, counseling, or a related human services/mental health field.
Experience:
- 5+ years of experience working in the provision of mental health services to children, youth, and young adults, including a minimum of 3 years of supervisory responsibility in a mental health program.
- 3+ years of experience working with Autism preferred.
- Experience preferred with administration and operating oversight of a Medicaid, commercial, or other payer funded program.
Licenses, Certifications & Clearances:
- PA State Professional License: LPC, LCSW, LMFT, psychiatrist, psychologist, or CRNP with a mental health certification
- Act 33/34 Clearances
- FBI Clearance
- Valid State of PA Class 1 Drivers License

ESSENTIAL DUTIES & RESPONSIBILITIES:
- Ensures that high quality services are delivered to all consumers in accordance with established best practices in the field of service.
- Leads staff in the development and evaluation of the Program Annual Plan, which is in coordination with the WFS Strategic Plan.
- Ensures that the program is in compliance with the regulations and standards of licensing and accrediting bodies, funders, applicable laws, and WFS policies and procedures.
- Develops and implements plans for program enhancement and business development to maximize the growth potential of the program and Micro-Enterprise (ME).
- Establishes marketing strategies for the program, identifying and fostering referral sources, maintaining awareness of market trends, and engaging resources within or outside the agency, as needed, for marketing efforts.
- Assists in the development of the annual budget and staffing plan for assigned services in consultation with the Micro-Enterprise Director (MED) and designated Finance department/HR staff.
- Manages quality and compliance within the program, including the development of appropriate program-level policies and procedures that ensure compliance during daily operations as a means to meet consumer and family needs.
- Provides direct staff supervision, including assessment, decision-making, and communications related to hiring, staff assignment, coaching, counseling, discipline, and ongoing and annual performance evaluations.
- Develops, implements, and monitors behavioral health evidence-based practices appropriate to the program, as well as evaluates for efficacy.
- Oversees the staff development of high performing management and supervisory staff to ensure that qualified personnel are available to meet the needs of consumers.
- Establishes an environment that fosters the retention and development of a highly qualified and diversified professional team.
- Maintains contractual agreements within the program and evaluates continuing benefits to the program in both service and business aspects.
- Participates in the process of obtaining grants and manages the use of grants and other restricted funds, ensuring that all requirements for use and reporting are met.
- Develops key business indicators, including revenue generation, collection rates, and clinical measures, such as the rate of attendance and clinical improvement scales that can be used across the agency.
- Conducts ongoing program evaluations through the use of PQI and outcomes data, survey results, and other quality improvement information, engaging staff in program improvement activities.
- Works in collaboration with Facilities Management and the MED to ensure an effective and safe program and office and site environments at multiple locations are maintained for staff, clients, and visitors.
- Participates in public relations (PR) activities by representing the program and agency in community and professional activities, maintaining up-to-date program literature, and promoting positive relationships with referral, funding, and other related entities.
- Works closely with other Program Directors to ensure that IBHS and ABA services throughout the agency are supported, appropriate, and effective.
- Participates in external reviews, audits, and licensure visits.
- Assumes responsibility for the management of workflow, productivity, and supportive services.
- Manages the daily operations of the program and communication information to the MED in an appropriate timeframe, reflective of relevance.
- Works with staff and the Vice Presidents (VPs) of Quality, HR, and Finance to coordinate the UR process, as well as evaluates staff productivity.
- Preserves the integrity and quality of documentation within all regulatory requirements.
- Manages resources, supplies, and equipment to maintain quality, safe, efficient, and cost-effective operations.
