Salary: $85,000 - $100,000 per year, commensurate with experience

Minimum Requirements:

Bachelor’s Degree in Public Administration, Business Administration, Finance, Accounting, Human Resource Management, or a related field of study.
Five (5) years of administrative, operational, people, program management, and/or planning experience working in one (1) or more of the following functional areas: accounting, budgeting, finance, procurement, administration, parks operations, human resources, or related government/nonprofit sectors.
One (1) year of people management experience.
Equivalent combination of education and experience may be considered.

Position Summary:

Reporting to the Director of the Allegheny County Parks Department, the Parks Business Operations Manager is responsible for leading and coordinating all financial, administrative, and operational support functions for the Allegheny County Parks Department. This position oversees departmental accounting and financial reporting, budget development and execution, capital improvement planning, procurement, contracting, regional office administrative staff, and serves as the primary liaison to the centralized Human Resources Department. The role ensures that Parks operations are aligned with County financial policies, capital planning standards, procurement requirements, and HR processes, while supporting park leaders in delivering safe, high-quality, efficient and effective services to the residents of, and visitors to, Allegheny County.

Overview:

Duties:

Accounting, Budgeting & Financial Management

Develop, manage, and monitor the Parks operating budget, including multi-year projections, revenue forecasting, and expenditure analysis.
Prepare budget submissions, justifications, and periodic financial reports for County leadership.
Work with the Director and other departmental leaders to develop the annual Regional Asset District (RAD) applications, prepare required reports, and develop and execute the five-year plan.
Track spending against operating, grant, and special revenue accounts; ensure compliance with policies and internal controls.
Oversee accounting functions related to purchasing, payments, reimbursements, and revenue collection.
Provide financial analysis to support program decisions, staffing needs, and capital planning.

Capital Improvement Planning & Project Coordination

In conjunction with Parks leadership and Facilities Management, leads the development of the Parks Capital Improvement Plan (CIP).
Collaborate with the Grants County Division to identify and pursue grant opportunities.
Coordinate closely with the Department of Facilities Management, the Department of Management and Budget, and other partners on planning, design, and execution of capital projects.
Prepare reports and presentations on capital needs for county leadership, stakeholders, and County Council.

Procurement & Contract Administration

Coordinate procurement activities, including scope development, solicitation packages, evaluation processes, and vendor selection in partnership with the Department of Management and Budget and other stakeholders.
Ensure contracts, quotes, and purchase requests comply with County, State, and Federal requirements.
Serve as the department lead for contract monitoring, vendor performance tracking, and renewal/expiration management.
Develop internal processes that promote timely purchasing, clear requirements, and strong internal controls.

Human Resources Liaison

Serve as the primary point of contact between the Parks Department and the centralized HR Department.
Support hiring managers by coordinating job postings, interview scheduling, candidate selection processes, and onboarding activities.
Advise supervisors on HR procedures, performance management expectations, training requirements, and employee relations protocols -ensuring adherence to County policy.
Assist in workforce planning efforts, including staffing models, seasonal hiring strategies, and organizational structure updates.

Operational Support & Administration

Develop and maintain administrative policies, workflows, and tools to support effective departmental operations.
Create reports and metrics on budget execution, hiring status, procurement activity, and capital project performance.
Lead or support special projects and process improvement initiatives.
Represent the Parks Department in interdepartmental meetings, working groups, and cross-functional initiatives.

Performs other duties as requested or required.

Knowledge, Skills, and Abilities

Knowledge of:

Accounting, budgeting, financial management, and capital planning principles.
HR processes, including recruitment, hiring, performance management, and policy compliance.
Procurement, contracting, and vendor management.

Skill in:

MS Office products, including advanced skills in MS Excel.
Data analysis and reporting.

Ability to:

Analyze and solve problems creatively and in a timely fashion.
Organize work effectively by managing multiple deadlines, shifting priorities, and facilitating complex stakeholder environments, especially during peak seasonal hiring volume.
Utilize project management best practices to facilitate work task completion.
Communicate effectively both orally and in writing.
Demonstrate polished collaboration and interpersonal skills in working with staff, vendors, and county departments and stakeholders (e.g., HR, Management and Budget, Facilities Management, etc.)
Interpret policies, regulations, and financial data for decision-making.

Residency: Allegheny County within 1 year.
