Full Job Description

Global Environmental Network, Inc. is long-established and prospering environmental engineering, consulting, and training firm with offices in Santa Ana, Anaheim, and Oakland, CA. Global Environmental Network, Inc. provides a broad range of technical services. We offer competitive salaries, a comprehensive benefit package, and a team work environment. Our Santa Ana Corporate Office is seeking an individual that has one of the following registrations or certifications: CA Registered Professional Engineer or Professional Geologist (PG); and certifications in either Certified Professional in Storm Water Quality (CPSWQ) or a Certified Professional in Erosion and Sediment Control (CPESC). In addition, ideal candidate will be a Qualified SWPPP Developer (QSD). This individual will need to be qualified to manage storm water pollution prevention planning (SWPPP) projects throughout California and associated construction support activities that include, but not limited to, preparing and implementing Storm Water Pollution Prevention Plans, dewatering plans and permits, and preparing spill prevention and hazardous material management plans.

In addition, the suitable candidate will be proficient in environmental regulations to effectively plan, organize, and administer the management and inspection activities of the Storm Water Program in compliance with the 2009-0009 DWQ Construction General Permit. Candidate will possess knowledge of NEPA and CEQA and have a background in HAZWOPER.

Candidate will be responsible for overseeing a staff and growing a staff of field engineers; client retention and program growth; and supporting Upper Management Meetings and goals.

Essential Duties and Responsibilities:

Manage Engineering team/s; Coordinate project schedules.
Client Relations Support and Development.
Provide technical expertise for storm water services for construction and industrial clients.
Plan, organize and administer the permitting, inspection, monitoring, and data management of Storm Water Program, in accordance with federal, state and local laws, specifically the General Permit.
Coordinate the investigation of storm water run-off, industry related storm water quality, and water quality problems, complaints and violations of NPDES and storm water regulations, initiate and conduct site visits, communicate with Clients and recommend solutions and/or mitigation measures.
Coordinate with the Construction Group for storm water Best Management Practices implementation.
Conduct regular site visits to QA/QC site compliance and inspection procedures.
Respond to site/BMP issues and schedule corrective actions.
Coordinate with BMP installation team and client construction/environmental team to implement BMPs and corrective actions as needed.
Train new inspectors.
Ensure inspection quality and completion.
Manage field sampling program, including training and sample location selection.
QA/QC review of sample results and write corrective action reports.
Develop and manage Rain Event Action Plans (REAPs) to ensure site compliance.
Assist in various environmental compliance tasks and reporting, including SWPPP writing.
Design BMP improvements in the field, including BMP installs/repairs as needed.
Coordinate SWPPP development and implementation in alignment with biological and/or areas of
environmental concerns and limitations.
Maintain project/Client files and records.
Prepare regulatory reports and correspondence.
Conduct and represent Global Environmental Network at meetings with Clients.
Provide technical expertise and management of dewatering plans, spill prevention and hazardous
material management projects.
Perform project bid job walks.
Prepare proposals and cost estimates based on job walks and plan reviews.

Successful Candidates Should Have:

5 to 10 or more years of relevant experience;
B.S. (or M.S./PhD) in Geology, Engineering, or related field required;
Certification (CPSWQ or CPESC and QSP) or Professional Registration as a P.G. or P.E.;
Clear understanding of general construction, linear construction projects for utilities, and storm
water;
Demonstrated effective oral & written communications skills;
Excellent presentation skills and professional appearance;
Sound decision making and problem solving abilities;
Detail oriented and strong organization skills;
Proven ability to perform in a time sensitive/deadline environment;
Ability to handle multiple tasks/projects at a given time;
Ability to work and contribute to a team environment;
Proficient with computer applications including Microsoft Word & Excel;
Must meet company defined, pre-employment alcohol/drug screen; and
Valid California Driver’s License with a clean driving record.
