Police Captain – Services

The Police Department is seeking a Police Captain – Services to serve as Commander of the Administration Division. Reporting directly to the Police Chief, this position is responsible for managing budget development and administration, purchasing and research, personnel functions, recruitment and hiring, community engagement, records administration, office support functions, and the DARE, CIT, and School Resource Officer programs.

Essential Duties and Responsibilities

Plan, organize, assign, and direct the work of subordinate staff.
Confer with and counsel staff regarding work policies, procedures, guidelines, and work-related issues.
Review employee performance, identify training needs, and make recommendations regarding employee selection, promotion, discipline, and discharge.
Coordinate department budget development, monitor expenditures, review purchase orders, and maintain budget records.
Serve as the department's supply and purchasing officer, ensuring adequate supplies, uniforms, and equipment are available.
Monitor and inspect department inventory.
Request vendor bids, research and develop grant opportunities, and prepare grant applications and reports.
Serve as system manager for department computer systems and coordinate with vendors and technical representatives.
Administer and manage department computer systems, software, and local area network.
Oversee building maintenance contracts and coordinate facility maintenance and repairs.
Meet with vendors regarding products, contracts, and department needs, and evaluate products for procurement.
Perform sworn police officer duties, including responding to complaints and emergencies, investigating crimes and accidents, securing evidence, enforcing traffic laws, issuing citations, interviewing witnesses, interrogating suspects, and assisting crime victims.

Minimum Qualifications

Bachelor's degree from an accredited college or university.
Three years of progressively responsible law enforcement experience, including three years of supervisory experience, or an equivalent combination of education and experience.
Valid state driver's license.
Missouri Class A Police Officer Certification.

Knowledge, Skills, and Abilities

Ability to perform mid- to upper-level data analysis, coordinate and implement operational decisions, and oversee their execution.
Ability to manage and direct employees, including first-line supervisors, and oversee personnel planning, selection, discipline, and allocation.
Ability to work with and interpret a variety of information, including crime reports, inventories, purchase orders, budget reports, grant requests, bids, training records, personnel policies, ordinances, statutes, procedures, and technical manuals.
Strong verbal and written communication skills with department personnel, city staff, consultants, vendors, and the public.
Ability to perform budgeting and accounting-related calculations, including percentages, decimals, fractions, and graph interpretation.
Ability to apply principles of supervision, management, leadership, planning, coordination, and control.
Ability to exercise independent judgment, decisiveness, and creativity in critical and unexpected situations.

Work Environment

Work may involve exposure to traffic hazards, animals and wildlife, toxic or poisonous agents, irate individuals, intimidation, violence, disease, and other adverse environmental conditions.
