Full Job Description

Summary of position

The Payroll & Compliance Administrator is a critical cross-functional role responsible for overseeing payroll operations, certified payroll reporting, prevailing wage compliance, benefits administration, and regulatory filings across multiple states.

This position ensures the integrity, accuracy, and compliance of all payroll, benefits, and construction-related labor reporting processes while serving as the internal subject matter expert for Davis-Bacon, certified payroll, apprenticeship ratios, and compliance software platforms (LCP Tracker, CMIC, Paycor).

This role bridges HR, Finance, and Field Operations to maintain operational excellence, audit readiness, and regulatory compliance across the Business Unit. Essential Duties and Responsibilities

Payroll & Prevailing Wage Administration

Process and manage one weekly payrolls with full accuracy and timeliness.
Review and audit weekly timecards, job costing, and labor classifications.
Lead Davis-Bacon Act (DBRA) compliance and prevailing wage validation.
Submit certified payroll reports at state and federal levels.
Set up and maintain state tax accounts and tax IDs as operations expand.
Serve as primary point of contact for payroll-related inquiries.
Ensure accurate reporting of multi-state payroll and out-of-state workers.
Conduct quarterly workers' compensation wage reviews with Business Operations.

Construction Compliance & Labor Reporting

Submit and manage all certified payroll reporting (state and federal).
Lead enforcement of Journeyman-to-Apprentice ratios across all sites.
Ensure apprenticeship percentage requirements are met.
Support Illinois Shines EEP compliance requirements.
Respond to government labor compliance notices and audits.

Benefits & Retirement Administration

Administer medical, dental, vision, life, disability, HSA, and FSA programs.
Oversee 401(k) enrollment, reporting, and contribution accuracy.
Lead open enrollment processes and vendor coordination.
Reconcile benefit invoices and resolve discrepancies.
Maintain compliance with ACA, ERISA, and other benefits regulations.
Prepare and submit:
5500 Reporting
EEO-1 Reports
ACA Reporting

Financial & System Oversight

Act as ERP (CMIC) and HRIS (Paycor) payroll/compliance subject matter expert.
Audit payroll and employee records to ensure data accuracy.
Support AP/AR processing and financial reconciliations as needed.
Assist in preparation of financial statements and reporting.
Maintain strong internal controls and documentation integrity.
Optimize system workflows between Payroll, ERP, and Compliance platforms.

Confidentiality & Data Security

Maintain strict confidentiality of employee and financial information.
Ensure secure electronic recordkeeping and data integrity.
Align processes with best practices for audit readiness and risk mitigation.

Knowledge and Skill Requirements

Education: High school diploma or G.E.D. with a minimum of three years of experience with processing payroll in-house required. Bachelor’s degree in human resources, accounting or finance strongly desired.

Experience and/or training: Experience with in-house payroll, demonstrated attention to detail. Bi-lingual abilities are strongly preferred.

Licenses/Certificates: National Payroll Certification desired

Technology/Equipment: Advanced Excel skills and basic accounting skills. Previous experience with Paycor, CMiC, LCP Tracker desired.
