About Standard Care

Standard Care, LLC is a Maine-based Home and Community-Based Services (HCBS) provider delivering residential and community support services to adults with intellectual and developmental disabilities (IDD) under MaineCare's Section 21 waiver. Operating residential locations in Cumberland, Androscoggin, and Penobscot Counties, Standard Care is committed to delivering safe, person-centered, and fully compliant services while building the operational infrastructure to support responsible growth.

Position Summary

The Quality and Compliance Manager is responsible for building, leading, and sustaining Standard Care's regulatory compliance and quality assurance functions across all residential sites. This role owns the organization's relationship with the Office of Aging and Disability Services (OADS) and MaineCare, and builds and leads the systems — audits, training, incident management, and documentation controls — that keep Standard Care in continuous, sustained compliance rather than in reactive correction cycles.

This is a hands-on, high-accountability role suited to someone who can move fluidly between regulatory detail (citations, waiver rules, licensing standards) and operational execution (coaching Program Managers, auditing group homes, training direct support staff).

Key Responsibilities

Quality Improvement & Systems Building

Design, build, and continuously refine Standard Care's quality improvement (QI) framework — the processes, metrics, and feedback loops that turn audit findings and incident data into lasting operational fixes.
Establish sustainable, repeatable systems for documentation, medication management, incident tracking, and service delivery that hold up across all sites without depending on constant central oversight.
Build compliance tracking dashboards and QI metrics that give leadership real-time visibility into performance trends, recurring risks, and progress against improvement goals.
Lead root-cause analysis on recurring findings and convert them into standardized policy, workflow, or system changes that prevent repeat issues.

Auditing & Monitoring

Design and run a recurring internal audit program across all residential locations covering medication management, member records, service delivery documentation, facility/life-safety standards, and reportable events.
Conduct unannounced and scheduled site visits to verify documentation practices match actual service delivery on the ground.
Monitor audit and corrective-action progress across sites, ensuring findings are tracked to full resolution rather than closed on paper only.
Analyze audit trends across sites to distinguish one-off errors from systemic gaps requiring broader intervention.

Ensuring Compliance at All Levels

Serve as Standard Care's primary point of contact with OADS, MaineCare, and other state regulatory bodies for licensing, survey, and compliance matters.
Maintain sustained compliance across every level of the organization — direct support staff, Program Managers, Clinical Managers, and site operations — so standards are lived day-to-day, not only demonstrated during audits or surveys.
Track all regulatory deadlines, deficiency categories, and correction timelines across open compliance matters; escalate risks to the CEO with enough lead time to act.
Own the reportable events and incident management process, ensuring timely, accurate reporting and thorough internal investigation and follow-up.

Policy Implementation

Assist in developing and rolling out organizational policies and procedures that reflect current state and federal HCBS requirements.
Translate new or revised regulations into practical, site-level policy updates, forms, and workflows that staff can actually follow.
Partner with the Director of Operations and Clinical Managers to ensure policies are consistently implemented and enforced across all locations.

Staff Training & Regulatory Education

Design and deliver (or coordinate delivery of) training for Direct Support Professionals, Program Managers, and Clinical Managers on state and federal rules and regulations governing HCBS service delivery.
Ensure staff at every level understand not just what the rules require, but why they matter for member safety and quality of care.
Track training completion and competency across the workforce, maintaining auditable records that demonstrate ongoing regulatory readiness.
Update training content promptly whenever state or federal requirements change.

Qualifications

Required

3+ years of experience in quality assurance, compliance, or regulatory affairs within IDD/HCBS, behavioral health, or a related human services setting.
Working knowledge of Section 21 (or comparable HCBS waiver) requirements, state licensing standards, and incident/reportable events reporting obligations.
Strong written communication skills; comfortable drafting formal correspondence to state regulators.
Highly organized, detail-oriented, and comfortable managing multiple concurrent deadlines across sites.
Valid driver's license and willingness to travel regularly among residential locations.

Preferred

Experience specifically with MaineCare and OADS (Maine's Office of Aging and Disability Services).
Experience building or improving compliance tracking systems, dashboards, or audit tools.
Bachelor's degree in human services, healthcare administration, public health, nursing, or a related field.

Compensation & Benefits

Salary range: $85,000–$110,000, commensurate with experience. Benefits include health, dental, and vision insurance, a 401(k) match, and 4 weeks of paid time off.

Background Check

Employment with Standard Care is contingent upon a satisfactory criminal background check (CORI) in accordance with Maine DHHS requirements, as well as verification of eligibility to work with individuals receiving MaineCare Section 21 services.
