Job Summary:
The Director of Business Operations for Immigrant Youth Services is responsible for supervising the Business Manager and Business Coordinators and overseeing all facets of internal and external business relationships, program fiscal compliance, and operations for programs in the Division. This role collaborates with all stakeholders to address business requirements and facilitates the program's effective interaction with both Morrison departments and external constituents.
Duties and Responsibilities:
- Program Leadership:

Oversees the business operations of programs in the Immigrant Youth Services Division ensuring they operate efficiently and comply with all ORR policies and Joint Commission requirements

Manages the grant application process for ORR, as well as any new funding projects.

Works collaboratively with Program Leadership to provide fiscal management, oversight, and compliance with all State and Federal regulatory requirements

Works with ORR Project Officer and ORR Grants Officer on fiscal and programmatic reporting

Provides guidance and oversight of critical incident reporting.

Ensures that contractors are supported, and contracts are developed, monitored, and maintained.

Coordinates with the Morrison Facilities department, landlords, and program staff to ensure program locations operate safely and efficiently

Serves as the administrator for ORR’s Electronic Health Records (UAC Portal / PATH).

Assists with special projects within the ORR program and serves as a representative for the Division in agency-wide discussions.

Provides leadership, guidance and demonstrates a commitment to learning and implementing the Sanctuary Model

Continuously evaluates program effectiveness and makes improvements based on feedback and outcomes.

Completes other duties as assigned to ensure successful operation of program/department.

Budget Management & Resource Allocation:
- Partners with the Accounting team to create and manage grant budgets, including line-item Excel calculations and detailed narrative documents

Manages resources within budgets to ensure that the program provides necessary services without interruption through the reasonable use of public funds

Provides training, information, and support to Division staff regarding the appropriate use of federal funds through agency procurement processes

Periodically reviews program workflows and operations through the lens of Federal fiscal compliance to ensure the agency is following all requirements

Supervisory Oversight:
-
Provides supervision and manages employee performance, including support plans and disciplinary actions, for the Business Managers and Business Coordinators
- Conducts and documents individual and group supervisory sessions, as directed by program and agency procedures and guidelines.

Collaborates with each team member to support professional development and individual accountability.

Manages recruitment, hiring, and onboarding process for administrative staff and business coordinators.

Demonstrate a commitment to developing a thorough knowledge and application of the Sanctuary model and other organizational policies & practices.
- Participate in staff development, in-services, and training related to workplace effectiveness; model professional behaviors and implement improvements to business practices with awareness of their impact in a trauma-informed behavioral healthcare organization.

Quality Assurance, Reports & Reviews:

Implements and monitors quality standards to ensure that services meet the needs of children and sponsors.

Provides oversight of utilization and quality reviews
-
Manages audits from funders and prepares and adheres to corrective action reports

Responsible for timely and accurate submission of Office of Management and Budget (OMB) Performance Progress reports.

Is aware of Morrison Compliance Program including Compliance Officer, Compliance Standards of Conduct, and Employee Compliance Hotline. Understands Compliance Standards of Conduct and signs attestation document. Completes all assigned compliance, HIPAA, client privacy, and fraud, waste, and abuse training. Knows how to report any client privacy or fraud, waste, or abuse concerns.

Training and Support:

Provides training and support to staff, care providers, and volunteers to ensure they are equipped to handle the uniqueness of working with unaccompanied children.

Ensures agency wide training and staff development is adhered to relevant to agency and program requirements.

Ensures that all staff required to use a Morrison credit card receive fiscal training and follow all agency fiscal policies and procedures.

Compliance:

Ensures that all business and program operations comply with all applicable state, federal, and accreditation guidelines and Morrison policies and procedures.

Adhere to mandatory abuse reporting laws and HIPAA requirements.

Project Management

Create project plans outlining project scope, timelines, resources, and milestones

Effectively communicate goals, updates, and expectations to stakeholders and team members
- Ensure deliverables meet the required standards/specifications, identify risks, and develop mitigation strategies.

Negotiate with stakeholders, vendors, to secure resources and reach agreements
- Manage project finances, including estimating costs, tracking expenses, and ensuring projects stay within budget.

Required Position Qualifications:
- Bachelor’s Degree OR a combination of relevant training and education experiences.

5 years of experience in program management, including fiscal oversight

1 year of experience providing direct supervision to employees

Advanced skills in Microsoft Office applications, databases, and email applications
Preferred Position Qualifications:
- Master’s degree in business administration, public policy, or public administration

Experience working in a publicly funded organization and managing the use of public funds

Experience working in an organization that provides services to refugee and immigrant communities
-
Bi-lingual in Spanish written, read and verbal. Must clear a language proficiency test.

Experience supporting social service programs

Able to pass a comprehensive criminal history background investigation.

- Hold a valid drivers’ license and if driving a personal vehicle, must maintain minimum auto insurance policy

Local/regional travel between program and administrative locations in Portland, Salem, and Federal Way WA

Working Conditions:
Environment: Work is done in clinical offices, community settings, including Morrison Residential, administration buildings, public locations, and social service sites. Breaks and meals are subject to interruption. Universal Precautions and remaining alert to the environment are critical to address the potential for violent behavior, exposure to disease, biohazards, noise, and contaminants.
Mental demands: Work assigned is diverse and may involve addressing new and unique circumstances. The work might be unpredictable and disrupts planned tasks, requiring flexible time management.
Physical demands: Ability to remain calm and emotionally available serving youth, adults and or families who have experienced trauma. Proficient with office equipment and physical movement. Ability to perform physical interventions if needed in accordance with program and training. Physical dexterity for reaching, stooping, and repetitive wrist and hand motions.
