Full Job Description

Property Claims Manager: On-Site

Position Summary

The Property Claims Manager is responsible for the leadership, administration, and oversight of all property claims operations for a public entity risk pool providing property coverage exclusively to governmental entities throughout Tennessee. This position oversees the investigation, evaluation, negotiation, and resolution of property claims involving counties, municipalities, utility districts, school systems, and other public entities.

The Property Claims Manager ensures claims are managed in accordance with policies, applicable laws and regulations, industry best practices, and the commitment to providing exceptional service to its members. This position works collaboratively with member entities, brokers, underwriters, property insurance syndicates, legal counsel, independent adjusters, consultants, and executive leadership to achieve fair, timely, and cost-effective claim outcomes while protecting the financial integrity.

Essential Duties and Responsibilities

Claims Leadership

Lead and manage the Property Claims Department, providing supervision, coaching, and professional development to claims staff.
Establish performance expectations, conduct performance evaluations, and foster a culture of accountability, collaboration, and continuous improvement.
Assign and monitor workloads based on claim complexity, severity, and staff expertise.
Develop succession plans and training initiatives for claims personnel.

Claims Management

Direct the handling of first-party property claims involving public buildings, infrastructure, equipment, utilities, parks, schools, emergency services, and other governmental property.
Review and approve coverage determinations, reserve recommendations, settlement authority, and claim disposition.
Provide guidance on complex, high-exposure, catastrophic, and litigated property claims.
Ensure timely investigations, accurate documentation, and appropriate communication throughout the claim lifecycle.
Monitor reserve adequacy and authorize reserve adjustments as necessary.

Member Service

Build and maintain strong relationships with member entities by providing responsive, knowledgeable, and solution-oriented claims service.
Serve as a resource to members during significant property losses and catastrophe events.
Resolve escalated claim concerns while maintaining professionalism and fairness.
Promote proactive communication throughout the claims process.

Property Insurance & Reinsurance Coordination

Coordinate with excess property insurance carriers and property insurance syndicates on claims that exceed Trust retention levels or require excess participation.
Ensure timely reporting and documentation for excess carrier reimbursement and recovery.
Participate in strategy discussions involving large-loss and catastrophic claims.
Maintain effective working relationships with reinsurers, syndicates, brokers, and other external partners.

Vendor & Consultant Management

Oversee relationships with independent adjusters, engineers, restoration contractors, forensic accountants, building consultants, environmental specialists, cause-and-origin investigators, appraisers, and legal counsel.
Evaluate vendor performance and ensure adherence to service expectations and contractual obligations.
Develop and maintain preferred vendor relationships that support quality claim outcomes.

Financial Stewardship

Monitor claim costs and identify opportunities for effective cost containment without compromising service or claim quality.
Analyze property loss trends and provide recommendations for loss prevention and risk management initiatives.
Assist with budgeting, forecasting, and reporting related to property claims operations.
Ensure financial accountability through sound reserving and settlement practices.

Qualifications

Education

Bachelor's degree preferred.
Equivalent combination of education and relevant experience will be considered.

Experience

Minimum of 8 years of progressively responsible property claims experience.
At least 3 years of management or supervisory experience leading property claims professionals.
Demonstrated experience handling large-loss commercial property claims and catastrophe events.
Experience working with public entities, governmental insurance programs, or public entity risk pools is strongly preferred.
Experience coordinating claims with excess property insurers, reinsurance partners, or property insurance syndicates is highly desirable.

Pay: $90,000.00 - $115,000.00 per year
