Full Job Description

Position Overview: The Regional Human Resource Manager provides HR leadership and support for Edustaff employees and district partners within the assigned territory. This position is responsible for employee relations, investigations, performance management support, unemployment claims, policy guidance, compliance, and HR process alignment. The role serves as a key liaison between regional operations, district clients, and the corporate HR team to ensure consistent, compliant, and employee-centered HR practices.

Supervisory Responsibilities:

· Directly supervises the HR Specialist(s) assigned to the Oregon office.

· Oversees workload, priorities, training, performance feedback, and day-to-day support for HR Specialist(s).

· Provides local leadership and office coordination for the Oregon office, including general office workflow, communication, supplies, visitors, and escalation of facilities or operational needs.

Key Responsibilities:

· Provides HR support and guidance to employees, managers, regional leaders, and district partners within the assigned territory.

· Handles complex and sensitive employee relations matters, including complaints, workplace concerns, disciplinary matters, and policy questions.

· Conducts or supports workplace investigations and prepares appropriate documentation.

· Attends and participates in disciplinary meetings, terminations, and employee relations conversations.

· Supports unemployment claims, documentation, and related communication.

· Supports workers’ compensation processes, including claim coordination, documentation, follow-up communication, and collaboration with employees, supervisors, insurance partners, and internal leadership as appropriate.

· Facilitate internal safety meetings and support follow-up on action items, documentation, and process improvements.

· Provides guidance on leave, accommodations, performance management, employee conduct, and compliance matters in partnership with the corporate HR team.

· Builds and maintains effective working relationships with district clients within the assigned region.

· Participates in new client implementation meetings to explain HR processes, expectations, and support resources.

· Maintains compliance with federal, state, and local employment laws and regulations applicable to the assigned region.

· Partners with the CHRO and HR team to ensure consistent application of HR policies, procedures, and best practices.

· Identifies trends, recurring issues, training needs, and opportunities to improve HR support across the region and nationally.

· Leads the hiring of qualified job applicants for open corporate positions within territory; collaborates with departmental managers to understand skills and competencies required for openings.

· Assists with employee recognition programs and evaluation rubrics.

· Performs other duties as assigned.

Education and Experience:

· Bachelor’s degree in Human Resources, Business Administration, or related field required.

· A minimum of five years of progressive human resource experience is preferred, preferably with multi-state employment support.

· Experience in education and/or staffing is preferred.
