Annual Pay Range: $83,305.42 - $105,644.63

Hourly Pay Range: $40.050683 - $50.790687

Salary offers will be made within the posted pay range and will be based on candidate's experience (paid or unpaid) that is directly relevant to the position.

We are seeking a motivated, enthusiastic, and experienced professional to join our team as a Management Analyst 2 in the Clackamas County Department of Transportation & Development / Office of Economic Development. If selected for this position, you will be responsible for developing and managing an in-house business incentive grant program for the Office of Economic Development. In this role, your work will mostly focus on seeking out funding opportunities, submitting grant applications, and managing communications with businesses that are searching for direct funding options.

The Office of Economic Development (OED) is housed within the Department of Transportation & Development under Visioning Services. Required Minimum Qualifications/Transferrable Skills:*

A minimum of four (4) years of related experience that would provide the required knowledge and skills to perform the responsibilities of this position that must include all of the following:
- A minimum of three (3) years of experience in grant writing
- A minimum of two (2) years of experience in grant research
- A minimum of two (2) years of experience in grant management
- A minimum of two (2) years of experience in project development & management
- Experience preparing clear and concise reports for program reporting

Preferred Qualifications/Transferrable Skills:*

Current certification as a Certified Economic Developer (CEcD) from the International Economic Development Council or equivalent certification program
Experience communicating with various businesses and articulating needs
Experience using software and technologies to apply for and administer grants
Experience with State & Federal grant administration, compliance & reporting
Experience with analyzing, assessing, and revising program policies & deliverables
At least one (1) year of experience in using Adobe Pro

Must pass a criminal history check which may include national or state fingerprint records check
Driving is required for County business on a regular basis or to accomplish work. Incumbents must possess a valid driver's license, and possess and maintain an acceptable driving record throughout the course of employment.

TYPICAL TASKS

Duties may include but are not limited to the following:

Oversees grant management; coordination of defined programs, systems of service, researching best practices, creating policies, procedures and work plans; monitors revenues, leverages financial resources to increase effectiveness; tracks, monitors and reconciles program data and reporting processes for compliance.
Conducts grant research for relevant and appropriate grantors; participates and/or writes formal grant proposals, including scope of work and budgetary requirements; manages awarded grants for compliance with program reporting requirements and regulations, with awareness of financial reporting requirements, and advises management; coordinates submittal of grant applications and serves as liaison with granting agency and internal County staff.
Researches funding opportunities for businesses seeking direct lending and grant opportunities; connects businesses with lenders.
Measures program effectiveness and makes recommendations for policy and process improvements; interprets policy, rules, regulations and requirements of other agencies.
Provides financial reporting and tracking; responsible for receipt of funds and distributions. Engages with Finance and other departments to ensure accuracy and compliance with program regulatory reporting requirements.
Analyzes industry and sector trends to understand emerging markets and creates targeted approach for business expansion and capital investments.
Analyzes and presents recommendations for programmatic deliverables that support business retention, expansion and attraction efforts that align with department and County goals.
Provides positive business and community relations outreach and manages grant marketing; including development of marketing language, collateral, and support of video production to promote business support provided by the County.
Researches and tracks pending legislation and proposed administrative rules to determine impact on department; creates fact sheets and talking points that will support management as liaison with the Department of Public & Government Affairs.
Works collaboratively with department staff on duties as assigned to achieve programmatic deliverables; ensures work completion within established timelines; reports at staff meetings to ensure ongoing communications and collaboration.
Leads and coordinates multiple projects concurrently with excellent time management skills.
Provides staff reports to advisory boards, operating committees and internal teams.

WORK SCHEDULE

This position works 40 hours during a standard workweek of one of the following schedules:

Monday through Thursday, working 10 hours per day (4/10) with every Friday off
Monday through Friday, working 8 hours per day (5/8)

Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended.

This position is eligible for hybrid on-site/telework subject to the Clackamas County Teleworking Policy and based on the Department’s business needs. The exact amount of on-site/telework and schedule will be discussed with the hiring manager during time of offer. Telework locations cannot be located outside of Oregon or Washington. Washington residents must perform 50% of their time on-site at Clackamas County.

Please Note: While this position is eligible for hybrid telework, it is expected that the first 120 days of employment will be on-site to facilitate onboarding and training.
