Full Job Description

About the Company

TTI is seeking an experienced Program Manager to oversee contractor personnel and support successful performance of a professional services contract supporting Naval Facilities Engineering Systems Command Atlantic.

About the Role

The Program Manager will serve as the primary technical and managerial interface between TTI and the NAVFAC Atlantic Contracting Officer and designated Government representatives. This position will be responsible for daily contract operations, workforce oversight, performance management, scheduling, Government communications, and resolution of contract-related issues. The Program Manager must be available during normal duty hours and able to meet with Government personnel within 24 hours when requested.

Responsibilities

Serve as TTI’s primary authorized point of contact with the Government for daily contract operations.
Act as the primary technical and managerial interface between TTI, the Contracting Officer, the Contracting Officer’s Representative, and other designated NAVFAC personnel.
Manage and oversee the activities of contractor and subcontractor personnel assigned to the contract.
Ensure contract services are completed accurately, effectively, on schedule, and in accordance with all task-order and Performance Work Statement requirements.
Formulate, implement, and enforce work standards, procedures, and performance expectations.
Develop and assign employee schedules based on contract and task-order requirements.
Review performance discrepancies, coordinate corrective actions, and resolve operational concerns.
Communicate TTI policies, organizational objectives, contract requirements, and performance expectations to assigned personnel.
Coordinate staffing, employee coverage, leave planning, administrative support, and other workforce requirements.
Maintain regular communication with Government representatives regarding contract performance, staffing, deliverables, risks, and emerging issues.
Meet with the Contracting Officer or designated Government representative as necessary to maintain satisfactory performance and resolve procedural or operational issues.
Prepare, sign, and submit written meeting minutes to the Government within two workdays following required contract meetings.
Ensure an approved alternate Program Manager is prepared to act with full authority during the Program Manager’s absence.
Support employee onboarding, personnel substitutions, and continuity of services in accordance with contract requirements.
Ensure contractor personnel comply with applicable federal, Department of Defense, Department of the Navy, state, and local requirements.
Safeguard Government property, information, facilities, equipment, and materials used in contract performance.
Perform other contract-management responsibilities necessary to support successful program execution.

Qualifications

Bachelor’s degree in business administration, program management, engineering, construction management, or a related field.
At least five years of experience managing federal contracts, professional services programs, or multidisciplinary technical teams.
Experience supervising employees and coordinating staffing across multiple functions or work locations.
Demonstrated experience managing schedules, work standards, performance concerns, and contract deliverables.
Strong understanding of federal contracting environments and Government-contractor communication protocols.
Ability to communicate effectively with contracting officials, technical personnel, senior leadership, employees, and subcontractors.
Strong organizational, documentation, problem-solving, and conflict-resolution skills.
Ability to prepare professional correspondence, reports, meeting minutes, and performance documentation.
Proficiency with Microsoft Word, Excel, Outlook, Teams, and PowerPoint.
Ability to work full-time on-site and remain available during normal Government duty hours.
Ability to meet applicable Government facility access, background investigation, and security requirements.

Preferred Skills

Project Management Professional certification.
Previous experience supporting NAVFAC, the Department of the Navy, the Department of Defense, or another federal agency.
Experience managing an indefinite-delivery/indefinite-quantity contract or multiple concurrent task orders.
Experience overseeing architecture, engineering, construction, facilities, planning, or other professional support personnel.
Familiarity with firm-fixed-price federal service contracts.
Experience managing geographically dispersed employees or simultaneous projects at multiple locations.

Pay range and compensation package

SALARY: 120k – 130k
