Summary: Performs responsible administrative and accounting work, as directed, for the City of Bluefield under the guidance of City Treasurer. Responsible for maintaining the City’s Business & Occupational tax files, Accounts Receivable data input and collection procedures, accounting for monies deposited to various funds and accounts, as well as customer service. Ascertains that the accounting information provided is accurate and in keeping with good internal controls.
Responsibilities/Tasks:
- Performs general accounting functions, including accounting of monies and deposits of same to the various accounts and funds established for the City.
- Maintains a complete and accurate filing system for Business & Occupational tax accounts on a fiscal year basis.
- Inputs data regarding accounts receivable, and works with collection procedures.
- Verifies mathematical accuracy of work completed.
- Reviews Business & Occupational taxes collected with Senior Accounting staff members and plans future course of action as required.
- Assists with posting information to proper accounts.
- Produces schedules/reports on a regular monthly and as/required basis.
- Assists with customers at front desk, writes receipts, and assists with switchboard, as needed.
- Assists others in department with accounting duties as time allows.
- Must work the hours and/or shift assigned, and begin and end work on time.
- Must meet attendance requirements.
- Must be punctual and timely in meeting all requirement of performance, including, but not limited to, attendance standards and work deadlines; beginning and ending assignments on time; and scheduled work breaks, where applicable.
- Must acquaint self with and abide by City of Bluefield and departmental policies and procedures.
- Must be knowledgeable of the financial restraints of the City and routinely operate within the established guidelines.

EDUCATION (OR EQUIVALENT EXPERIENCE)
Associate’s Degree (A.A.) preferred or equivalent from two year college or technical school. High school diploma or GED required.
LICENSES OR CERTIFICATIONS:
Must possess a valid state driver’s license.
EXPERIENCE:
Two to five years related experience in general ledger, basic accounting, and office management skills. Must possess above average, oral and written communication skills and interpersonal skills. A high level equivalency in computer office skills a must. A knowledge of MAS 200 software a plus.
SKILLS/KNOWLEDGE/ABILITIES (ska) REQUIRED:
· Ability to complete assigned responsibilities and duties with minimal supervision.
· Ability to use appropriate telephone etiquette, routinely making and answering calls with pleasant voice, identifying self and appropriate location.
· Ability to prepare a variety of reports, audits, data summaries, and/or other material as requested in a timely manner.
· Ability to establish and maintain effective working relationships with other employees.
· Ability to follow oral and written assignments and ascertain facts through investigation.
· Ability to communicate effectively, orally and in writing.
· Ability to research issues and statements, and provide a concise, thorough summary of facts and a recommended course of action, i.e. vendor questions with regard to payment and invoices paid.
· Ability to proficiently use computer software and related equipment.
