Full Job Description

Summary:

This position is responsible for conducting housing inspections to ensure all PHA housing units/or Housing Choice Voucher units are decent, safe, and sanitary while complying with state and local standards. Additionally, the position is responsible for Identifying mechanical deficiencies ensuring all housing units are current with NSPIRE and HQS standards. This position reports directly to the Housing Manager.

Enter and maintain computerized inspection records. Notifies owners of dwelling deficiencies. Abates rents as required. Performs other duties as required.

Duties Responsibilities:

· Inspects housing units for compliance with Housing Quality Standards (HQS) and National Standards for the Physical Inspections of Real Estate (REAC) inspects units prior to new participants moving in and on an annual basis; notifies owners of needed repairs and re-inspects for HQS; conducts housekeeping inspections for owned housing programs.

· Performs initial, annual, special and vacate inspections within program and Housing Authority guidelines; certifies the decent, safe, and sanitary condition of all rental dwellings on the program in compliance with HQS and REAC accordingly.

· Conducting Lead-Based Paint Requirement (e.g., to make visual assessment for deteriorated paint surfaces at annual and initial inspections; assuring clearance examinations are conducted when required; meeting requirements for children under six.

· Properly informs participants, property owners/managers of inspection result and clearly relays any deficiencies found for corrective action in a timely manner.

· Comprehensively documents unit condition, amenities and; uses computer programs and software to document, schedule inspections, draft correspondence and maintain records as required.

· Advises owners and participants of inspection results and necessary corrective action;

· Maintains records, documentation and files on prospective tenants as they relate to the inspection lease-up process under the HCV program; maintains computer records including unit information and inspection status.

· Maintains documentation of private sector rentals.

· Responds to telephone inquiries from owners and participants regarding the inspection process; answers question and provides information/referrals to current and prospective owners and property managers; assists in suggesting solutions to rental dwelling maintenance issues.

· Documents evidence of program abuse or fraud.

· Will perform minor maintenance services/repairs when identified.

· Such as changing the switch plate, a smoke detector, a running toilet, tightening a leaky faucet handle, cleaning faucet aerators, changing a light fixture or bulbs, resetting GFCI outlets, reinstalling missing breakers in the electric panel, securing a loose toilet seat, and any other quick 10–20-minute fixes assigned by the foreman/ leadman

· Performs related duties as directed.

Qualifications and Experience:

· High school diploma or equivalent.

· Must have at least 3-years’ experience.

· Working knowledge of Housing Quality Standards (HQS), National Standards for the Physical Inspections of Real Estate (REAC) and Housing Authority policy.

· Ability to obtain HQS and Lead-Based Paint certification within one year of employment or when funding permits.

· Basic knowledge of rental assistance and affordable housing programs

· Knowledge of construction methods, materials, terminology, and techniques

· Knowledge of the building and mechanical trades as they pertain to residential construction.

· The ability to read and understand technical documentation such as federal housing regulations and associated policies and procedures.

· Ability to exercise considerable independent judgment in applying established procedures and regulations to new and recurring work situations.

· Must have a valid driver’s license.

Working Conditions/Physical Requirements:

· Must have the ability to walk, stand, climb stairs, climb ladders, bend, pull, push and lift at least 50 pounds.

· Works indoors and outdoors may be exposed to heat, cold, extreme weather conditions, excessive noise and possible exposure to fumes and offensive odors.
