Full Job Description

Position Summary

The Director of Housing Services provides strategic leadership and operational oversight for the Authority's housing programs, including Public Housing, Housing Choice Voucher (HCV), admissions and occupancy, resident services, and compliance activities. The Director ensures that all programs are administered in accordance with HUD regulations, agency policies, and applicable federal, state, and local laws while promoting excellent customer service and operational efficiency.

Essential Duties and Responsibilities

Program Administration

Direct and oversee Public Housing and HCV program operations.
Ensure compliance with HUD regulations, including admissions, occupancy, rent calculations, recertifications, and lease enforcement.
Oversee waiting list administration and applicant eligibility determinations.
Develop and implement departmental policies and procedures.
Monitor program performance indicators and recommend improvements.

Regulatory Compliance

Ensure compliance with HUD requirements, including:

o Public Housing Assessment System (PHAS)

o Housing Quality Standards (HQS)

o Fair Housing and Equal Opportunity (FHEO)

o PHA Annual and 5-Year Plans

o Resident Advisory Board (RAB) requirements

Coordinate HUD reviews, audits, and monitoring visits.
Prepare reports and documentation required by HUD and the Board of Commissioners.

Leadership and Supervision

Supervise Housing Managers, Intake staff, Resident Services staff, and other assigned personnel.
Establish departmental goals and performance standards.
Conduct performance evaluations and provide coaching and training.
Foster a culture of accountability, teamwork, and customer service.

Resident Relations

Oversee grievance procedures and informal hearings.
Resolve complex resident complaints and appeals.
Promote resident engagement and self-sufficiency initiatives.
Ensure consistent lease enforcement and fair treatment of residents.

Financial and Administrative Responsibilities

Assist in preparing and monitoring departmental budgets.
Monitor occupancy rates, rent collection, and vacancy turnaround times.
Review and approve contracts and procurements related to housing operations.
Participate in strategic planning and agency initiatives.

Minimum Qualifications

Bachelor’s degree in public administration, Business Administration, Housing Management, or a related field;
Five to seven years of progressively responsible experience in affordable housing, public housing, or housing administration.
At least three years of supervisory experience.
Extensive knowledge of HUD Public Housing and HCV regulations.
Experience with housing software such as Yardi Voyager, Emphasys, or Tenmast.
Strong leadership, budgeting, and communication skills.

Preferred Qualifications

Certification as a Public Housing Manager (PHM) or similar housing certification.
Experience with:

o Capital Fund Program

o Asset Management

o NSPIRE inspections

o HUD procurement requirements

o Labor relations and grievance processes

o Strategic planning and policy development.

This role is full-time at 35 hours/week.

Pay: $91,000.00 - $93,400.00 per year
