Full-Time Director of Treatment Foster Care (TFC), Family Preservation Program (FPP), and Parent & Family Empowerment Program (PFEP) Needed in Rhode Island!
Salary: $85,000- $95,000 Annually (based on education and experience)
The Director of Therapeutic Foster Care (TFC), Family Preservation Program (FPP), and Parent & Family Empowerment Program (PFEP) is responsible for the clinical, operational, and administrative oversight of these three community-based programs serving children and families involved with the child welfare and behavioral health systems.
The Director provides leadership to multidisciplinary teams, ensures compliance with agency policies, DCYF regulations, licensing requirements, Medicaid standards, and contractual obligations, and promotes the delivery of high-quality, trauma-informed, family-centered services. The Director works collaboratively with internal and external stakeholders to improve outcomes for children and families while advancing organizational goals and strategic priorities.

Qualifications:
-
Education: Master's degree or higher in Social Work, Psychology, Counseling, Behavior Analysis, Special Education, Marriage and Family Therapy, or a related behavioral health field

Licensure: Independent clinical licensure required, including: LICSW, LMHC, BCBA, PsyD/PhD, or other comparable clinical licensure

Experience: Minimum of three (3) years of supervisory experience in child welfare, behavioral health, foster care, developmental disabilities, or related human services programs
-
Experience working with children and families involved in child welfare and community-based services
-
Experience providing clinical supervision to licensed and unlicensed clinical staff.

Experience supervising multidisciplinary teams

Knowledge of DCYF systems, foster care regulations, Medicaid, managed care organizations, and regulatory compliance requirements

Experience with quality assurance, program evaluation, and performance management
Knowledge & Skills Required:

Strong leadership, organizational, and strategic planning skills

Knowledge of trauma-informed care, child welfare practices, and evidence-based interventions

Experience supporting children with behavioral health, developmental, and family system challenges

Excellent written, verbal, and interpersonal communication skills

Ability to manage multiple programs and competing priorities effectively

Proficiency in electronic health records and Microsoft Office applications

Valid driver's license for a minimum of 3 years with reliable transportation

Ability to obtain and maintain CPR, First Aid, and Safety Care certifications

Ability to travel throughout the community and between program locations as needed

Availability for occasional evening, weekend, on-call, and emergency response responsibilities
Responsibilities:
-
Provide overall leadership and management of Treatment Foster Care, Family Preservation Program, and Parent & Family Empowerment Programs
-
Ensure effective program operations, service delivery, and achievement of contractual and organizational outcomes
-
Support program growth, development, and strategic initiatives
-
Monitor program census, referrals, admissions, waitlists, and discharges
-
Ensure implementation of evidence-based, trauma-informed, and family-centered practices
-
Develop and implement program goals, objectives, and performance improvement initiatives
-
Ensure services are delivered in accordance with professional standards, regulatory requirements, and organizational policies
-
Provide direct clinical supervision and consultation to the Therapeutic Foster Care clinical team and clinical guidance to program staff across TFC, FPP, and PFEP
-
Support clinicians in treatment planning, permanency planning, family engagement, crisis intervention, and service delivery
-
Participate in complex case reviews, permanency planning meetings, and crisis management activities
-
Monitor treatment outcomes, family engagement, service effectiveness, and quality improvement efforts
-
Support staff in managing high-risk situations, family conflict, behavioral concerns, and placement stability issues
-
Ensure implementation of evidence-based, trauma-informed, and family-centered practices across all programs
-
Recruit, hire, train, supervise, evaluate, and develop program staff
-
Provide direct supervision to TFC Clinicians, Case Managers, Foster Parent Recruiters, and Interns as assigned
-
Conduct regular supervision and staff meetings
-
Address performance concerns and implement corrective action when necessary
-
Promote staff retention, professional development, and employee engagement
-
Oversee foster parent recruitment, retention, training, licensing, and support activities
-
Ensure compliance with foster care regulations, licensing standards, and DCYF requirements
-
Monitor foster home capacity, placement stability, and permanency outcomes
-
Collaborate with foster families, biological families, DCYF, schools, and service providers to support children in care
-
Ensure all foster homes receive ongoing support, training, and monitoring to promote successful placements and permanency outcomes

Oversee service delivery within the Family Preservation Program and Parent & Family Empowerment Program
-
Ensure families receive timely, effective interventions designed to improve safety, stability, reunification, and family functioning
-
Monitor visitation services, reunification planning, parent education, and family support activities
-
Promote collaborative relationships with families and community partners to improve outcomes and reduce out-of-home placements
-
Ensure compliance with DCYF contracts, Medicaid regulations, licensing standards, accreditation requirements, and organizational policies
-
Monitor productivity, utilization, documentation quality, and service delivery standards
-
Collaborate with Quality Assurance and executive leadership on audits, program evaluations, and corrective action plans
-
Ensure timely completion of treatment plans, assessments, progress reports, authorizations, and required documentation

Monitor program outcomes and performance indicators
-
Serve as a liaison with DCYF, Family Court, schools, hospitals, managed care organizations, referral sources, and community providers
-
Represent the organization in professional meetings, community forums, and collaborative initiatives
-
Develop and maintain positive relationships with children, families, stakeholders, and community partners
-
Participate in community outreach and foster parent recruitment initiatives
-
Assist with budget management, staffing allocation, and resource planning
-
Prepare reports required by funding sources, licensing bodies, and organizational leadership

Participate in leadership meetings, strategic planning activities, and agency committees

Support program development and implementation of new initiatives

Participate in on-call responsibilities and respond to program emergencies as needed
