Full Job Description

General Purpose:

The Representative Payee is responsible for managing the benefit payments of Social Security beneficiaries, managing their monthly bills, and determining the eligibility of individuals for assistance. Completes new Payee applications, rent rebates, LEAP, SNAP, Medicaid, Medicare applications and recertifications, filing appropriate paperwork with the Department of Human Services. The position acts as a back up to the Home Stability Coordinator by posting and balancing receipts to accounts of payees, generally on the 1st and 3rd day of each month.

Essential Duties and Responsibilities:

· Conducts budgeting, bill-paying and all other tasks inherent in providing money management services to clients in a way that is supportive of clients’ best interest

· Complete, process and file all necessary paperwork for intake, maintain and terminate client’s services in an efficient manner

· Initiate and/or maintain clients’ SSI/SSA benefits to ensure ongoing monthly income and client stability

· Work with program staff to serve a variety of clients’ needs including rent and utility assistance, payee representation and case management

Advocate for clients with outside agencies and landlords regarding rental issues and general client-related matters to help the clients/tenants increase stability and retain their housing

· Be familiar with and follow the Social Security Administration’s Representative Payee guidelines, including all reporting requirements

Communicate reportable information to the Home Stability Coordinator in a timely manner

Ensure that any suspected misuse of funds or property is reported as required by agency policies and procedures.

Responsible for maintaining the condition and accuracy of records, and for ensuring all services are documented in compliance with regulations and agency policies.

Maintain confidentiality of client records and concerns observing all HIPPA protocols

Ensure records and documentation are maintained in a state of audit readiness in accordance with agency policies and regulations

· Respond promptly and appropriately to phone messages, client requests, walk in client needs, staff requests and emails, while safeguarding clients’ financial interest

· Determine eligibility of individuals for rent, utility payments, SNAP and work closely with the Department of Human Services and Social Security office

Complete new applications, including assisting with SNAP, Medicaid, and Medicare application and recertifications

· Responsible for the accurate and timely disbursement of checks to clients, maintain receipts and balances of SSI and SSDI payments for payee accounts.

· Performs other duties as assigned

Minimum Requirements Faith:

Required Skills/Abilities:

· Bilingual in Spanish preferred.

· Proven ability to work with compassion and respect for diverse backgrounds and individuals with disabilities.

· Strong knowledge of Social Security Disability Income.

· Strong understanding of budgeting, record keeping and financial regulations.

· Self-motivated and capable of working independently as well as collaboratively within a team.

· Excellent oral and written communication skills to interact effectively with clients, agencies and landlords.

· Strong time management and organizational skills to manage multiple client accounts and reporting requirements.

· Strong knowledge of community resources and established working relationships with key local agencies.

· Effective problem-solving and decision-making abilities to navigate complex situations and advocate for clients.

· Skilled in managing and de-escalating conflict and crisis situations with professionalism and composure.

· Strong computer skills and general office equipment with the ability to quickly learn and adapt to new technologies.

· Strong data entry skills and experience with computer programs and databases including RFMS, True Link and Pinnacle

Use of a personal vehicle with up-to-date driver’s license, insurance, and Colorado registration. Must have clean driving record.

Education and Experience:

· Education: Associate degree in business or related field required, bachelor’s degree preferred.

· A minimum of 4 years of relevant work experience may serve as a substitute for the educational requirement.

· Experience: Minimum 2 years of experience in accounting, bookkeeping or money management services.
