Full Job Description

DESCRIPTIVE STATEMENT:

This is a non-exempt Temporary/Part-time position limited to 1,300 hours annually. This position is part-time, working in the Parks and Recreation Department, under the direct supervision of the Parks Supervisor. The Program Coordinator oversees, directs, and coordinates volunteer operations and activities within the Parks and Recreation Department. This position also develops and implements program goals/objectives and integrates, collaborates, and supports volunteer efforts.

This job description is an overview and is intended to describe the general nature and level of work being performed. It is not intended to be an exhaustive list of all the functions and tasks required of the position.

DUTIES & RESPONSIBILITIES:

ESSENTIAL FUNCTIONS:

Reviews volunteer applications and selects volunteers.
Trains, monitors, and evaluates assigned personnel, community service groups, seasonal workers and/or volunteers and provides or coordinates staff training and ensures personnel adherence to City rules, regulations, and guidelines.
Oversees, directs, and coordinates volunteer operations, activities, maintenance, renovations, and refurbishment of program facilities under supervision. This includes the department’s ADOPT-A-PARK and ADOPT-A-STREETSCAPE programs.
Recommends and assists in the implementation of the Parks’ Department volunteer program goals and objectives.
Coordinates recruitment of volunteers by reaching out to the community and eliciting community or funding agency financial support for volunteer programs.
Monitors and tracks expenditures to ensure compliance with Parks and City policies.
Recommends, assists, and maintains awareness of new developments in the implementation of volunteer program goals and objectives.
Monitors and evaluates program performance and effectiveness in meeting Parks needs and requirements. Recommends and implements modifications to systems and procedures.
Develops and implements volunteer opportunities.
Promotes volunteer opportunities and highlights volunteer accomplishments.
Identifies areas in the community that need to be cleaned up and organizes volunteers to perform special cleanups.
Develops and maintains up-to-date job descriptions for volunteer positions.
Updates and maintains volunteer handbook.
Maintains and develops reports concerning new or ongoing programs and program effectiveness to include preparing statistical reports.
Ensures and manages that all volunteers have the tools, equipment, and resources needed to complete their work efficiently and effectively.
Promotes and coordinates specific marketing activities and prepares program event and facility marketing material including news releases, flyers, schedules of events, pamphlets, and brochures.
Plans and coordinates an annual awards banquet program.
Creates, research, designs, coordinates, and implements educational and volunteer programs appropriate for community participation and events.
Schedules usage of program facilities for volunteer activities and provides information and assistance to users of facilities.
With the assistance of the Parks and Recreation Department’s Marketing Coordinator, oversees and approves monthly volunteer newsletter, City website, and social media postings.

PHYSICAL REQUIREMENTS:

The physical standards an employee must meet in order to perform the essential job duties with or without a reasonable accommodation include, but are not limited to:

Sedentary work performed in a seated position, but requires frequent moving about, walking, standing, bending, kneeling, reaching, or stooping.
Requires lifting up to 100 pounds.
Requires the ability to create and/or input large amounts of data using repetitive motion on a frequent and prolonged basis.
Must be able to hear all communication from customers, citizens, volunteers, and employees by telephone or in person.
Uses vision to work with written documents, and to monitor volunteers in the field during activities.
Requires the ability to work outdoors in various weather condition.

KNOWLEDGE, SKILLS & ABILITIES:

The employee must have thorough knowledge of and proficiency with:

Modern office equipment and be proficient in the operation of Microsoft Windows and Microsoft Office 365 tools such as Word, Excel, PowerPoint, and Publisher.
Principles of business correspondence, hand-written and electronic, and report preparation.
Principles and practices of volunteer program development and implementation.
Principles of lead supervision and volunteer training.
Procedures, methods and techniques of budget preparation and control.
Rules and regulations of any governing agency the provides oversight to volunteer programs.
Methods and techniques of eliciting community and agency funding support for volunteer programs.
Record keeping and data collection methods and procedures.
Recent developments, current literature and information related to volunteer programing.
Marketing theories, principles and practices and their application to volunteer program administration.
Operation of computer programs and software applications related to job duties and assignments.

The employee must have the skill and ability to:

Oversee, coordinate, and implement volunteer programs.

Maintain accurate records.
Communicate effectively, both orally and in writing.
Work effectively as a member of a team.
Interpret and apply rules, regulations, policies, and procedures.
Ensure program compliance with mandated City policies, procedures, rules, and regulations.
Maintain a high level of confidentiality.
Motivate, provide support, and show appreciation and respect for all volunteers, while encouraging others to do the same.
Work successfully with and provide good customer service to supervisors, other City employees, the public, and other agencies, and organizations.
Perform all of the job duties in a safe manner.

MINIMUM QUALIFICATIONS:

MINIMUM QUALIFICATIONS:

In addition to the knowledge, skills and abilities listed above, this position requires the following:

A valid driver’s license at the time of application, and a valid Colorado driver’s license within 30 days of employment
- License restrictions that may hinder your ability to drive on City business, such as an interlock, will be cause for disqualification
- During the course of employment, a valid license must be maintained, and the employee must notify the City immediately upon changes to the status of their license

An associate degree or at least 60 credit hours college course work from an accredited college or university

An associate degree may be substituted for:

A high school diploma and two (2) years of successful experience in a related position which required planning and coordinating similar activities

SPECIAL CONDITIONS OF EMPLOYMENT:

First aid certification is desirable. The individual must be willing and able to work a flexible schedule including evenings, weekends, and holidays as needed.

All required licenses and certifications must be maintained throughout the term of employment. Failure to obtain or maintain licenses and certifications may result in demotion or termination.

Due to Federal and State Criminal Justice System access requirements, classifications that access and maintain criminal justice information may also be required, as a condition of employment, to not have been convicted of and/or have pending charges of a felony or misdemeanor crime that would deny or otherwise restrict access to criminal justice information. This requirement applies to all existing City employees as well as external candidates seeking to fill positions that meet the given criteria.

City of Pueblo Temporary and Seasonal Employee Sick Leave Benefits
Beginning January 1, 2021, all employers in Colorado are required to provide paid sick leave to employees under the Healthy Families and Workplaces Act (“HFWA”). Said leave is accrued at one hour of paid sick leave for every 30 hours worked, up to a maximum of 48 hours.
Per the Act, leave may be used for any of the following reasons:

The employee has a mental or physical illness, injury, or health condition; needs a medical diagnosis, care, or treatment related to such illness, injury, or condition; or needs to obtain preventive medical care.
The employee needs to care for a family member who has a mental or physical illness, injury, or health condition; needs a medical diagnosis, care, or treatment related to such illness, injury, or condition; or needs to obtain preventive medical care.
The employee or family member has been the victim of domestic abuse, sexual assault, or harassment and needs to be absent from work for purposes related to such crime; or
A public official has ordered the closure of the school or place of care of the employee's child or of the employee's place of business due to a public health emergency, necessitating the employee's absence from work.

Consistent with the HWFA, part-time temporary and seasonal employees of the City shall not carry forward more than forty-eight (48) hours of unused sick leave from one year to the next.

City employment as a temporary or seasonal employee means that the most you can expect to work is 1300 hours in a calendar year. Depending on the work schedule required by the hiring department, this means more time to spend with your family and/or doing other activities.
