The Site Manager is responsible for the overall leadership, performance, and day-to-day management of ACM operations at the AstraZeneca Frederick Manufacturing Center (FMC).
This position provides site-level oversight of multiple integrated service lines, including:
- **GMP cleaning and disinfection
- Non-GMP janitorial services
- Facility maintenance
- Vendor management
**.Operating within a highly regulated pharmaceutical manufacturing environment, the Site Manager is responsible for ensuring services are delivered safely, consistently, and in accordance with applicable AstraZeneca requirements, ACM policies, GMP expectations, approved procedures, and contractual obligations.
The Site Manager serves as the primary ACM operational leader at the site and is responsible for building a strong partnership with AstraZeneca stakeholders while developing an effective leadership team, maintaining appropriate staffing levels, driving accountability, and continuously improving service performance.
### Key Responsibilities###
###Site Leadership & Operations
- Provide overall leadership and direction for all ACM service lines at the Frederick Manufacturing Center.
- Maintain accountability for daily operations, staffing, scheduling, quality, safety, training, and service delivery.
- Lead and develop managers, supervisors, leads, technicians, maintenance personnel, and other assigned staff.
- Ensure appropriate management coverage and resources are available to support site operations.
- Establish clear expectations for leadership presence, employee accountability, communication, and escalation.
- Conduct routine operational reviews and ensure identified issues are addressed in a timely manner.
- Coordinate ACM activities with AstraZeneca manufacturing schedules and operational priorities to minimize disruption to site operations.
### GMP Cleaning & Disinfection Program
- Provide management oversight of the site's GMP cleaning and disinfection program.
- Ensure GMP cleaning activities are performed in accordance with approved procedures, frequencies, methods, and documentation requirements.
- Maintain strong controls around cleaning documentation, electronic systems, logbooks, and other applicable records
- Monitor cleaning exceptions, missed activities, documentation errors, contact-time issues, and other potential compliance concerns.
- Ensure deviations and investigations involving ACM activities receive timely management support and appropriate follow-up.
- Partner with Quality, Manufacturing, Facilities, and other AstraZeneca stakeholders regarding cleaning requirements and operational priorities.
- Ensure employees maintain required GMP training, qualifications, gowning requirements, and OJT completion.
- Drive inspection and audit readiness through routine management oversight, floor presence, internal audits, and corrective actions.
- Promote a strong culture of data integrity and Good Documentation Practices.
### Janitorial / Non-GMP Services
- Oversee janitorial and non-GMP cleaning services throughout assigned areas of the FMC campus.
- Ensure established cleaning frequencies, service standards, inspections, and customer expectations are consistently achieved.
- Manage staffing and workload distribution based on building needs, occupancy, production schedules, and changing site priorities.
- Monitor consumable inventory, equipment condition, supply usage, and service quality.
- Address customer concerns and service deficiencies promptly and implement sustainable corrective actions.
- Identify opportunities to improve productivity and service delivery while maintaining contractual requirements.
### Maintenance Operations
- Provide oversight of ACM-managed maintenance activities and personnel.
- Ensure preventive and corrective maintenance activities are properly scheduled, assigned, documented, and completed.
- Coordinate maintenance activities with AstraZeneca Facilities and other site stakeholders.
- Monitor work orders, response times, backlog, preventive maintenance completion, and recurring equipment issues.
- Ensure maintenance personnel follow applicable safety procedures, permits, SOPs, manufacturer requirements, and site policies.
- Coordinate specialized contractors and subject-matter experts when work requires external support.
### Vendor & Contractor Management
- Manage ACM-controlled vendors and subcontractors supporting site operations.
- Coordinate vendor scheduling, site access, badging, escorts, safety requirements, and work execution as applicable.
- Ensure vendors meet contractual, safety, quality, documentation, and performance expectations.
- Review vendor performance and escalate recurring service or compliance issues.
- Support procurement activities, quotations, purchase requests, invoices, and cost controls as required.
- Maintain appropriate visibility of contractor activities occurring under ACM's scope.
### Quality & Compliance
- Maintain a state of continuous inspection and audit readiness.
- Ensure ACM employees understand and comply with applicable site procedures, GMP requirements, safety requirements, and ACM policies.
- Participate in deviation investigations, root-cause analysis, CAPA activities, customer complaints, and other quality events involving ACM operations.
- Ensure corrective and preventive actions are implemented and sustained.
- Review operational trends to identify recurring issues before they develop into significant quality or service events.
- Maintain effective controls for training compliance and employee qualifications.
- Support internal, client, and regulatory audits as required.
### Safety
- Promote a strong safety culture across all ACM service lines.
- Ensure incidents, injuries, near misses, and unsafe conditions are reported and escalated through the appropriate systems.
- Participate in incident investigations and ensure corrective actions are completed.
- Reinforce compliance with PPE, chemical handling, ergonomics, equipment operation, LOTO, and other applicable safety requirements.
- Partner with AstraZeneca SHE and ACM Safety leadership to address safety risks and improve site performance.
### Client Relationship & Communication
- Serve as the primary ACM operational point of contact for AstraZeneca site leadership and key stakeholders.
- Maintain regular communication with AstraZeneca regarding performance, staffing, upcoming activities, risks, and operational needs.
- Participate in operational, quality, safety, governance, and performance meetings as required.
- Ensure ACM leadership responds promptly to client requests, investigations, meetings, and escalations.
- Build collaborative relationships across Manufacturing, Quality, Facilities, SHE, Procurement, and other site functions.
- Communicate significant operational, compliance, staffing, or client concerns to ACM senior leadership.
### Staffing, Training & Employee Development
- Maintain appropriate staffing levels across all service lines and shifts.
- Manage recruiting needs, onboarding, employee transfers, attendance, performance, and succession planning.
- Ensure required training and qualifications are completed within established timelines. Develop supervisors and managers to strengthen the site's leadership pipeline.
- Conduct performance discussions and implement coaching, recognition, corrective action, or development plans as appropriate.
- Foster a professional workplace culture centered on respect, accountability, teamwork, safety, and compliance.
### Financial & Contract Management
- Manage site operations in accordance with contractual scope and financial expectations. Monitor labor utilization, overtime, supplies, equipment, vendors, and other controllable expenses.
- Identify opportunities to improve efficiency and control costs without compromising quality, safety, compliance, or service.
- Support budgeting, forecasting, invoice validation, procurement, and financial reporting as required.
- Monitor activities outside contractual scope and ensure additional services are appropriately communicated and documented.
### Performance Management & Continuous Improvement
- Establish and monitor KPIs across GMP, janitorial, maintenance, safety, training, quality, and vendor performance.
- Analyze deviations, exceptions, complaints, audit observations, work orders, training metrics, and other operational data for trends.
- Develop action plans for areas that do not meet performance expectations.
- Identify opportunities to standardize processes, improve technology utilization, strengthen documentation, and increase operational efficiency.
- Provide regular performance updates to ACM and AstraZeneca leadership.
### Qualifications
- Bachelor's degree in Business Administration, Facilities Management, Operations Management, Engineering, Life Sciences, or a related field preferred; equivalent relevant experience may be considered.
- Minimum **5–7 years of progressive operations or facilities management experience**, preferably within pharmaceutical, biotechnology, healthcare, or another highly regulated environment.
- Previous experience managing multiple service lines and a large, multi-shift workforce strongly preferred.
- Experience with **GMP cleaning/disinfection, facilities services, maintenance, or regulated manufacturing operations** strongly preferred.
- Working knowledge of Good Manufacturing Practices (GMP), Good Documentation Practices (GDP), quality systems, deviation management, and audit readiness.
- Demonstrated experience managing supervisors, frontline employees, contractors, and vendors.
- Strong client relationship, communication, problem-solving, and organizational skills.
- Ability to manage competing priorities and respond effectively to urgent manufacturing and facility needs.
- Strong computer skills and ability to work with electronic work-management, training, documentation, and reporting systems.

### Position Expectations
The Site Manager is expected to maintain sufficient flexibility and leadership presence to support a **24/7 pharmaceutical manufacturing operation**. While the position will have a primary work schedule, availability outside normal business hours may be required for significant operational events, regulatory matters, emergencies, staffing issues, or client escalations. The Site Manager is ultimately accountable for ensuring that ACM's GMP cleaning and disinfection, janitorial, maintenance, and vendor-management programs operate as **one coordinated site service organization** that consistently meets AstraZeneca's expectations for safety, quality, compliance, reliability, and customer service.
Pay: $85,000.00 - $95,000.00 per year
