Full Job Description

OVERVIEW:

Provide support to the Indo-Pacific Global Threat Reduction team at the Defense Threat Reduction Agency (DTRA). Activities include supporting international partner nations by preparing plans and capabilities to respond to contingencies to secure and eliminate chemicals of security concern and nuclear/high-threat radiological materials; securing chemical weapons, chemicals of security concern, nuclear, and radiological weapons and materials; and eliminating nuclear, radiological, and chemical weapons and delivery systems.

This position will assist the Government with developing requirements, developing project strategy and objectives, and supporting acquisition strategy decisions and related products. Serve as lead technical Advisor and Assistance Support to the Government Project Officer, and are directly responsible for ensuring all project level deliverables meet quality and schedule requirements.

RESPONSIBILITIES:

Develops and delivers briefings for senior DoD officials;
Supports updates to quarterly project fact sheets and regional/country summaries for the Office of the Secretary of Defense;
Supports development of project level inputs for Program Objective Memorandum, Project Management Reviews, Annual Report to Congress, Annual Spend Plans, and metrics reviews as required;
Supports country assessments and validating project metrics on a recurring basis;
Responsible for conducting vulnerability assessments, training need analysis, identifying and validating requirements, and developing strategy and objectives for projects ranging from chemical security and elimination, chemical UXO response, site security, transportation security, and post interdiction counter smuggling activities;
Responsible to assist project officers with linking project activities and objectives to National Strategy, Combatant Command plans, DoD priorities, and efforts of interagency partners;
Responsible for developing and/or reviewing statements of work, work breakdown structures, independent cost estimates, source selection criteria, and technical evaluations of contractor proposals;
Responsible for advising project officers on and developing sustainment and transition plans to ensure partner nations are capable of maintaining capacity upon project completion;
Responsible to provide quality staff products including analysis and assimilate information, develop products to support decision making (e.g. papers, action memos, talking points, and briefings.
Will be expected to review project technical deliverables and coordinate with other team members to provide comments that will advance project execution;
Will interact with U.S. Government personnel, other contractors, and in-country representatives to include foreign governments;
Will be required to travel OCONUS to support project execution (i.e., develop requirements, monitor/inspect work completed, and coordinate with in-country representatives). May be required to travel OCONUS ~25% of schedule. Trips typically last 1 week, but, on occasion, may extend to 2 weeks or more in duration;
Will coordinate with project analysts to support requirements development, sustainment, cost vs. performance trade-off analysis, feasibility analysis, regulatory compliance support, quality assurance, and cradle to grave project management;
Will coordinate with project analysts to develop budget estimates;
Have strong familiarity with chemical detection equipment and technology?
Are you familiar with common SOPs responding WMD? What to do as an initial response - tactical level operations?
Know proper standards and techniques for collecting chemical agent?

QUALIFICATIONS:

Ability to communicate and facilitate consensus-building across multiple stakeholders
Solid writing and communication skills
Comfort with fast-paced, senior-level clients
Understanding of DoD processes and procedures
Understanding of CWMD and major stakeholders’ interests
Adept at using OFFICE, including PowerPoint
Bachelor’s degree in engineering or a relevant scientific area or related discipline such as national security studies (RELEVANT CWMD EXPERIENCE MAY BE SUBSTITUTED)
10+ years of related experience.
Experience in programs dealing with the threats of chemical, biological, radiological, and nuclear materials (EMPHASIS ON CHEMICAL)
Experience with guard force procedures, equipment and training, management and design of physical security systems, and CBRN detection equipment
Proficient in staffing processes and able to assimilate and analyze information, develop products to support decision-making. Proficient with Microsoft Office Tools Ability to work independently
SECRET CLEARANCE

DESIRED SKILLS and QUALIFICATIONS: Experience at combatant command staff or Civil Support Teams (CST) Familiar with project management and acquisition processes Demonstrated capability to prepare relevant instructional content and conduct training and mentoring

Experience working with the Department of Defense, Department of Energy, and U.S. National Laboratories
Experience working with international partners and international organizations Experience in operational energy, energy technologies, including experience working on implementing U.S. government programs to reduce nuclear, chemical, or biological threats internationally
Understanding of United States and International industry best practices and standards in chemical security
