Company Overview
We are seeking a Security Project Manager to serve as the on-site
Contract Manager for an armed security and public safety operation at a federal facility in
the Southwest region. The site operates 24 hours per day, 7 days per week, and spans
the Arizona - California State line.
The Security Project Manager is accountable for armed guard force staffing and coverage,
officer licensing and firearms compliance, post orders, quality control, incident reporting,
equipment and weapons oversight, and the day-to-day relationship with the customer.
Experience
- Minimum 5 years of progressively responsible management experience in contractphysical security, armed guard force operations, or public safety (7+ years preferred)
- Minimum 3 years directly managing an armed security or public safety workforce in a 24/7 operating environment
- Prior service as a Contract Manager, Program Manager, Project Manager, Operations Manager, Regional Manager, Site Manager, or comparable contract security operations leader
- Demonstrated experience managing a federal or highly regulated government security contract
- Direct working experience with a Contracting Officer, Contracting Officer’s
- Representative, facility manager, or federal program office
- Proven ability to translate a PWS/SOW, QASP, post orders, and contract clauses into daily post-level operating requirement
Operational and Compliance Knowledge
- Armed guard force scheduling, relief coverage, call-off response, overtime control, leave, corrective action, and discipline
- Licensing required in more than one state private security licensing, armed guard credentials, and firearms permits, including verification that every assigned officer holds the credentials required in each state where duties are performed
- Firearms qualification and requalification tracking; use-of-force, escalation-of-force, and de-escalation training
- Lautenberg Amendment compliance
- Background investigation, suitability processing, fingerprinting, and site-access
- credentialing
- Post orders, duty rosters, daily activity reports, and incident reporting
- Quality Control Plan development, scheduled and unscheduled post inspections, QASP
- performance monitoring, root-cause analysis, and corrective action tracking
- Weapons, ammunition, body armor, duty equipment, and vehicle inspection and accountability
- Service Contract Labor Standards, wage determinations, payroll validation, and timekeeping
- Contract start-up, incumbent workforce transition, and phase-in execution
- Physical and Working Conditions
- Conduct outdoor post inspections and site visits in desert conditions and temperature extremes
- Walk and navigate a large industrial and public-access site, including stairs and uneven terrain
- Respond on site during nights, weekends, holidays, emergencies, and unusual
- occurrences
- Communicate calmly and effectively during confrontations, emergencies, and high stress events
- Read, write, and speak fluent English and prepare professional government-facing
- written reports
Preferred Qualifications
- Armed federal guard force operations at a federal water and power site
- Department of the Interior or federal water and power infrastructure contract experience
- Land management, public safety, traffic control, or visitor management at a public access federal site
- Remote-site security management with a limited local labor pool
- Desert or extreme-weather security operations
- Multi-jurisdictional operations spanning Arizona and California
- Unionized guard force management, including CBA administration and grievance handling
- Incumbent workforce transition or contract start-up leadership
- Current or recent federal public trust, suitability, or agency-specific background determination
- Bachelor’s degree in Security Management, Criminal Justice, Emergency Management,
- Public Administration, Business Administration, or a related field
- CPP, PSP, PMP, or comparable federal security, emergency management, or contract management certification
- TrackTik or comparable guard force management, scheduling, timekeeping, and credential tracking platform
- Arizona DPS armed security guard card; California BSIS Guard Card and Exposed Firearm Permit

Eligibility
- U.S. citizenship
- Ability to obtain and maintain a favorably adjudicated federal background investigation, suitability determination, and site-access credentials
- Ability to pass a pre-employment medical examination and drug screening under federal standards
- Valid driver’s license and reliable transportation
- Reside within practical driving distance of Southwest Region, or willingness to relocate before
- contract start
- Available on site for short-notice response and by telephone 24/7 for staffing, security, and operational escalations
- High school diploma or equivalent

Pay: $110,000.00 - $130,000.00 per year
