Special Education Teacher (LBS I) - Travel & Local | Illinois | 2026-2027 SY
Travel Pay Packages: $1,800 - $2,400 gross weekly. Each package is a taxable hourly wage plus non-taxable housing and meal stipends. On our standard structure that nets out comparable to a fully taxed role paying roughly $58 to $83 per hour. Stipend eligibility depends on maintaining a qualifying tax home under IRS rules, and we confirm your eligibility in writing before you sign.
Local Pay Packages: $45 - $60 per hour, for teachers living within 50 miles of the assignment. Fully taxed, no stipend, no duplicate housing to maintain.

Where We Place Special Education Teachers in Illinois

Illinois Certification - Including the 2026 Rule Change Nobody Warned You About
- What you need: an Illinois Professional Educator License (PEL) endorsed in Learning Behavior Specialist I (LBS I), issued by the Illinois State Board of Education. A bachelor's degree is sufficient. No master's is required. LBS I covers all grades except prekindergarten, which uses a separate Early Childhood Special Education credential.
- The change you need to know about: effective January 1, 2026, every out-of-state applicant must pass the Illinois content test to have an endorsement issued, regardless of experience. Illinois will still recognize the endorsements on a valid comparable out-of-state license, but a test you passed in another state can no longer be substituted, and there is no years-of-experience exemption. For special education that means the ILTS Learning Behavior Specialist I exam, test code 290.
- We are telling you that up front because most agencies will not. It is one test, it is passable, and we cover the registration fee. But you should hear it before you accept an assignment, not after.
- edTPA is waived in Illinois through September 2029.
- Out-of-state applications are evaluated on a valid comparable license plus a bachelor's degree and transcript review, and are submitted through ELIS via a Regional Office of Education or Intermediate Service Center. We handle that filing.
Requirements
- Bachelor's degree or higher from an accredited institution
- Illinois PEL with LBS I endorsement, or a valid comparable out-of-state license and willingness to sit the ILTS 290 content exam. We assist with the application and cover testing fees.
- Prior special education classroom experience preferred
- Experience writing and implementing IEPs
- In-person service delivery required
The 50-Mile Rule (You May Already Qualify)
You do not have to cross state lines to earn travel pay. If an assignment is more than 50 miles from your permanent residence, you may qualify as a traveler and become eligible for the non-taxable stipends that make these packages work. That could mean three states away, or two hours from home inside Illinois. Plenty of our teachers travel in-state and come home on weekends.
Within 50 miles of the assignment? You would work it as a local contract at a strong hourly rate instead. We will walk you through which path fits you and confirm your stipend eligibility in writing before you sign anything.
