Raleigh Water, a leading utility within the City of Raleigh, is responsible for providing exceptional water and wastewater services to the City of Raleigh service area, including the Towns of Garner, Rolesville, Wake Forest, Knightdale, Wendell, and Zebulon. Our GIS team plays a critical role in supporting operations, planning, and decision-making by maintaining accurate and high-quality geospatial data.
The GIS Analyst, Senior focuses on developing, improving, and standardizing GIS data editing workflows to support the accuracy, integrity, and usability of utility data across Raleigh Water’s systems. This role provides technical guidance to GIS staff, establishes best practices, and ensures efficient and consistent data management for both operational and planning needs.
The position includes supporting the editing and maintenance of utility network datasets, contributing to indoor GIS initiatives using ArcGIS Indoors, and assisting with field data collection efforts using GPS, LiDAR, and drone technologies. The Senior GIS Analyst also performs spatial analysis, creates high-quality maps and applications, and provides technical support and training for GIS and non-GIS staff.

Education and Experience:
Bachelor's Degree in Geography Computer Science, Geographic Information Systems, Surveying, or related field; 3 to 5 years' experience in GIS data management, or a related field

Any equivalent combination of training and/or experience that provides the required knowledge, skills and abilities may be substituted
Licenses or Certifications:
Knowledge, Skills and Abilities:
Strong knowledge of GIS data editing workflows, data management practices, and QA/QC processes
Experience with Python, SQL, and use of APIs
Familiarity with Esri platforms including ArcGIS Pro, ArcGIS Enterprise, and ArcGIS Online
Working knowledge of GIS data models, including versioning, attribute rules, and maintaining data integrity
Knowledge of water and/or wastewater utility systems and infrastructure (preferred)
Familiarity with ArcGIS Utility Network and ArcGIS Indoors, including vertical asset management (preferred)
Experience supporting GIS data collection using GPS, LiDAR, or drone technologies (preferred)
Strong problem-solving skills and the ability to troubleshoot GIS data, tools, and applications, while providing guidance and training to GIS and non-GIS staff
