Job Summary
The National Director of Construction and Facilities Management is responsible for supporting the planning and execution of facility retrofits, expansions, capital improvements, and new construction projects across the company’s national portfolio of cultivation and processing facilities.
Reporting directly to the Vice President of Construction and Facilities Management, this position will help translate operational and business requirements into well-defined, executable construction and facility-development plans. The National Director will collaborate with internal stakeholders, design professionals, contractors, vendors, regulatory authorities, and site leadership to ensure projects are completed safely, efficiently, on schedule, within budget, and in alignment with operational and regulatory requirements.
The National Director will also provide leadership, direction, and technical support to facilities managers and facilities teams at all operating locations. This role is responsible for advancing consistent facilities-management standards across the organization, with particular emphasis on preventative and predictive maintenance, equipment reliability, emergency preparedness, break-fix response, energy efficiency, documentation, team development, and long-term capital planning.
The successful candidate will be an experienced construction and facilities leader who is comfortable operating in complex, highly regulated, mechanically intensive environments. This individual must combine strong personnel-management and team-building capabilities with hands-on knowledge of construction, HVAC, electrical, plumbing, building automation, life-safety systems, utility infrastructure, and critical facility operations.
KEY RESPONSIBILITIES
CONSTRUCTION, EXPANSION, AND FACILITY DEVELOPMENT
- Support the Vice President of Construction and Facilities Management in developing and executing new construction, retrofit, renovation, expansion, and major capital-improvement projects.
- Assist in defining complete project scopes, objectives, deliverables, budgets, schedules, operational requirements, and regulatory constraints.
- Collaborate with cultivation, manufacturing, operations, compliance, security, information technology, finance, legal, and executive leadership to establish project requirements.
- Evaluate existing buildings, infrastructure, utility capacity, equipment, workflows, and site conditions to identify project constraints, risks, and opportunities.
- Support site selection, due diligence, feasibility assessments, building evaluations, and infrastructure analysis for potential new facilities.
- Coordinate with architects, engineers, construction managers, general contractors, subcontractors, equipment suppliers, and specialty consultants.
- Support the development and review of architectural, structural, mechanical, electrical, plumbing, fire-protection, controls, security, and process-system designs.
- Review drawings, specifications, equipment schedules, proposals, contracts, change orders, submittals, requests for information, schedules, and project closeout documentation.
- Develop and manage scopes of work and resource requirements for construction and capital projects.
- Manage assigned projects from planning through commissioning and turnover when required by project workload or organizational priorities.
- Monitor project budgets, schedules, risks, procurement activities, quality, and progress.
- Provide clear and timely reporting regarding project costs, schedules, risks, decisions, and required corrective actions.
- Identify value-engineering opportunities that reduce cost or improve long-term operational performance without compromising safety, compliance, functionality, or product quality.
- Ensure projects are properly commissioned, documented, and transitioned to onsite operations and facilities teams.
- Support regulatory inspections, licensing activities, certificates of occupancy, and other project-related approvals.
NATIONAL FACILITIES MANAGEMENT
- Provide leadership, guidance, and technical support to facilities managers and facilities teams across all cultivation and processing locations.
- Establish consistent national standards, procedures, performance expectations, and reporting requirements for facility operations and maintenance.
- Serve as a primary escalation resource for complex break-fix issues, equipment failures, facility emergencies, utility interruptions, and other events that may affect production or business continuity.
- Work with site leadership and facilities managers to resolve emergency situations with urgency, sound judgment, and clear communication.
- Conduct regular site visits, facility assessments, equipment reviews, and operational audits.
- Identify deficiencies, reliability risks, deferred maintenance, safety concerns, capacity constraints, and opportunities for improvement.
- Ensure facilities and critical equipment are maintained in a safe, reliable, compliant, and operationally efficient condition.
- Support the startup, stabilization, and continued operation of new or significantly renovated facilities.
- Promote a strong internal customer-service culture focused on supporting cultivation, processing, manufacturing, warehousing, and administrative teams.
MAINTENANCE, TEAM LEADERSHIP, CAPITAL PLANNING, AND COMPLIANCE
Preventative Maintenance and Asset Reliability
- Develop and maintain standardized preventative and predictive maintenance programs for critical building, cultivation, processing, utility, and life-safety systems.
- Monitor equipment reliability, maintenance completion, recurring failures, downtime, repair costs, and service-provider performance.
- Lead root-cause analysis, repair-versus-replacement decisions, critical spare-parts planning, and contingency planning for essential systems.
Personnel Management and Team DevelopmentP
- Lead, coach, and develop facilities managers and facilities personnel across multiple locations.
- Assess staffing, technical capabilities, training needs, succession planning, and organizational structure.
- Build a culture of safety, accountability, urgency, collaboration, customer service, and continuous improvement.
Budgeting and Capital Planning
- Develop and manage operating budgets, capital budgets, project forecasts, and multiyear facility improvement plans.
- Prioritize investments based on safety, compliance, reliability, operational continuity, capacity, lifecycle cost, and business need.
- Evaluate proposed solutions to ensure they are technically appropriate, maintainable, cost-effective, and aligned with long-term objectives.
Safety, Compliance, and Documentation
- Ensure construction and facility-management activities comply with applicable codes, regulations, licensing requirements, safety standards, and company policies.
- Maintain accurate drawings, manuals, warranties, inspection records, service reports, maintenance records, permits, and project closeout documentation.
- Coordinate with compliance, environmental health and safety, security, contractors, and authorities having jurisdiction as required.
REQUIRED QUALIFICATIONS
- Bachelor’s degree in Construction Management, Facilities Management, Engineering, Architecture, Building Construction, or a related field, or equivalent relevant experience.
- Eight or more years of progressively responsible experience in construction, facilities management, engineering, facility development, or critical facility operations.
- Five or more years of personnel-management experience, including responsibility for managers, technical personnel, or geographically dispersed teams.
- Demonstrated experience managing renovations, retrofits, expansions, capital improvements, and new construction projects.
- Strong working knowledge of HVAC, dehumidification, electrical distribution, plumbing, emergency power, building automation, utility infrastructure, fire protection, and life-safety systems.
- Experience developing and managing preventative-maintenance and asset-reliability programs.
- Proven ability to manage equipment failures, facility emergencies, utility interruptions, and other time-sensitive operational issues.
- Experience developing and managing operating budgets, capital budgets, project budgets, and multiyear capital plans.
- Ability to read and interpret construction drawings, specifications, contracts, equipment documentation, and technical reports.
- Strong leadership, communication, delegation, team-building, problem-solving, and organizational skills.
- Proficiency with Microsoft Office, project-management software, computerized maintenance management systems, and general business software.
- Valid driver’s license and ability to travel 50% or more, including overnight and short-notice travel.
- Ability to respond outside normal business hours when required by facility emergencies, shutdowns, commissioning activities, or operational needs.
PREFERRED QUALIFICATIONS
- Experience in controlled-environment agriculture, cannabis cultivation, food production, pharmaceutical manufacturing, healthcare, data centers, airports, casinos, or other regulated and mechanically complex environments.
- Experience managing facilities or construction projects across multiple states or geographic regions.
- Experience with central utility plants, chillers, boilers, cooling towers, water-treatment systems, compressed air, fertigation systems, and horticultural lighting.
- Experience implementing or improving computerized maintenance management systems, commissioning programs, energy-management initiatives, or utility-efficiency projects.
- Project Management Professional, Certified Facility Manager, Facility Management Professional, LEED, trade license, or other relevant certification.
PHYSICAL AND WORK REQUIREMENTS
- Ability to work in cultivation, processing, manufacturing, warehouse, mechanical-room, rooftop, construction-site, and office environments.
- Ability to work in varying temperatures, humidity levels, weather conditions, noise levels, and lighting conditions.
- Ability to stand, walk, climb stairs and ladders, bend, stoop, crouch, kneel, reach, push, pull, and access equipment in confined or elevated locations.
- Ability to safely work around tools, machinery, construction equipment, and building systems.
- Ability to lift and carry up to 50 pounds without assistance.
- Visual acuity and manual dexterity sufficient to review drawings, operate computers and mobile devices, inspect equipment, and use tools or test equipment.
- Ability to drive a motor vehicle and travel frequently between company locations.
- Ability to work extended or irregular hours when required by construction.
