ABOUT PORTAGE PARK DISTRICT:

The Mission of the Portage Park District is to conserve Portage County’s natural heritage and provide opportunities for its appreciation and enjoyment. The Park District manages over 3,400 acres of parkland, 8 open parks and 17 miles of multipurpose trails across Portage County. Learn more at www.portageparkdistrict.org.

POSITION SUMMARY: The Operations Manager is a senior staff position reporting directly to the Executive Director. The position is responsible for day-to-day park maintenance and repairs, whether by park staff or contractors, including trails, parks, building facilities, equipment and vehicles. The Operations Manager is responsible for recruiting, training and managing a growing operations staff, currently consisting of five Maintenance Workers. The position is responsible for department budgeting, approving payments, record keeping, inventory and report submissions. Position includes prioritizing department work assignments and directly performing maintenance, repair and construction duties as needed. The Operations Manager collaborates with other departments through the senior management team, including Administration, Education & Outreach, Planning & Development, Natural Areas and Rangers. Hours are generally Monday through Friday, however the employee must be willing to work irregular hours, weekends, holidays and extended hours as required to perform the duties set forth in this position. The Operations Manager is a public servant and a representative of the Park District and must be committed to implementing the Park District mission and serving the public interest.

POSITION REQUIREMENTS: This position minimally requires the following:

CERTIFICATES OR LICENSES:

Possession of a valid Ohio driver license, insurable by the Park District’s insurance carrier and ability to conform to the driving standards policy as approved by the Board of Park Commissioners. Insurable/Bondable
Possession of, or potential to acquire a Commercial Pesticide Applicator’s License

EDUCATION AND /OR EXPERIENCE

At least a two-year degree in natural resources, parks management or related fields, or equivalent work experience, and at least five years of management experience is required. A four-year degree in a similar field of study is preferred. Prior experience in operations with a public park agency is preferred.

ESSENTIAL JOB DUTIES

Supervises, coordinates and/or performs regular maintenance, repairs and miscellaneous care of assigned park buildings, grounds and equipment to ensure efficient and safe park operations in accordance with established organization standards. Allocates materials, labor and equipment resources according to organizational priorities.

Maintains flexible schedule and is prepared for operations emergencies during on-call hours as established by duty schedule or instructions.

Serves as a member of the senior management team, participating in development of Park District policies, procedures, plans etc.

Recruits, hires, trains, evaluates, directs, schedules and manages maintenance and operations staff, including full- time, part-time and seasonal maintenance workers. Works with Volunteer Coordinator to incorporate volunteers as appropriate in assisting with maintenance and improvements.

Purchases and maintains vehicle, equipment and supplies and maintains records for such.

Develops the annual Operations Department work plan and budget.

Collaborates and coordinates with the Office Manager on administrative issues, human resources and purchasing.

Coordinates and collaborates with the Planning and Development Manager in supervision of capital improvement projects, implementing design standards, and coordination with consultants, suppliers, contractors and permitting agencies as needed. Serves as the Portage Park District Prevailing Wage Coordinator

Coordinates with the Natural Areas Manager to assist with natural resources conservation, management and stewardship in accordance with established management plans and policies.

Coordinates with the Chief Ranger on security and safety issues related to park management and building security.

Coordinates with the Education and Outreach Manager to aid with preparation of park facilities for public programming, signage and special events.

Interacts with members of the general public in a professional, helpful, civil and fair manner. Attends community and other meetings as requested. Provides assistance to partner agencies and departments as appropriate

Attends meetings, conferences and trainings as appropriate or requested.

Performs related duties as required.
