Full Job Description

Overview

The Estimator is responsible for the development of accurate, executable, and competitive cost estimates for transmission, substation, and distribution construction projects. This role plays a critical function within RokPower’s centralized preconstruction team, supporting all regions and ensuring alignment between estimating strategy and field execution. The Project Estimator will be directly responsible for the development of work methodologies, cost estimates, resource plans and construction schedules as they relate to the Requests for Proposals being pursued. The Estimator will work collaboratively with operations, procurement, project controls, and leadership to build estimates that reflect real-world constructability, resource planning, and risk considerations.

Duties:

Estimate Development

Perform detailed quantity takeoffs from drawings, specifications, and contract documents
Solicit quotes for various project materials, equipment, and subcontractors
Develop labor, equipment, and material cost estimates based on production rates and historical data
Build estimate structures aligned with execution strategy and schedule assumptions
Support development of unit rates, crew compositions, and productivity assumptions

Bid & Proposal Support

Contribute to proposal development including work plans, labor plans, and equipment strategies
Support Basis of Estimate (BOE) documentation including assumptions, clarifications, and risk identification
Participate in estimate reviews and ensure compliance with internal quality standards

Collaboration & Coordination

Coordinate with operations and field leadership to validate constructability and execution approach
Interface with project controls to align estimate structure with cost tracking and reporting

Risk & Strategy

Identify key project risks and opportunities and incorporate into estimate strategy
Support bid/no-bid and final estimate review processes
Contribute to continuous improvement of estimating tools, templates, and cost databases

Skills:

Strong knowledge in project estimation, scheduling, resourcing, execution and analysis;
Knowledge of transmission and distribution line construction means and methods;
Previous work experience in Substations, Transmission, and Distribution considered an asset;
Strong understanding of construction means and methods, labor productivity, and equipment utilization
Strong communication skills, both verbal and written;
Ability to interpret drawings, specifications, and contract documents;
Strong analytical and problem-solving skills.
Ability to build estimates that are not only accurate, but executable
Strong communication and collaboration skills across teams
High attention to detail with a disciplined and structured approach
Fast-paced, deadline driven, professional office environment with tight deadlines and high work volume

Education and/or Credentials:

Mechanical, Civil or Electrical Engineering Degree, Technologist Diploma, Journeyman Certificate, or a combination of related experience and education;
Minimum (2) years’ experience in an Estimating role;
Project Management Professional (PMP) designation or professional experience equivalency would be an asset;
Proficiency with computer applications, including Microsoft Office suite, and computer based scheduling and tracking software such as Primavera P6 and MS Project considered an asset;
Previous work experience with commercial estimating software considered an asset;
Possess a valid driver's license, as this position requires driving and site visits;
Prior experience in a construction, engineering and/or utility environment.
