JOB SUMMARY:
The Director of CRA & Community Development is responsible for overseeing the Bank’s CRA program and ensuring compliance with applicable federal regulations while advancing the Bank’s commitment to serving the credit and financial needs of its communities. This position provides leadership for CRA lending initiatives, community outreach, financial education programming, data analysis, regulatory reporting, and marketing compliance related to CRA activities.
The role serves as a strategic liaison between the Bank, regulator, community organizations, and internal business units to develop and implement initiatives that strengthen community partnerships and support the Bank’s CRA performance objectives.
ESSENTIAL JOB DUTIES:
- Management:
- Hire and retain CRA loan officers and any other CRA staff.
- Supervise CRA loan officers and other CRA staff activities and production.
- Monitor and measure CRA loan officers’ and other CRA staffs’ progress toward reaching individual and collective goals.
- Develop CRA products and CRA services and monitor the effectiveness of same.
- Coordinate cross-functional projects involving lending, compliance, marketing, and retail banking.
- Training and Awareness:
- The CRA Development Officer will establish and monitor a program of CRA training and education for all Bank staff. The Director of CRA & Community Development will communicate ways by which management and staff can address fair lending responsibilities for the Bank’s lending practices and standards.
- Develop and provide training and other application-processing aids.
- Provide guidance to employees in dealing with customers.
- Information Gathering:
- Manage CRA/HMDA data maintained within the Bank’s software and develop reports through software to provide analysis in lending patterns.
- Ensure qualified community development investments, loans, grants, and services are identified and documented properly.
- CRA Marketing:
- Collaborate with Compliance, Marketing, Lending, and Senior Leadership to ensure marketing initiatives and outreach activities alight with CRA requirements and fair lending principles.
- Policy, Procedure, and Compliance:
- Develop and implement programs to ensure the Bank meets the needs of the community and attains CRA compliance goals.
- Advise management and Bank personnel of emerging CRA issues to ensure compliance is maintained.
- Develop, implement, and manage the Bank’s CRA Program, including policies and procedures, to ensure a satisfactory CRA rating.
- Monitor the Bank’s CRA Program and ensure compliance with its established plans, goals and Government regulatory guidelines.
- Develop an appropriate CRA Strategic Plan.
- Review CRA policies and procedures annually to determine that the Bank is in compliance with the requirements of the act and that the Bank’s Assessment Area is represented accurately.
- Self-Assessment:
- Perform fair lending sampling to detect violations or potential violations. Identify root causes of any violations and work with the management and employees to fashion effective corrective measures.
- Community:
- Establish and maintain relationships with community based, charitable, and non-profit organizations.
- Coordinate the Bank’s community outreach activities, community development service events, and financial literacy training events.
- Identify opportunities for community development projects; act as liaison with external stakeholders such as community development and local advocacy organizations.
- Track and maintain records for CRA eligible charitable activities, financial literacy education activities, donations and investments.
- Other:
- Maintain a competent level of expertise and knowledge of the requirements of the various laws, regulations and rulings governing the Bank's CRA activities, staying current on regulatory updates.
- Ensure the Public File and Notice are maintained per Federal Regulations
- Communicate effectively with management and staff to ensure commitment and support.
- Assist with developing the Bank’s CRA Policy and CRA Strategic Plan.
- Act as a contact with examiners or auditors for any CRA related issues.
- Assist with special projects, reporting requirements, and other duties as assigned.
QUALIFICATIONS:
- Bachelor’s degree in Finance, Business Administration, Accounting, Economics, Marketing, or a related field, or an equivalent combination of education and relevant experience
- Minimum of 5 years of progressive banking experience with demonstrated responsibility in Community Reinvestment Act (CRA), compliance, lending, community development, or a related area
- Professional certification related to compliance or banking (e.g., CRCM or similar designation), preferred but not required
- Experience with CRA software, HMDA reporting, and data analytics tools
- Knowledge of the Metro East St. Louis market and established relationships with local community organizations and stakeholders
- Thorough knowledge of CRA regulations, community development activities, and regulatory reporting requirements
- Experience analyzing lending data, preparing CRA performance reports, and supporting regulatory examinations
- Experience coordinating or supporting community outreach initiatives and financial education programs
- Understanding of fair lending principles and the relationship between CRA, compliance, and marketing activities
- Demonstrated leadership experience, including leading projects, coordinating teams, or mentoring employees
WORKING ENVIRONMENT AND DEMANDS:
- Primarily works in a professional bank location environment
- Frequent interaction with employees, customers, community organizations, and regulatory agencies
- Availability to work during core bank operating hours (i.e. 8:00 am – 5:00 pm Monday through Friday)
- Occasional evening and weekend work to support community events and business needs
- Regular local travel to community meetings, financial education events, networking functions, and outreach activities
- Regular use of computers, telephones, and other standard office equipment
- Prolonged periods of sitting and computer work
- Ability to stand, walk, and present for extended periods during meetings and educational sessions
- Occasionally lift and carry presentation materials or event supplies up to 20 lbs.
- Ability to manage multiple priorities and deadlines in a fast-paced, compliance-driven environment
- Must exercise sound judgment, maintain confidentiality, and consistently demonstrate professionalism and attention to detail
