Job Summary:
The Chief Administrative Officer (CAO) serves as a key executive leader responsible for providing strategic oversight and integration across the organization’s administrative functions, including Finance, Operations, and Human Resources. Reporting directly to the ED, the CAO ensures that administrative systems, fiscal practices, organizational processes, and internal infrastructure support the agency’s mission and long-term sustainability.
This position plays a critical role in maintaining organizational health through strong fiscal oversight, long-range forecasting, process improvement, and cross-departmental leadership. The CAO works to ensure that administrative departments operate cohesively, efficiently, and in alignment with organizational goals, regulatory requirements, and strategic priorities.
Duties/Responsibilities:
Executive Leadership & Strategic Oversight
➢ Serve as a strategic advisor and partner to the CEO regarding organizational performance, operational effectiveness, and long-term agency sustainability.
➢ Provide executive oversight and leadership to the CFO, Director of Operations, and Director of Human Resources.
➢ Establish organizational goals and performance measures for administrative divisions and monitor progress toward outcomes.
➢ Promote a culture of collaboration, accountability, innovation, and continuous improvement across departments.
➢ Ensure organizational systems, policies, and procedures align with the agency mission and strategic objectives.
Fiscal Oversight & Financial Health
➢ Provide high-level fiscal oversight to ensure the organization maintains strong financial health and sustainability.
➢ Partner with the CFO to oversee organizational budgets, financial reporting, cash flow monitoring, audits, and financial controls.
➢ Lead long-term financial planning efforts, including forecasting revenue trends, operational impacts, workforce planning, and risk assessment.
➢ Evaluate organizational financial performance and identify opportunities for efficiencies, cost savings, and resource optimization.
➢ Review fiscal data and key performance indicators to support executive and board decision-making.
➢ Assist in identifying financial risks and developing mitigation strategies to preserve agency stability.
Process Improvement & Administrative Systems
➢ Lead agency-wide process implementation and workflow improvements designed to increase efficiency and reduce duplication of effort.
➢ Evaluate and improve administrative structures, policies, systems, and internal processes.
➢ Identify opportunities for automation, system enhancements, and technology solutions supporting organizational effectiveness.
➢ Develop and implement performance dashboards and metrics to evaluate administrative outcomes.
Organizational Integration & Cross-Functional Leadership
➢ Ensure Finance, Human Resources, and Operations function cohesively and collaboratively to support agency-wide objectives.
➢ Facilitate communication and coordination among departments to eliminate barriers and improve workflow integration.
➢ Establish standardized administrative practices across programs and departments where appropriate.
➢ Support change management efforts and organizational initiatives requiring cross-department collaboration.
Compliance & Risk Management
➢ Ensure administrative operations comply with applicable federal, state, local, contractual, accreditation, and nonprofit requirements.
➢ Oversee organizational risk management practices related to fiscal operations, employment practices, internal controls, and administrative procedures.
➢ Partner with executive leadership to maintain organizational readiness for audits, accreditation activities, and external reviews.
Qualifications:
➢ Minimum of 8–10 years of progressively responsible leadership experience in administration, finance, operations, or executive management.
➢ Minimum of 5 years of supervisory experience overseeing multiple departments and senior leaders.
➢ Experience within nonprofit organizations strongly preferred.
➢ Experience with strategic planning, budgeting, organizational development, and process implementation required.

➢ Knowledge of budgeting, forecasting, financial analysis, and long-range planning principles.

Education and Experience:
➢ Bachelor’s degree in Business Administration, Public Administration, Finance, Accounting, Healthcare Administration, Organizational Leadership, or related field required.
➢ Master’s degree preferred.
Physical Requirements:
➢ Work is primarily performed in a professional office environment.
➢ Requires prolonged periods of sitting and working at a desk, computer, and telephone.
➢ Requires frequent use of a computer, keyboard, mouse, and other standard office equipment for extended periods of time.
➢ Requires visual acuity to read printed materials, spreadsheets, financial reports, computer screens, and detailed documents.
➢ Requires repetitive hand and wrist movements associated with typing, writing, and data entry.
➢ Requires the ability to communicate effectively in person, by telephone, video conference, and electronic communication methods.
➢ Requires the ability to hear and exchange information accurately and effectively.
➢ Requires the ability to move throughout agency offices and work locations to attend meetings and provide support to departments and staff.
➢ May require standing, walking, bending, reaching, and carrying materials or office supplies up to 20 pounds on an occasional basis.
➢ May require travel between agency locations, community meetings, trainings, and other work-related activities.
➢ Requires the ability to maintain concentration and perform work involving frequent interruptions, multiple priorities, complex problem-solving, and detailed analysis.
➢ Requires the ability to work under deadlines and manage competing priorities in a fast-paced environment.
➢ May require occasional evening or extended hours to attend board meetings, leadership meetings, organizational events, or respond to agency needs.
