JOB SYNOPSIS & QUALIFICATIONS SUMMARY:
Under direction of the Executive Director, this position is responsible for in-house legal counsel, protecting the rights of regional center clients and advising leadership on a broad range of legal, labor, and compliance matters. The role works across all FNRC offices and collaborates with agency leadership, program staff, and external partners.The position covers three primary areas. On the client rights side, the Director oversees protections under the Lanterman Act and Title 17 CCR, investigates rights violations, interfaces with DDS and regulatory bodies, and tracks complaint trends. For labor and employment matters, the Director counsels the Executive Director and HR on union relations, collective bargaining, disciplinary actions, and compliance with California and federal employment law. General legal duties include contract review, HIPAA guidance, California Public Records Act (CPRA) oversight, monitoring regulatory changes, and managing outside counsel. This is a senior-level position well suited to an attorney with a public interest or public agency background who wants to apply their expertise in a mission-driven organization serving individuals with developmental disabilities.
Requires a J.D. from an accredited law school and active California State Bar membership. At least five years of legal practice, with two or more years in disability rights, public agency law, labor/employment law, or nonprofit law. Experience advising organizational leadership on legal and compliance matters. Familiarity with the Lanterman Act and California regional center system desired but not required. Must demonstrate fluency in English and Spanish to qualify for bilingual compensation (ability to speak, read, and write).
