King County Superior Court is seeking qualified applicants for a full-time Supervisor II in Family Treatment Court. The Court is Washington state’s largest general jurisdiction trial court, handling civil matters, domestic matters, felony criminal cases, juvenile matters, and appeals from courts of limited jurisdiction. Located in the beautiful Pacific Northwest, King County Superior Court is nationally recognized for innovation. The responsibilities of this classification include implementing and managing the Family Treatment Court Programs and to ensure the early permanency for children, increased success for families of color, increased overall self-sufficiency for parents and a decrease in cost to the dependency system. Supervises employees, paid volunteers and oversee contracted services.

Work location: Primary work location is located at the Judge Patricia H. Clark Children and Family Justice Center in Seattle. The incumbent will be required to work at any of the King County Superior Court facilities as assigned, including the Maleng Regional Justice Center in Kent, WA at least once per week.
Work schedule: This is a full-time position. The Court's business hours are Monday through Friday, 8:30 a.m. to 4:30 p.m. Work hours for this position may vary, including early mornings, evenings and weekends as needed. This position is exempt from the overtime provisions of the Fair Labor Standards Act and is not overtime eligible.
This position is eligible for a hybrid work schedule, with days in the office as well as telecommuting. The ratio of remote to onsite work will be dependent on business needs and is subject to change. Employees must reside in Washington State and within a reasonable distance to their King County Superior Court worksite to respond to workplace reporting requirements. Employees will be provided with a Court-issued laptop and must maintain a home workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.

The following is intended to be a summary of the job functions for this position and does not reflect every task encountered to achieve these functions.
Facilitate program development, implementation and sustainability for the Family Treatment Court Programs, including Parents Supporting Parents. Develop and implement operational policies and procedures. Manage daily operations of the programs. Develop and maintain forms, orders and court protocols for processing of cases. Oversee incoming cases and case processing.
Plan and manage projects related to the court and improvement of case management relating to children involved in dependency actions. Identify and provide cross-system training opportunities for court professionals, judges, social workers, Court Appointed Special Advocates, Parent Allies, and treatment providers. Prepare training materials.
Coordinate implementation and improvement of database management systems. Create, manage and monitor program budget and track program expenditures.
Manage ongoing program evaluations including process, outcome, disproportionality and cost/benefit analysis and findings. Assist in evaluation methodology and design, administer database collection and finalize the report for the court, stakeholders and public. Manage program data, compile statistics and prepare and analyze reports.
Participate at state and national levels with setting program policy for peer mentoring and family drug court programs. Communicate with city, county and state mental health, substance abuse disorder and parenting programs.
Manage program media releases, documentaries, and websites; respond to requests for information regarding the program. Serves as the chief spokesperson for the programs.
Recruit, select, train and supervise program staff and volunteer staff at both Kent and Seattle locations, including substance abuse disorder and mental health professionals, program support staff and peer partners. Evaluate staff and volunteer performance and provide coaching, feedback and corrective action for performance issues. Interpret policies and procedures, resolves conflicts. Routinely review staff work procedures and work products. Oversee contracted services.
Develop, write and administer grant proposals for securing future funding. Participate in the procurement process, negotiate contracts and monitor compliance of family drug court service providers.
Perform other duties of a similar nature and level.
A Master’s degree in social work, public or court administration, or a related field and three years of professional experience working with children and families in a court or legal setting, or a Bachelor’s degree in social work, public or court administration or a related field and five years of professional experience working with children and families in a court or legal setting; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job are required. Experience in Juvenile Dependency court highly preferred. Experience coordinating or managing a therapeutic court highly preferred.
Knowledge of the dynamics, issues in court cases involving children and families; knowledge of juvenile dependency court is highly preferred. Knowledge of the dynamics, issues in substance abuse and its affects; varying types of evaluations and assessments commonly ordered in family-related cases, including time frames, providers and general procedures; court administrative and courtroom procedures and policies; confidentiality laws; basic research techniques; program coordination and development. Skill in developing new systems and managing multiple tasks. Able to manage and organize complex data. Skill in working with diverse populations and/or emotional situations with cultural responsiveness and humility. Able to speak in public and make presentations and present complex data.
Special requirements: The ability to reliably travel throughout the county is required. Finalists are subject to the Washington State Patrol criminal background check and a reference check. Criminal background records are not automatically disqualifying.
